TO: Interested and Potential Micro -Hydro Users
The Northwest Federal Regional Council (FRC) is responsible for
the coordination of Federal programs and policies in the North-
west in order to make the Federal Government more responsive to
the needs of citizens such as yourself. This year the Regional
Council has been charged with implementing the President's Rural
Energy Initiative which encourages the promotion and development
of alternative energy resources in small towns and rural areas
of the Nation. The development of the Northwest's vast small-
scale hydroelectric potential is recognized by the FRC as an
important and necessary step towards meeting our nation's future
energy needs.
This "Guide to Micro -Hydro Development" was prepared by the FRC
to provide a set of guidelines and a State -specific resource
directory to assist residents of rural areas in the Pacific North-
west in developing their own micro -hydro energy resources. We
hope that the step-by-step guidelines presented here will encourage
you to assess your own electricity generating potential, assist
you in obtaining the necessary permits, licenses, and equipment,
and provide you sources of further information where needed.

small-scale hydroelectric generating facilities, please contact
the agencies listed in the enclosed materials.
