Physical Data. v INTRODUCTION The Federal Energy Regulatory Commission (FERC) license granted to the Alaska Power Authority (now Alaska Energy Authority) for the Bradley Lake Hydroelectric Project (Project Ho. 8221) stipulates that a plan be developed and implemented to monitor the abundance of salmon in the Bradley River. A salmon monitoring plan was submitted to FERC in June of 1986 (Alaska Power Authority 1986a). The intent of this monitoring plan is to provide a yearly index of salmon abundance during both the pre-operational and post- operational periods to allow an appraisal of project impacts to salmon resources of the Bradley River. This report summarizes the results of the seventh year (1991) of studies of salmon escapement to the Bradley River per the proposed scope of work described in the Salmon Monitoring Plan. Reservoir filling was in progress during the 1991 study period; consequently, flows in the Bradley River were reduced to the minimum required by the FERC licensing agreements. Therefore, 1991 was the first year of the study to examine the salmon resources under the operational flow regime even though actual power generation did not begin until the end of the study period. The salmon resources of the Bradley River have been documented in considerable detail through a series of studies (USFWS 1982; Woodward-Clyde Consultants 1983, 1984; Northern Technical services 1985). The Bradley River is a turbid stream of glacial origin, consequently fish cannot be visually detected. Various active and passive sampling techniques were utilized to gain insight into the fish populations. The results of these early studies indicated that pink salmon (Oncorhynchus gorbuscha) was the principal salmon species using the river for spawning, although smaller numbers of chum (~ keta), coho (0. kisutch), and chinook (0. tshawytscha) also utilized the river. These studies also indicated that potential spawning habitat was limited to a short segment of the river due to high gradient and coarse substrate at the upstream end 1 and silty tideflats at the lower end. The 1985 study by Northern Technical Services represented the first year of study for the pre-operational salmon monitoring program. However, the sampling methodology was modified in 1986 per the approved Salmon Monitoring Plan; therefore, data comparable to the 1991 study have only been collected during the 1986 through 1991 field seasons. The 1986-1988 studies were conducted by Dames & Moore (Alaska Power Author1ty 1986b, 1987, and 1988). The 1989 and 1990 studies (Alaska Energy Authority 1989 and 1990) as well as the 1991 field studies, which this report addresses, were conducted by Northern Ecological ServicesjLGL Alaska Research Associates, Inc. The 1986-1990 studies confirmed that pink salmon were the major spawners and that the river also supports small runs of the other salmon species. Considerable information on the abundance, spawning distribution, and other aspects of life history has been collected over the last seven years. The primary objectives of the 1991 field effort were to: -Develop a sampling methodology suitable for the reduced flow regime which would allow estimates of salmon abundance to be compared with past years and, at the same time, provide standard catch procedures to be used for catch-per-unit- effort comparisons in future years. -Provide a general assessment of the habitat value of the river under the operational flow regime as compared to the pre-operational flow regime -Maximize the amount of biological information obtained from the study by thoroughly analyzing the data. 2 METHODS study Area The primary study area was essentially identical to that in the 1986-1990 studies consisting of a 2, 011-m { 6600-ft) stream segment extending from the downstream end of Riffle Reach to just above the upstream end of Bear Island Slough {Figure 1). The reduced flow in 1991, compared to previous years, allowed access by both fish and study team investigators above Bear Island Slough for a distance of about 300 m, thus the effective study area was lengthened slightly from previous years. The study area encompasses almost all of the known spawning habitat in the Bradley River system. One study site was located outside of the primary study area. Fox Farm Creek, a small clear-water tributary to the Bradley River at RM 2.5 was monitored for salmon escapement {Figure 1). study Duration The study was conducted over a 9 week period from July 16 through September 12. The general timing of the study was originally selected to coincide with the duration and timing of the pink salmon run based on the results of the earlier studies and confirmed in recent years. Under the normal schedule of sampling, the field crew traveled to the site on Monday evening of each calendar week and intensive sampling took place on every Tuesday, Wednesday and Thursday. Trap Net Sampling Although the Bradley River study area was significantly shallower in 1991 compared to prior years, trap nets were again used as a primary sampling technique. The standard project trap 3 nets as redesigned in 1990 (see Alaska Energy Authority 1990) were designed to fish in water as shallow as 0.5 m and proved to work well at selected deep sites in the river. The redesigned nets are illustrated in Figure 2. These nets were made from 6.35 em (2.5 inch) stretch mesh nylon. Net wings were attached to the main frame of the net in various configurations depending on the location of the net in the river. Because of the reduced flow and altered configuration of the river, only 3 of the net sites from previous years were utilized in 1991 (Figure 3; sites 1,3, and 4). Three new net sites were also selected (Figure 3; sites 5A, 6A, and 7A) making a total of 6 standard trap net sites. Some of the nets were accessible by boat and some were only accessible by foot. During each typical weekly sampling period, the trap nets in the primary study area were set Tuesday morning and fished until Thursday morning for a total of approximately 48 hours, after which they were removed from the water until the following week. During normal operations, each net was checked every 4 hours during the daytime and then allowed to fish overnight. Some variation in the typical sampling regime occurred in some weeks to avoid having to check the nets during extreme high tides. The fish were removed from the nets at each check, identified to species, measured, and salmon species were tagged using sequentially numbered Flay spaghetti tags. Larger Dolly Varden were marked by punching a hole in the upper lobe of the caudal fin with a standard paper punch. Sex and spawning condition were recorded for all salmon. Spawning condition codes were as follows: Code 1 2 Condition Fresh, non-spawning coloration, silvery Spawning coloration, not spawned out 4 3 4 5 6 Beach Seine Sampling Ripe, eggs or milt readily stripped Spawned out, little deterioration Spawned out, visible deterioration Dead As a supplemental sampling method, beach seining was conducted during weeks 1 through 8 of the study period. Seine sites are indicated on Figure 3. Sites S1, S3 and S7 were seined consistently each week whereas seining at the other sites was irregular. Two seines were utilized: the first was 100 ft. long by 6 ft. deep constructed of 2.5 in. stretch mesh netting and the second was 120 ft. long constructed of 0.5 in. knotless netting. Captured fish were processed in a manner similar to that described for the hoop net sampling. Carcass Counts Because of the reduced flow, salmon carcasses were much more apparent than in previous years of the study. All salmon carcasses were counted and tags were noted. Fox Farm Creek Surveys Visual foot surveys of fish present in Fox Farm Creek, a clear tributary to the Bradley River (Figure 1), were conducted once during each sample week. Observers walked the entire habitable length of the creek at low tide and recorded the numbers of fish present for each species of salmon and the numbers of fish showing visible project tags. Biological Data Management Data from field data books were entered into a computer spreadsheet (Quattro Pro) using an IBM compatible microcomputer. 5 Printouts from the spreadsheets were checked by field personnel against the field notebooks. The spreadsheets were edited, correcting any observed errors. Quattro Pro program. Graphs were prepared by the Population and Escapement Estimation The principal methods used for estimating populations were the same as those used in past years to assure comparability of data. Population estimates based on trap net catches were calculated for the primary species of salmon present during each sample week using the Peterson model, as modified by Chapman (Ricker 1975). The following assumptions were used in constructing the model: 1. Salmon numbers remained constant during the 3-day sample period. 2. All fish marked during the previous 2 sample weeks were still present in the study area. 3. Fish marked 3 or more weeks prior to the sample week were no longer present in the study area. 4. Marked and unmarked fish were equally susceptable to capture. In addition, population estimates were also calculated based on selected seine catches, carcass counts, and visual estimates of the proportion of marked to unmarked fish on selected spawning grounds. An approach consistent with that used by the Alaska Department of Fish and Game (Pirtle and McCurdy 1980) was used to derive a rough estimate of the total salmon escapement to the Bradley River. In this method, weekly population estimates are summed and then divided by a stream life factor of 2.5. 6 Physical Data Collection Air temperature, water temperature, turbidity, and stream stage were recorded daily at the field camp (Figure 1) on those days that the study crew was in the field. Turbidity was measured in the field using an HF Instruments Model DRT15 nephelometric turbidity meter. Stream stage was measured using a staff gauge. The gauge measurements were strictly relative and were not tied to any datum. Miscellaneous Observations Miscellaneous biological observations, such as the presence of harbor seals, were noted as they occurred. RESULTS overall Catch overall catch for all methods combined is summarized by week in Table 1. Complete catch records for each species are presented in Appendix A. As in past years, all five species of Pacific salmon indigenous to Alaska were captured in the Bradley River. Pink salmon were again the most abundant species with a total catch of 1669 fish. Substantial numbers of chum, coho, and sockeye salmon were also caught, as well as smaller numbers of chinook salmon. Dolly Varden (Salvelinus malma) were also caught in significant numbers. Trap Net Index Sampling Trap nets were the primary sampling technique and proved to be effective at catching adult salmon. The sampling effort for the 6 index nets was uniform throughout the study period. Trap net 7 fishing times for each net and week are summarized in Appendix B. Pink Salmon Pink salmon catch and catch-per-hour are presented in Table 2. The catch-per-hour increased slowly during the early weeks of the study, reached its peak during week 5 (August 13-15), remained high through week 7 and then decreased precipitously through the end of the study period (Figure 4). The maximum catch rate reached in week 5 was 1.24 fish per hour as compared to 0.09 fish per hour in week 1 (Table 2). Chum Salmon Significant numbers of chum salmon were present in the river when the study began on July 16 (Table 3). The chum salmon catch peaked during week 3 (July 30-Aug. 1) then declined rapidly with few fish remaining after the second week of August (Figure 5). The maximum catch rate occurred during the third week of the study at 0.16 fish per hour (Table 3). Coho Salmon Coho salmon (Table 4 and Figure 6) were first seen in the study area during week 5 (August 13-15). The catch rate increased through the remainder of the study period with the highest catch rate occurring during week 9. Sockeye Salmon Sockeye salmon were present in low numbers in the Bradley River from week 3 through week 9 (Table 5 and Figure 7) with the highest catch rate occurring during week 6 (Aug. 20-22). 8 Chinook Salmon Chinook salmon were present in small numbers through the third week of August (Table 6). The maximum catch rate of 0.08 fish per hour occurred in week 1 (July 16-18) with catch gradually declining thereafter (Figure 8). No chinooks were caught in weeks 7, a or 9. Dolly Varden Dolly varden caught in the trap nets were limited to larger fish (generally greater than 250 mm) because of the size of the net mesh. Dolly Varden {Table 7 and Figure 9) were present in the study area throughout the study period with the highest catch occurring in week 4. The abundance of Dolly Varden in the Bradley River appeared to correspond to the abundance of pink salmon and was probably related to the availability of salmon eggs as a food source. Beach Seining Beach seine catch data are presented in Appendices A-1 through A-6 and summarized for pink salmon in Table a. Seining proved to be a very successful method for sampling pink salmon under the low flow conditions that existed during the 1991 study period. The importance of seining to the 1991 sampling effort was considerably greater than in previous years where high current velocity made seining difficult in most river reaches. A total of 513 pink salmon were caught by the beach seine in 1991, of which 74 were fish that had been tagged previously. The greatest value of seining to the overall study effort was as a supplemental recapture technique for mark and recapture population estimates (see below). Seine sites S1, S3, and S7 (Figure 3) yielded by far the greatest number of fish. These sites each corresponded with a major pink salmon spawning area. Other salmon species were not 9 caught in significant numbers in the seine. Carcass Counts Reduced flow and current velocity combined with increased surface area of gravel bars caused salmon carcasses to be much more evident in 1991 compared to prior years. In some cases carcasses were trapped in the leads of trap nets and in other cases receding water following extreme tides caused carcasses to be deposited on gravel bars. Pink salmon carcasses began to appear in mid-August with the largest number of carcasses observed in early September (Table 9). A total of 239 pink salmon carcasses were observed, of which 61 were tagged. Fish Condition Pink Salmon The condition codes for all pink salmon captured are presented in Appendix A-1. Condition 3, "ripe", is indicative of spawning condition and was the least subjective of the condition codes since it depended on the actual presence of eggs or milt. Figure 10 shows the percent frequency of occurrence of condition 3 fish for both male and female pink salmon. As has been the case in past years, males reached spawning condition about 2 weeks earlier than females; by week 3 (July 30 -Aug. 1) most of the males were in spawning condition whereas most females were not ripe until week 5 (Aug. 13 -15). It is evident from Figure 10 that most of the pink salmon spawning occurred during weeks 5 to 7 with the peak occurring during week 6 (August 20-22). Chum Salmon Most of the male chum salmon were already in spawning condition at the start of the study in mid-July (Appendix A-2). The majority of females reached spawning condition in early August, 10 and it is likely that most spawning occurred during late July and early August. The number of chum salmon in the river decreased dramatically by week 5 (August 13-15). Coho Salmon Most of the cohos observed during the study period were males in fresh condition or in the early stages of acquiring their spawning coloration (Appendix A-3). A few males in week 9 had reached spawning condition. The peak of coho spawning undoubtedly occurred after the end of the study period in late September or early October. Sockeye Salmon Sockeyes began entering the Bradley River in significant numbers in week 4 (August 6-August 8). Percentages of ripe fish in weeks 4, 5, 6, 7, 8, and 9 were o, 31, 46, 44, 54, and 53 percent respectively, suggesting that spawning occurred from mid- August through mid-September. Chinook salmon Some ripe chinook salmon males and females were present during the first 3 weeks of the study (mid-July to early August). The data (Appendix A-5) suggest a prolonged spawning period encompassing the month of July with no well defined peak. No ripe females were encountered after August 1. The study period did not overlap the beginning of the chinook run, therefore the maturation data were incomplete for this species. Stream Life Duration Pink Salmon Table 10 provides information on the tagging history of all 11 pink salmon recaptured in trap nets. The table indicates that some recaptured fish had been in the Bradley River study area for as long as 5 weeks prior to recapture; however, 87 percent of recaptures in weeks 4 through 9 (excluding fish tagged in the same week as capture) had been tagged in the two weeks prior to the study week. This information confirms the results of prior years that the average stream life of a pink salmon spawner in the Bradley River is in the neighborhood of 2 to 3 weeks. The longest confirmed stream residence reported in 1991 was a pink salmon marked on July 24 and recaptured on August 27 for a total duration of 34 days. Chum Salmon Table 11 provides information on the tagging history of recaptured chum salmon. The chum salmon catch was small in 1991 and chum salmon were present in the Bradley River at the start of the study; therefore, information on duration of stream life based on the 1991 study is limited. The longest confirmed stream life for a chum salmon in 1991 was a fish caught on July 18 and recaptured on August 7 for a total duration of 20 days. Spawning Area Location The reduced flow and somewhat less turbid water in the Bradley River during the 1991 study period allowed a better delineation of spawning areas than has been possible in past years. Figures 11 and 12 illustrate the location of known spawning areas for pink, chum and chinook salmon based on visual observations throughout the field study period as well as seine catch results. The reductions in depth and velocity that resulted from flow reduction in 1991 have changed spawning area locations somewhat from the pre- operational flow regime. 12 Fox Farm creek Surveys The results of the visual surveys of Fox Farm Creek are presented in Table 12. Use of Fox Farm creek by both pink and chum salmon was low in 1991 in spite of adequate flow in the creek. Most of the salmon carcasses observed were fish that had been killed and partially eaten by a black bear. Population Estimates Pink Salmon Weekly population estimates for pink salmon based on trap net recaptures using the same mark and recapture techniques employed in the 1986-1989 studies are presented in the first part of Table 13. Weekly population estimates ranged from a low of 452 in Week 2 to a high of 4731 in Week 6. Because of the relatively small number of recaptures in weeks 2, 3, 4, 8, and 9, the 95 percent confidence limits (Table 13) for the estimates are broad and the estimates should be considered in light of their statistical reliability. The estimates for weeks 5, 6, and 7 have reasonable confidence limits. Population estimates were also calculated from selected seine hauls in weeks 3 through 8, carcass counts in weeks 8 and 9, and visual counts in weeks 6 and 7 {Table 13). Agreement between the methods is, for the most part, quite good as indicated by the overlapping confidence intervals. However, the estimates from seine hauls in weeks 6 and 7 are significantly lower than the corresponding trap net estimates. Est. 85 117 95% Conf.Limits 53 -178 67 -310 An estimate of the total escapement can be calculated from the weekly population estimates for pink salmon using the method of Pirtle and McCurdy (1980). With this method the weekly estimates are summed and divided by a stream life factor of 2.5. since there is no population estimate for week 1, the week 1 population is conservatively assumed to be equal to the actual number of fish tagged in week 1. The total escapement for pink salmon in the Bradley River study area in 1991 based on the trap net results (Table 13) is estimated at 8367 fish. Chum Salmon Estimating the total escapement of chum salmon is more difficult since the catch and population data are minimal and no data are available during the beginning of the chum run. The total number of untagged chums caught during the study was 60 which represents the minimum number of fish using the study area. The population estimates suggest that more than 100 fish were present in week 4. A reasonable estimate of total escapement is 100 -200 fish. Coho Salmon The study ended early in the coho run, therefore escapement cannot be estimated. The total trap net catch was 213 cohos, of which only 14 were recaptures. Most {94%) of the fish were males suggesting that the majority of females did not enter the river until after the study period. The data suggest that more than 500 14 coho salmon were probably present in the Bradley River during the study period and that total seasonal escapement could be substantially higher. Sockeye Salmon A total of 104 sockeye salmon were caught during the study (not including recaptures). Approximately 26 percent of the total catch consisted of recaptures. Mark and recapture estimates were not conducted for sockeyes because of a definite tendency for fish to be recaptured multiple times in the same net. A conservative estimate of the number of sockeyes present in the Bradley River based on observations during the 1991 season is 200 to 400 fish. Chinook Salmon The total number of chinook salmon, caught (not including recaptures) was 37 fish. About 21 percent of the total trap net catch were recaptures. There are insufficient data to accurately estimate escapement. The actual number of fish captured (37) is the minimum escapement. If the percent recaptures is a reasonable representation of the proportion of chinooks that were marked, then escapement may have been as high as 176 (37 divided by 21 percent). It is likely that the number of chinooks utilizing the Bradley River in 1991 was greater than 50 but less than 200. Tag Returns From Outside the Study Area In contrast to previous years, no Bradley River tags were reported from outside the study area to the Alaska Department of Fish and Game or to the Alaska Energy Authority. The personal use gill net fishery in Kachemak Bay in 1991 was much restricted from prior years and may partially account for the lack of tag returns (Beland, personal communication). 15 Physical Data Air and water temperature, turbidity, and relative water level data are presented in Appendix c. Temperature data were collected at about 8:00 a.m. and, thus, are approximately representative of daily minimums. Water temperature varied from 8 to 10 degrees c. indicating a very constant temperature regime. Turbidity ranged from 21 to 4 7 NTU. Maximum turbidity occurred during week 6 of the study (August 20-22). Base water level was very stable varying only 0.4 ft. over the course of the study period (not including tidal variation which occurred during extreme tides) • Tides exceeding about 17.5 ft. had a temporary influence on the water level as far upstream as upper Tree Bar Reach (Figure 3). The highest tides (21ft.) caused the water level at the staff gage near the fish camp to rise about 3.5 ft. Miscellaneous Observations An adult black bear was present in the study area throughout the course of the study. The field crew sighted the bear at least once per week and saw signs of its presence on a daily basis. The home range of the bear appeared to correspond closely to the study area. The bear frequently fed on salmon carcasses and on two occasions robbed fish from the trap nets. Fox tracks were seen along the river each week, although the animal was never sighted. During the last half of the study period when salmon carcasses were plentiful, bald eagles, ravens and gulls were observed along the river on a daily basis. Two juvenile eagles and two adult eagles utilized the river in August and September. Other opportunistic observations of wildlife recorded by the field crew are summarized below: July 25: Harbor seal observed in Eagle Pool July 25: Three river otters observed near net 5A 16 July 30: Black bear observed at Fox Farm Creek July 31: Harbor seal observed near net 3 August 5: Harbor seal observed below Eagle Pool August 5: Mink observed along Tree Bar Reach August 12: Harbor seal observed near net 5A August 26: six trumpeter swans observed in a salt marsh pond adjacent to the Bradley River September 10: Harbor seal observed near net 5A September 12: Large flocks of sandhill cranes observed flying above the Bradley River September 12: Six trumpeter swans observed in a marsh pond along the river DISCUSSION Comparison With Prior Years Pink Salmon Figure 13 compares the estimated total escapements for the years 1986 through 1991. The data clearly indicate that escapement in 1991 was the second highest that has been observed during the six year period of record. The 1991 spawners were the progeny of the pink salmon that spawned in 1989. The 1989 escapement was by far the highest on record and it is not surprising that 1991 escapement would also be fairly high. Pink returns were generally poor to lower Cook Inlet streams 17 in general and Kachemak Bay streams in particular (Hammarstrom, personal communication). Humpy Creek, usually the best pink producer in Kachemak Bay, had especially low returns. Humpy Creek is located about 12 miles southwest of the Bradley River on the south shore of Kachemak Bay. Therefore, the trend in the Bradley River is somewhat counter to area trends. Chum Salmon The number of chum salmon using the Bradley River in 1991 appeared to be low compared to past years. The poor chum return may be a reflection of the low numbers that were observed in 1987 and 1988 since most of the chums seen in 1991 would have been spawned in those years. Chum salmon returns to lower Cook Inlet streams as a whole were low (Hammarstrom, personal communication). Coho Salmon study timing in 1991, as well as in previous years, has prevented estimates of coho salmon escapement and meaningful comparisons are difficult. The 1991 catch was significantly higher than the catch in previous years. The number of cohos in the catch has increased each year since 1986. Coho salmon returns to Kachemak Bay streams including the Fox River, adjacent to the Bradley River, were significantly above average in 1991 (Boyle, personal communication). Therefore, the above average number of cohos in the Bradley River is consistent with area trends. Sockeye Salmon The number of sockeyes caught in 1991 was similar to the number observed in 1989 and 1990 but greater than in 1986, 1987, and 1988. Some fish clearly matured and may have spawned in the Bradley River. Whether or not the Bradley River has a self- sustaining population of sockeye salmon is still open to question. No juvenile sockeyes have been observed in the river. An unusual 18 occcurrence was the relatively large number of small precocious male sockeyes (jacks) that were observed. The presence of this uniformly sized group of fish might suggest that at least some of the sockeyes in the Bradley River were strays from the various enhanced sockeye fisheries in the area. Chinook Salmon The number of chinook salmon utilizing the Bradley River study area in 1991 was probably greater than was present in 1986, 1987 and 1989 but less than was present in 1988 and 1990. Over the 6 year study period the number of chinooks caught (not including recaptures) has ranged from 28 to 60 suggesting relatively uniform use of the river during the study period. Validity of Abundance Indices and Estimates Trap Nets vs. Reduced Flow The trap nets as modified in 1990 are designed to fish in water as shallow as 0.5 m. In spite of the reduced flow, all of the trap net sites utilized during the 1991 study were sufficiently deep to allow the nets to function well. The six nets as deployed during the study period appeared to provide a reasonable standardized catch methodology which can be used as an index method in future years. The 1991 catch-per-unit-effort (CPUE) results cannot be strictly compared to the CPUE results of previous years because of altered net location and altered catch characteristics due to the reduced flow. However, population and escapement estimates based on mark and recapture as discussed below are comparable to previous years and provide a transitional method for comparing pre-operational to post-operational escapements. It appeared that the trap net catches in 1991 were more variable within a given week than was the case under pre- operational flow conditions. Extreme tides had a greater relative 19 impact on river levels and definitely affected net catches with high catches occurring after unusually high tides. The impact of tides should be considered in the timing of the study period in future years to assure that trap nets are sampling during representative tide cycles. Population Estimate Validity The potential difficulties with the use of mark and recapture population estimates under the circumstances in the Bradley River are discussed in detail in the 1986 study report (Alaska Power Authority 1986b). The analysis of marking net vs. recapture net presented in the 1989 study report (Northern Ecological Services 1989) indicates that pink salmon move widely throughout the study area prior to actual spawning and provides some assurance that the assumption that tagged fish are randomly distributed is at least not grossly violated. Also the stream life information presented in Table 8 supports the established method of including in the marked fish population only those fish tagged in the two weeks prior to recapture. The success of seining under the reduced flow regime and the addition of carcass count data provide alternative methods for affecting a "recapture" of marked fish and provide a good means for checking population estimates based solely on trap net data. The results of the 1991 population estimates are encouraging to the extent that all methods agree reasonably well within the confines of statistical confidence limits. It is felt that the population estimates for pink salmon and the escapement estimates derived from them are comparable to the estimates made in previous years. Post-operational vs. Pre-operational Stream Habitats Stream flow during the 1991 study varied from 100 to 150 cfs compared to flows of 900 to 1500 cfs in prior years. Compared to prior years, river depth was decreased by 2-3 ft. and the surface 20 area of exposed gravel bars and shoreline margins was greatly increased. Another consequence of the reduced flow was reduced water velocity in most areas of the river. In some cases pool and backwater habitats became isolated from the main river. The subjective impression of the investigators was that the surface area of spawning habitats increased as a result of the lowered river level. Increases occurred both because the length of useable river was extended upstream and because stream reaches that were formerly too deep and fast for spawning became shallower and slower. It is suspected that this probable increase in spawning habitat combined with the more stable operational flow regime will increase the success of spawning fish. As was predicted by the pre-licensing instream flow study (Woodward Clyde Consultants 1983), slow water habitats such as backwaters and sloughs often favored by juvenile fish were decreased in area with the reduced flow. Most of Bear Island Slough was isolated from the main river and contained no fish. However, some other slow water areas such as in the vicinity of nets 3 and 5A may have been enhanced. Additional study would be required to draw any firm conclusions relative to juvenile fish use. One highly visible change in stream ecology was the increased growth of algae on stream bottom substrates. This was likely a result of reduced velocity and scour combined with decreased turbidity and increased light penetration. such algae growth would suggest greater overall stream productivity. Probably the most dramatic change in the ecological characteristics of the Bradley River study area was the increase in use by wildlife under the reduced flow regime. Use of the river corridor by birds and mammals was much more evident in 1991. The availability of salmon carcasses in late summer was a major factor in this increase in abundance. Black bears, foxes, mink, eagles, 21 gulls, ravens, and magpies commonly fed on salmon. Under the pre- operational flow regime the river was nearly bank full and most carcasses were washed into Kachemak Bay. Shallow water, reduced current velocity, increased area of gravel bars and beaches, and stranding of fish in depressions following extreme tides all contributed to the availability of fish to wildlife. Additionally, the shallow water and shoreline margins present in 1991 allowed the river to be used as a travel corridor, whereas previously it had been a travel barrier. Moose and black bears routinely crossed the river in contrast to previous years. RECOMMENDATIONS FOR FUTURE YEARS The methodology developed in 1991 should be continued in future years. An index of abundance based on trap net catch-per- hour will be comparable from year to year starting in 1991, and mark and recapture population estimates will provide valuable additional information as has been the case in past years. Seine sampling should be conducted on a more systematic basis with the timing of sampling designed to optimize the value as a recapture method for population estimates. Ideally a complete set of samples from representative stretches of the river should be collected on the first day of each study week to avoid catching recently tagged fish that might not have had a chance to become randomly distributed.
