GEORGE HARBOR DISTRIBUTION SYSTEM St. George is in the process of constructing a harbor which will be utilized as a support facility for the fishing industry and as a means to unload freight which now has to be lightered to the community which costs the user a 25% surcharge. As a part of the support systems for shore based and partially for marine based processors and their ancillary boats and suppliers it is planned to install sewer and water systems and a electric distribution system. The decision has not been made at this time as to the source of power that will be used for the system. Power will be used to supply city facilities at the harbor such as the Harbor Master, buildings, street and dock lighting, hoists, potable water supply pumps at the well, electricity for boats and the operation of power tools, salt water supply to the processors, commutator and pumping power for the sewage systems and power to the residential and other buildings now in the area. Although the Coast Guard has stated that they will supply marker lighting, the City may wish to consider some form of general harbor lighting for the boats. Alaska Power Authority, APA, to achieve these ends requested Polarconsult Alaska, Inc. through contract No. APA-87-R- @12, to do a conceptual design for the harbor. Earle Ausman traveled to St. George to see the site and collect data. The design for the system is based on these observations, site and subsequent data collection. At this time the harbor is under construction and the plans are not defined on what is to be constructed and where with the exception of the protection facilities, small boat moorage, wharf and some of the premium lots. There has been discussions with sea food processors such as Trident, a onshore processor, and Icicle, ship based processor that would use fresh and salt water and the sewage system only. Because the requirements of the system and even the configuration of the streets and the final shape of the ground is not defined, certain assumptions were made for this preliminary design. These assumptions are listed in sheets 1-6 of the calculations and on the drawings which show a configuration for lots and roads which is believed is better suited that that currently available. As more basic data becomes available the system can be further defined. Such basic data would include the completion of the topography by Peratrovich, Nottingham and Drage, promised by the site engineer in September, the completion of the site planning by R & M and the further definition on who and in what configuration the processors will be. In addition part of the lack of definition is created by the lack of funding. This lack has caused the City to do work up to the extent that money is available. If sufficient money were available plans could be finalized. As a result of this lack of money and expressions of concerns with costs from the City both underground and overhead systems were analyzed. INVESTIGATIONS Loads were defined by calling the potential processors. Trident Sea Foods was asked conceptually what would be the needs of a plant that they might build at St. George. Bill Woods stated that peak power use would he about 150@ Kw, they would use the engine heat approximately 30% to heat their facility, that their use of fresh water would be a maximum of 6@ gpm peak and they would use from 2020 to 2500 gpm of salt water. Icicle was asked what their requirements would be. Ralph Hard stated that they would be a self contained ship and would only need some fresh water, a set up to grind and discharge the waste of processing and a salt water supply. He allowed as he could take salt water from the harbor as they treated it with a chlorination system. Since there will be a number of ancillary small boats in the harbor and wastes may not all be discharged to a sewage system there should be some skecpticism expressed on this ability to use water poluted with human wastes. As a result of the investigations it was concluded that the system should be designed for two onshore processors using 15@@ kw each. These processors would be located on the lots off of Harbor Street. To identify map locations all streets were named. That the other loads would be connected to other feeders. It was also assumed that the ultimate best system would be of a loop type with the potential to isolated a faulted portion of the leg. For the processors reliability is of great importance. On this basis the main underground cable size to feed the 3 MW was 2/@. If it is decided not to supply power to or interchange power between processors then the system could be constructed using No. 2 conductor. This would somewhat reduce the price. For the overhead system 1/0 ACSR was deamed the smallest conductor that should be used for mechanical reasons. This conductor has a free air capacity of about 6 MW therefore it can easly supply the proposed processors. Because of the size of the processor loads and the need to use the waste heat it was clear that it would be impractical to put a large power plant in St. George. Therefore, the line leading out of the harbor via St. George Hwy to St. George was assumed to be single phase as it will only need to carry the communities peak load of 200 kw. There will need to be coordination within the community as currently the city system is three phase and some of the transformer banks are three phase as stated in a report written by IECO, entitled "Report For Sity of St. George, Power Generation & Distribution System, Project No. 4704". This report was dated June of 1984. Investigation of the potential alternative, a overhead system, involved contacting G & K the power distributor and supplier at Cold Bay and the City of Unalaska. Gary Fergison at Cold Bay, one of the owners stated that they were Aleutian Services Inc. and had taken over the utility and were replacing all of the overhead system with underground. He stated that the overhead system had copperweld wires which had fatigued and broken near the insulators. He liked cable but allowed as how a overhead system could work. It must be mentioned that his company is in the power business. One means of employing ones self and increasing the rate base is to upgrade the system. Further, under power cost equalization it does not cost the rate payer additional money so there are no negative consequences for this action. Rodger Deffendal a line man with Unalaska was talked to. He said that most of their system was underground and they now had little overhead other than some No. 2 triplex for street lights. When asked how this preformed he said they had no difficulty with it. He believed that a aboveground system could work satisfactorally in their area. The conclusions that are drawn from these discussions and other observations of overhead systems in windy and marine environments is that they have to be designed for fairly high gust winds but of considerable consequence is that vibration control be exercised. This means using all of the techniques, which include lower conductor tension, armor rods, vibration dampers for longer spans, preformed ties with good vibration characteristics and jumper control to prevent damage. In addition using a strong conductor, spacing to prevent galloping, and long creepage distance on insulators will prevent many of the problems that caused replacement of the overhead power lines on the chain. It must be recognized that many of the lines replaced were built by the military or shortly thereafter to rather low standards.
