re: Waste Heat System Replacement Grant
Dear Sirs;
We are very pleased with the new waste heat system installed this fall. It has operated efficiently with very little attention or maintenance all winter.
The system was functioning before cold weather really set in and has maintained the Community Buildings at a comfortable temperature through out the winter. Very little supplimental heat was used at a bavings of approximately 1000 gallons of heating fuel, or $1380.00 in monitary terms. There has also been a savings of power, since no electric heaters have been necessary.
The addition of a thermostatic control to the system has also been a big improvement for the clinic building, protecting the medications from overheating during spells of mild weather.
We are happy to have this system in place utilizing available energy which would otherwise be lost. It's important to get the most for our energy dollars and this is one step toward village wide awareness of the need to use our resources to their full potential.

Please note I have attached a check for $3,314.00, the power of attorney forms, and the project sheet for the above subject project. The expected costs for local labor which may be used to estimate the costs for workmans compensation insurance is $2,000. The class for the insurance should be Water Main or Connecting Construction number 6319. The total funding will be utilized for the Waste Heat system in Igiugig.

The purpose of this letter is to request any technical or material assistance to our village in helping us to replace our present in- operative waste heat system with one that works. (Please see attached copy of letter). As the letter indicates this system provided free efficient heat to our three village buildings and saves the community large amounts of money.
As the cold season draws near I would urge you to consider this request and any assistance you could provide to help us achieve our goal of having the system operational by October would be greatly appreciated,

Thisis in response to the letter dated May 24. 1989 regarding available funds for hardship caused by the extreme cold weather.
T. PROBLEM
Due to the extreme cold. the wastcheat system fram the village generators which provides heat to the three community facilities: Village Pumphouse. Clinic, and Recreation Center/Council Office has become inoperable. Ground cracking apparently produced numerous breaks in the lines which since the spring thaw leak out the fuid at an alarming rate.
The facilities are operating on standby oil healing systems through the summer which will be insufficient for winter heating and which costs $75 to $100 monthly (in the summer) while the wasteheat is a free byproduct of the electric generation process.
IT. SOLUTION
The system will need to be replaced with a system made of insulated stee! pipe and made operational by freeze-up.
The only solution to this problem is to dig up and remove the copper pipe system which was recommended by the State at the lime of installation but has since been acknowledged to be inferior to steel pipe and unable to withstand the stress of frozen ground.
III. COST
It should require approximately $5,500 for replacement af aur wasteheat system.
Ido not have the total cost of the initial system available. In estimating the cost of replacement however, I have used the installation cost of the distribution end, which accounts for a little less than half of the system. The initial cost of materials and freight on that portion was $2,270.85 and the contractual $2,379.28. Because none of the pumps or exchangers were damaged I believe that the above estimate is reasonable. This number is however. somewhat dependent on the method of shipping the necessary supplies (by barge or by air).
We hope that these funds have been made available by Governor Cowper and that We Will be able lo ablain assistance through this route.
