Ruth sent this letter along with signed copies of the electric metering agreement. She had asked that her technical assistance request be tied into the metering agreement, but | told her that wasn’t possible (we would handle it separately). Ruth would like help in determining how near-term load growth in Deering will affect Ipnatchiaq’s electric system. Specifically, Deering is fairly confident that it will receive grant funds from the state next fiscal year to begin Phase | of a City sewer and water project. Ruth said that "some consultants out of Anchorage" have done preliminary load estimates for the sewer system (50-70,000 KWh/Year). She is not sure about the water system’s requirements. Ruth recently provided some information on Deering’s plans on Penny Haldane’s annual Power Statistics questionnaire. Ruth has specific questions such as: Does Ipnatchiaq need bigger generators to accomodate the new load? Can waste heat be used in conjunction with the new sewer & water systems? Does Ipnatchiaq need automated switch gear? Will lpnatchiaq need additional fuel storage facilities? Does AEA have funding to help with a future project? Can you assign someone to work with Deering in getting these questions answered? Thanks! The project design is complete and the necessary materials have been procured. We are now awaiting project funds from the City of Deering so that that vendor costs incurred thus far can be paid and work can begin. With regards to the Deering Waste Heat Agreement, the Power Authority supports the agreement in the form signed by Mayor Martin Karmun in October. The provisions in the agreement contains standard language included in all Power Authority agreements of this nature, and have been regarded as acceptable by other communities entering into waste heat and other electrical system construction agreements with the Power Authority. We feel the agreement is appropriate and addresses both the City of Deering's and the Power Authority's interests. There have been no past problems relating to performance and completion of necessary work in other communities which have entered into waste heat construc- tion agreements with the Power Authority. The Alaska Power Authority prides itself with the quality of work and demonstrated technical expertise provided by our rural technical assis- tance engineering staff. We offer our assurance that the system will be technically correct upon completion. In addition, we will continue to Provide the City of Deering with technical assistance as required, and will add your waste heat system to our list of those receiving mainte- nance and operations visits and inspections performed by our circuit rider staff. The Power Authority will provide two complete physical inspections of the system during the first year of operation. We have the following recommendations: 1. We would prefer a configuration whereby the washeteria gets the recovered heat first with any remaining heat going to the school (future). The simplest way of operation would be by requiring the proper plates in the heat exchanger to allow heat to be transmitted in series (i.e., the washeteria circulating loop ports receiving the heat first, then the school loop ports). 2. Provide one “aquamatic flow cell meter” (flow meter) at the primary loop common inlet line to the plate heat exchanger and one at the secondary loop line exiting the power building. The aquamatic flow cell meter model number that we use on our installations is FLT No. 1-65 with metal strainer cap and silicone 0 - rings for temperatures up to 250°F and for 2 1/2-inch pipe size (NOTE: The 2 1/2-inch pipe size takes 6 weeks delivery; the 2-inch pipe size is available on shelve; manufacturer literature and phone number is enclosed). 3. Provide 0-15 psi liquid fill pressure gauges at the inlet and outlet lines of the plate heat exchangers at the secondary loop. Subject to the inclusion of the above comments, this letter constitutes Indian Health Service (IHS) plan approval. Principle of Measurement Total flow rate is obtained by measuring a proportioned by-pass flow generated by the orifice plate in response to the main flow velocity. The by-pass flow is directed through a vertically positioned, transparent tube. As the fluid flows from the lower to the upper end of the tube, it raises the float to the level where the tube opening is large enough to accommodate the by-pass volume. Gauge markings on the tube are calibrated to reflect flow capacity of the pipe. The mark corresponding to the level of the float indicates the total flow rate. , : Construction FLOW CELL consists of two major components—a base socket containing an orifice plate, and a gauge assembly. The base socket in standard models (metal) FLOW CELLS of sizes 3/8” through 3/4” is machined from bronze castings. Base sockets of larger sizes are machined from ductile cast iron or carbon steel with stainless steel orifice plates. The metal components of the standard model's gauge assembly are nickel plated brass and 304 stainless steel. The strainer cap is acrylic resin, and the (tapered) metering tube is Pyrex glass. Mr. Guzme expressed extreeme frustration with APA's performance on this project and he was wondering about our commitment to the project. Specifically, he was disturbed that: 1. APA had promised a design delivered within 30 days and yet had taken 3 months to complete a design for a small and very simple system. 2. APA had promised to comment on PHS’ draft agreements within 30 days; however instead of doing so, APA calls him up 3 months later and informs him, that APA does not want a written agreement at all. Mr. Guzme suggested that APA and PHS get together today either in a conference call or in a meeting in order to resolve the issue concerning an agreement. Mr. Guzme felt that without an agreement, APA's involvement in this project would be terminated, and he asked if APA had a policy of turning over money to non- State agencies without any written agreements. It is quite difficult to communicate intelligently with representatives of other agencies regarding a project, when APA's internal communication does not provide any clues that APA's approach to the project is changing. May I suggest that APA names a project manager for the project and that this person be fully responsible for the project. At the same time this person should be kept informed about any communication between any other APA representative and any other person/agency concerning the project. cc: File. MUTUAL COVENANTS: 7 The Power Authority and the City agree to the following: 1. Warranty Clause The Power Authority shall obtain and provide to the City one year minimum warranties on all equipment, workmanship, and supplies obtained by the Power Authority. This warranty period shall be for a period of one year after the date of transfer or for a period of one year of equipment service to the City, whichever occurs first. The Power Authority shall assist the City in obtaining the benefits and protections of all warranties on equipment or work provided under this Agreement. In the event of a problem occurring during the warranty period with the design or construction of Power Authority-installed facilities or equipment, or work not protected by the warranties of the suppliers or manufacturers, the Power Authority will correct such problems, subject to the availability of funds and the staff resources as determined by the Power Authority. This warranty clause does not cover normal wear and tear of equipment, replacement parts, operational costs, or abuse or vandalism to equipment or facilities. 2. Hold Harmless Agreement It is recognized by the City that the Power Authority has no economic interest in this Project. Thus the City agrees to hold the Power Authority harmless for any and all claims against the Power Authority for actions in connection with this Project, unless such claims are caused by willful negligence on behalf of the Power Authority. 3. Declaration of Cooperation It is the intent of of this Agreement to secure the commissioning and continued utilization of the Deering Waste Heat Project in order to reduce the energy expenses for the residents of Deering. All parties of this Agreement agree to work towards this goal through cooperative efforts. The parties to this Agreement agree to make every responsive and cooperative effort possible in order to complete all construction efforts and to commission the system by December 1, 1988. Project meetings with all parties to this Agreement will be held within seven calendar days of the receipt of request for such meetings by the other parties. This may require 35 gpm (180 F in) at 15°F differential and 2 psi pressure loss at the heat exchanger. The Alaska Power Authority (APA) design will need to provide for this heat flow. 2. The APA design will provide for the option of a future school waste heat hook-up at the power building. 3. The waste heat washeteria circulating line currently ends at the inside of the power building. We prefer that APA construction includes the connection of this loop to the proposed heat exchanger equipment. We feel that temperature gauges, a flow cell meter, and heat exchanger isolation valves should be used in this installation. 4. The waste heat primary circulation line will include flow cell meters, pressure gauges, and temperature gauges necessary for monitoring and troubleshooting purposes. 5. The APA will provide the PHS with information predicting generator heat fluctuations when maximum heat is used during the winter and when maximum cooling is required during the summer. 6. The APA will provide a draft sketch of the proposed system and equipment list to the PHS and the city for review and approval (see paragraph 9). Deering Waste Heat Page 2 April 13, 1988 Te 10. Your proposal indicates that the APA is willing to accept full responsiblity for its portion of the project. The IHS traditionally provides a one year warranty period commencing on the date of day of facilities transfer. In the event of a problem occurring during the warranty period with the design, the workmanship or materials of installed facilities, or a failure of affected existing facilities (i.e. generators), the IHS corrects such problems and replace equipment if necessary. This warranty does not cover normal wear and tear of equipment, operational costs, or abuse or vandalism to equipment or facilities. A similar warranty from APA is required for this project. The IHS will provide funds up to $30,000 to perform this work. We propose a funding schedule to be as follows: 60% of funds upon completion of paragraphs 1 through 6 above to be used for purchase and transportation materials, 30% upon final inspection (working condition), and 10% upon completion of punch list items. The PHS will draft a 24 inch by 36 inch reproducible mylar based on the sketch noted on Paragraph 6. The APA will in turn utilize a copy of the PHS drawing to prepare an as built during the construction stage. The PHS will draft a reproducible as-built and provide a copy to all parties upon receipt of the marked up drawing.
