Dear Mr. Hodson:
Enclosed are validated copies of the tariff sheets filed by
Alaska Village Electric Cooperative, Inc. (AVEC), on January 16,
1990. This filing, designated as TA69-169, has effective dates
of January 16, 1990, for the fuel surcharge and nonfirm power
purchase rate and March 2, 1990, for the power cost equalization
(PCE) update amounts. Also enclosed is a copy of the PCE
determination (Appendix 7, pages 2 and 4).
The Commission notes that the fuel purchases in Holy Cross were
delivered in 1987 and 1988 and paid for on November 20, 1989. In
order to maintain a complete record of unusual circumstances, the
Commission requests that AVEC submit a written explanation as to
why there is such a discrepancy in the dates between when the
fuel was delivered and when AVEC paid for the purchases.
