Yours faithfu ty, A ¢ ASEA BROWN BOVERI Extended Page a EDO 1.769 kgf \BB |.C.Moller A/S, é C MEMORANDUM STATE OF ALASKA ALASKA ENERGY AUTHORITY To: File Date: 6/25/92 \ From: Steve Stassel 47 l= Subject: Unalakleet Waste Heat Design Review Site Visit TRIP REPORT Wednesday and Thursday 6/10-11/92 I departed from Anchorage on Mark Air with Mr. John Larsen (of HDR Engineering 562-2514) at 10:10 a.m. and arrived in Unalakleet at 12:15 p.m. We were met by Dave Cunningham (West Coast Construction 624-3461) who drove us to the Unalakleet lodge to check in. We then drove to the project site and reviewed the planned piping route and survey information. I met with Paul Ivanoff (UVEC Plant Manager 624-2???) and discussed with him the proposed waste heat expansion project and the existing waste heat system. Mr. Ivanoff informed me that there are two waste heat systems. One provides heat to the City water plant. The other system (AEA constructed) provides heat to four Bering Strait School District buildings. Mr. Ivanoff also informed me that the waste heat system had been working well. I collected as-built information from the plant and took pictures. We met with Nancy Cannington ( City Administrator 624-3531) and informed her of the proposed piping change for the waste heat system to I. C. Moller pipe in order to improve system reliability and reduce installation cost. I also explained that AEA had 26 of 30 sticks of pipe and some additional fittings required for the project that AEA was willing to trade to the City to help meet the construction schedule if the City would replace the materials by late August. On Thursday, I collected additional information and took pictures of the waste heat tie-ins at the high school, elementary school, and BSSD office. Prior to departing, I met with Mr. Tim Towarak (BSSD Facilities Director 624-3611) to discuss the waste heat system in Savoonga. We reached a consensus that the best plan of action would be to repair the existing arctic piping system to get it through another winter and install a BTU meter to monitor and record the heat provided to the school over the winter. If there is sufficient heat to make it worth while to the BSSD, as well as sufficient revenues for AEA to own and maintain the system, AEA will replace the arctic piping next summer. We departed Unalakleet on Mark Air at 12:55 p.m. on Mark Air and arrived in Anchorage at 2:50 p.m. CONCLUSIONS: AEA will need to draft a Letter of Agreement with the City to trade our stock of I. C. Moller piping to the City to meet the construction schedule of the baler facility project. I will provide a list of arctic piping materials required for the City waste heat project, in addition to a list of materials that AEA can provide to the City and the materials that AEA requires in return. I will also provide design review to HDR Engineering to ensure that the piping design is OK. /SS
