HomeMy WebLinkAboutTuntutuliak Waste Heat 1991MEMORANDUM Date: December 23, 1991 To: Steve Stassel From: Brian Gray Bl és Re: Tuntutuliak Waste Heat I talked to Gary Smith today and presented the options as we discussed them: a future waste heat system in conjunction with a new power plant at $40,000, a waste heat recovery module constructed next summer at $90,000, or a waste heat system constructed this winter at over $100,000. He said we do not have a source of funds to facilitate a project this big and thinks we should add the waste heat system to a new power plant. Sue agrees with this and will explain the situation to Wally Wallace. File all the information (including cost estimates) developed so far for future reference. You shouldn’t have to do anything else on this project except possibly provide budget figures for legislative requests. I have reviewed the information we have on the Tunt. WH system and talked with Wally Wallace at YKHC. The previous WH system has been completely disassembled and scrapped. Only one generator (there are three generator modules, all with skid mounted radiators) had been connected to the waste heat system. A new generator has been installed since the waste heat system has been abandoned and most of the WH piping in the module has been scrapped. There are miscellaneous pieces of the waste heat system on-site. These include a small P&F H/E, three small S&T H/E's, an old B&G pump, and several Amot valves. The arctic piping has been removed and is laying nearby (the piping consisted of PHS "plastic" arctic pipe with copper piping placed inside. Apparently, the copper pipe is gone.) Although a waste heat system once existed, there is not enough left of it to be of much use. In essence, an entirely new waste heat system is required. OPTIONS: We have several options. We can build a new waste heat system this winter. This is not recommended due to the increased cost of construction during the winter. Most likely the WH system would not be on line until February at the earliest. This would allow about three or four months of fuel savings for this winter. The additional cost to construct the system during the winter will be more than the cost of fuel saved in the three or four months. We can wait and build the WH system in the spring or summer. This is the recommended solution. I suggest that we design and construct a portable WH module that can be easily transported when fully assembled and install it this spring/summer. The module would be a completely self-contained unit with at least one radiator (and piped for a second radiator), a heat exchanger a complete with all piping required and stubbed to the exterior wall, amot valve, lites and all wiring and controls necessary to operate. What I imagine is essentially a "fan room" similar to what is in Buckland and Akiak. We have most of the arctic piping required availablein stock and may have a heat exchanger that could be used. The third option is to do nothing at the present time. I have been told that Tunt. "may" get a new power plant sometime in the next 2 to 3 years. If a new power plant is built, a WH system could be constructed as part of the project. Please let me know what you would like me to do. Thx. Box 190869 Anchorage, Alaska 99519-0869 Dear Mr. Bussell: I am writing again to request assistance, financially for 2 things which fall under the capital project program. First we would like for Tuntutuliak to be included for Bulk Fuel storage facilities repair in FY '93 in your proposed capital project budget. We have the facilities, with the dyke partially, but mostly finished. Sue White of your staff has the pictures of what needs to be done. Second we would like to request a permanent power house facility with improved switchgear and paralleling capabilities. Currently we are equipped with 3 125 kw generators. One is for backup, and the other 2 have paralleling capabilities. The 3 generators are in seperate modules. It is our feeling that we would be more ef- ficient if all of our generators had paralleling capabilities, and if all were under one roof. And it would make monitoring the generators easier and less time consuming. Apparently PHS installed a waste heat system to the water plant in 1982 (Project # AN-81-263.) According to Wally they had to shut it down because of glycol loss. Wally wanted to get about $20,000 to "fix it up." He said as-builts should be available from Don Coswell with PHS. This is not a high priority project but at some point this fall we should try to get the as-builts and do a little investigating to see what is involved. The third option is to do nothing at the present time. I have been told that Tunt. "may" get a new power plant sometime in the next 2 to 3 years. I have reviewed the information we have on the Tunt. WH system and talked with Wally Wallace at YKHC. The previous WH system has been completely disassembled and scrapped. Only one generator (there are three generator modules, all with skid mounted radiators) had been connected to the waste heat system. A new generator has been installed since the waste heat system has been abandoned and most of the WH piping in the module has been scrapped. There are miscellaneous pieces of the waste heat system on-site. These include a small P&F H/E, three small S&T H/E’s, an old B&G pump, and several Amot valves. The arctic piping has been removed and is laying nearby (the piping consisted of PHS "plastic" arctic pipe with copper piping placed inside. Apparently, the copper pipe is gone.) Although a waste heat system once existed, there is not enough left of it to be of much use. In essence, an entirely new waste heat system is required. RECOMMENDATIONS : I need to know to what extent should I pursue this project further. I suggest that if we are going to construct a WH system in Tunt. that I conduct a site visit to determine the extent of the work required in both the WIP and power plant. The likelyhood of our being able to "patch" what is left of the "old" WH system together to last even this winter is nil. I have been told that Tunt. If this is even remotely possible, I suggest that we design and construct a portable WH module that can be easily transported when fully assembled and install it this Spring. What I imagine is essentially a "fan room" similar to what is in Buckland and Akiak. The overall dimensions would be about 6 feet wide, 12 feet long and about 8 to 10 feet tall. The module would be skid mounted and could be easily located and placed at the power plant site and connected to the existing generator modules. One option that Brian suggested would be to design it so that if a new power plant is built, the module could be attached to the side of the new power plant on cantilevered supports. 4 Once the module is in place, the arctic piping (about 40 feet one-way) would tbe routed along the ground on 4’ long 4" x 12" supports and tied-in to the WIP. The WH system would be tied into the boilers through a heat exchanger (the existiing P&F H/E may work). I believe we have a heat exchanger in stock that we could use for the module. We also have enough arctic pipe, straight shells, foam paks, and ISO weld 90's to do the job. We do not have any of the 90 clam shell joints, but would only need maybe 8 or ten.
