Agency comments have been clarified and are being addressed. We estimate submittal of the EVAL to the federal agencies in early July 1999. A draft EIS should then be available in mid 1999 with a Record of Decision following about a year later. A new schedule for the EIS development will be established after the EVAL has been submitted to the federal agencies and the USFWS has accepted the application for a project permit through the Kenai National Wildlife Range. An overview of the changes are: e The Contract No. 95208 between Chugach Electric Association, Inc. and POWER Engineers, Inc. has been re-identified as Contract No. 820 for Route Selection Services. There was a smaller group at this meeting than the last one on February 17 so we were able to spread the map out and look at it in more detail. I explained how we got to this point from our earlier efforts and that the present map was a result of the input they provided at the last meeting. There was a fair amount of discussion on the two levels of development that we had incorporated on the map. The group seemed to think it was a reasonable approximation of reality. The quarter-mile buffer along the Kenai River in developed areas also seemed to meet with their approval or at least they did not object to it. Overall, there was general acceptance of our approach. The main problem the study team was having was also voiced at the last meeting; namely, once the map is published, it becomes the current version of brown bear habitat on the northern Kenai Peninsula and people may take it out of the context in which it was intended. Once a map is published, it will be perceived as accurate so the map must be heavily qualified. They also did not want us to reference the IBBST Brown Bear map although we can cite the paper that went along with it. Other items brought up on the map were relatively minor but they thought we needed to address, including the following: e All anadromous streams in the study area need to be marked even though the routes do not cross them: Hidden Lake Creek, Upper Kenai River, Jean Creek, upper Chickaloon River to Swan Lake, and all anadromous streams in Anchorage need to be marked. e The boundaries of the study areas are not clear, especially in the Anchorage area. e There needs to be a box in the legend indicating areas not considered such as the Chugach National Forest and Anchorage foothills (white). There were several questions on how the data on the map will be used to select the preferred route and whether other factors would overshadow the quality of bear habitat. HLY 23-1624 I said there were many factors that would go into selection of an environmentally preferred route and it was not just a matter of what would be best for a single species. There were also some questions on cumulative effect but I said I was not heavily involved in the analysis at this point but we would be getting into it in the coming weeks. I posed the question at the close of the meeting if they had any additional suggestions or comments because we were ready to go with what we had and do the analysis. There was general agreement that this map (with the appropriate qualifications) represented the current thinking in regards to brown bear habitat on the northern peninsula. They also would like a copy of the final map. (Route A was the worst). Maybe the beginning of each “link” should be labeled with a “link segment post” (T2.1, S2.1, etc). so reviewers can identify the beginning and end of each segment. A small insert or diagram should show this in the Reference Section on the map. for example: Existing substations have a black, center-filled triangle to represent their locations. However, nothing is provided under the General Reference Features or on the Maps for proposed substation (i.e., Naptown Substation Siting Area). Non-existing Transition Facilities should be labeled as Proposed on the maps (i.e., Point Possession, Chickaloon areas). Base maps still lack sufficient number of pond/lakes throughout the Kenai lowland area. In addition, the shapes of these waterbodies are incorrectly outlined. We have also excluded some obvious large areas of non-forested, bog habitat from the 1947 burn map along the Moose River, Upper Mystery Creek and Chickaloon River drainages. For the 1947 Burn Area: the 1947 burn boundaries are a merged version interpreted from true color 1975-76 aerial photographs and 1988 infra-red aerial photographs, redrawn on 1:63,360 scale maps, and digitized for that portion of the 1947 burn within the refuge and from true color 1975-76 aerial photographs, redrawn on 1:63,360 scale maps, and digitized for that portion of the 1947 burn outside the refuge. Clarify/explain the criteria used to expand high lynx relative abundance into the developed areas in the North Kenai area. MV-10 Delete the title. Replace with Brown Bear Distribution and Quality of Summer Habitat. The IBBST MAP IS THE ONLY MAP THAT WE WILL APPROVE a MV-10 Currently, the IBBST has determined only one confirmed brown bear movement corridor, near | the mouth of Skilak Lake, which is correctly identified on the map. However, you need to REMOVE from the map : Assumed Brown Bear Movement Corridors; High, Moderate, Low Quality Brown Bear Feeding Habitat; Potential Brown Bear Feeding Habitats, which were apparently interpreted by Dames and Moore from anadromous fish stream GIS data layer from ADF&G. Brown Bear and Movements between Mountains and Lowlands on the Refuge: Telemetry has revealed that some brown bears den in the Kenai Mts. to the east of the proposed Enstar Route but feed in the lowlands of the refuge to the west. These bears would therefore have to move across the proposed Enstar Route to feed in the lowlands during the spring, summer, and fall, then return again across the Enstar Route to den. These bears would seldom, if ever, have to move across the distant proposed Tesoro Route because there is little reason for them to travel west of the proposed Tesoro Route to feed because of the Cook Inlet. There are also fewer salmon spawning streams with abundant spawning salmon along the Tesoro Route compared to the nearby salmon streams (Mystery Creek, Chickaloon River, etc.) along the Enstar Route. “General movement arrows between uplands and lowlands” should be of a different design so * Alternate approach taken to meet the intent of the comment. The Distribution and Quality of Summer Brown Bear Map (IBBST): The distribution and quality of summer brown bear habitat map is a draft map based on a cumulative effects computer model. The cumulative effects computer model is a theoretical model that was based on the best available information on brown bears at the time. It does not yet incorporate telemetry data collected between 1995-1999 on brown bears captured on the Kenai Peninsula.. MV-10 There are four classifications of brown bear summer habitat on the IBBST map: 1) Areas where brown bear occurrence has not been confirmed = these are primarily areas covered by permanent ice and snow (i.e. Harding Icefield, glaciers, etc.) where brown bear observations have not been recorded or reported. Brown bears may occur in this habitat. 2) Limited Habitat Value = these are areas having some, but limited value to brown bears because of human development (residences, roads, etc.) or because of the scarcity of summer foods or other summer habitat features required by brown bears. 3) Brown Bear Habitat = areas where brown bears are known to occur. Includes the remainder of the Kenai Peninsula outside of areas of Limited Habitat Value and areas where brown bear occurrence has not been confirmed. 4) High Quality Brown Bear Habitat = areas of riparian habitat used by brown bears particularly along streams used by spawning salmon. These habitats may be further subdivided into two additional areas: 4A) Brown Bear Concentration Areas = areas within High Quality Brown Bear Habitat where brown bears concentrate to feed on spawning salmon. * Alternate approach taken to meet the intent of the comment. HLY 23-162c 4a) High Quality Concentration Areas = areas within Brown Bear Concentration Areas where many brown bears concentrate to feed on abundant spawning salmon. These areas are generally much narrower than Brown Bear Concentration Areas and occur in a zone closer to the streams where salmon are spawning and available to feeding brown bears. (Note: Some light green areas on the IBBST map near Kenai and Soldotna where initially classified as brown bear habitat but because of human development they have become areas of limited habitat value to brown bears). MV-10 MV-11 The above sub-classifications should be depicted on the map in the following way: beneath the word Legend, we suggest the colored-filled boxes, used for the “brown bear concentration areas & high quality concentration areas,” be reduce to half their present size. The brown bear concentration areas should be indented under the High Quality Brown Bear Habitat category and the high quality concentration areas indented under brown bear concentration areas. Because of the dark colors, the proposed transmission line needs to be defined better. It is almost impossible to see. Map coloration along the eastern portion of the study area appears faded and somewhat patchy. (See MV-5 comments “apply to all maps”). SEE MV-6. Suggest deleting /mpacts to from the title. Delete the word assumed from Anadromous Fish Streams. If you are uncertain, identified as unconfirmed and make them a different color. Resource Data Source: should definitely include the Alaska Department of Fish and Game, Atlas of Cataloged Anadromous Fish Streams. Mystery Creek is printed twice and over laps. All anadromous streams should be identified within the study area (i.e., Anchorage, Fire Island). Campbell Creek should be labeled.
