The attachments have been updated to include the tank farms added to our data base during the past year. In 1997, the Division of Energy developed a six year plan for comprehensive upgtade and consolidation of bulk fuel storage facilities in rural Alaska. The plan has been accepted by the Environmental Protection Agency as the basis for selecting tank farm consolidation projects to be funded in whole or in part with EPA grants. The Division also manages the construction of tank farm repair and upgrade projects where other funds are available, including but not limited to: . ICDBG grants Indian Community Development Block Grants awarded to rural communities through the U.S. Department of Housing and Urban Development. . CDBG grants Community Development Block Grants funded by the federal government but awarded to rural communities by the Alaska Department of Community and Regional Affairs. . State funds State funds appropriated directly to the Division or to another State agency that contracts with the Division to build the projects. For example, State funds were appropriated this year to the Dept. of Education, which selected the rural school tank farm projects it Rural Bulk Fuel Storays March 20, 1998 considers highest priority and transferred the funding and construction responsibility to the Division. The core of the Division’s six year plan for EPA consolidation projects is the selection of communities based on the relative condition of their existing tank farms and several other selection criteria. This selection process is summarized below: Development of Rural Tank Farm Data Base In 1996, the Division initiated a program to continually update our data base on rural tank farm conditions. Engineering contractors are sent to an average of 50 villages each summer to examine each tank farm and to record its condition and major characteristics. Tank farms in 81 rural communities have now been examined over the last two years and approximately 80 more are scheduled for site visits in 1998. When tank farms in all the rural villages have been examined, we plan to revisit each community on a three-year schedule to provide regular updates on tank farm conditions. Attachment 1 presents a summary of information the Division has acquired in 79 of the 81 communities where site visits have been conducted over the last two years. For each tank farm, deficiency points are assigned in seven categories with total points shown in the column on the far right. The key that defines the meaning of these points is included as Attachment 2. For each of the 79 communities in Attachment 1, an index labeled “weighted average points per tank farm” is calculated. This differs from a simple average in that the weight given to each tank farm is proportional to its storage capacity. For example, tank farm #2 in the community of Angoon accounts for 95% of the total storage capacity shown for the community, and its deficiency point total is zero. This explains why the weighted average for the community is 0.9 even though the simple average would be 10.0. Before calculating the “weighted average points per tank farm,” we removed certain tank farms from the Attachment 1 listing and therefore from the calculation. What we removed specifically were: ile Tank farms owned by Alaska Village Electric Cooperative (AVEC). AVEC has determined that, although exceptions may occur, in general it does not wish to participate in a consolidated facility. Rural Bulk Fuel Store _ March 20, 1998 2. Tank farms that, to the best of our knowledge, are privately owned. There were certain privately owned tank farms that we did not remove, however, including the following: a. Tank farms of investor-owned utilities. To determine if the use of public funds is appropriate, a key test is whether the facilities to be improved serve a public purpose. We conclude that utilities that are privately owned have an important public purpose component that distinguishes them from most other private economic activity. b. Tank farms owned by Native village corporations organized under the Alaska Native Claims Settlement Act. Although these corporations are not government entities, their shareholders typically consist of most or all of the residents in a Native community. This gives them a public character that is again distinct from most other private corporations. All of the tank farms that were removed from Attachment 1 and its calculations are listed in Attachment 3. Two of the 81 communities (Gustavus and Tenakee Springs) were removed because all of the bulk fuel storage in these communities is privately owned. Each of the 79 communities was then ranked according to its “weighted average points per tank farm.” Those with the highest scores are considered to have the worst overall tank farm conditions, while those with the lowest scores are in the best condition. This ranking is shown in Attachment 4. While useful, our deficiency ranking is not enough by itself to identify the next set of consolidation projects for two reasons: ae As discussed below, there are other factors besides tank farm condition that are properly considered in allocating limited funds. 2) While these numbers suggest precision, they are appropriate for use only as a general index of average conditions. Selection of Communities The initial pool for project selection consists of those communities in the upper portion of the list. Other decision criteria are then applied by the Division depending on the specific communities in the candidate pool. Examples include: Rural Bulk Fuel Store _ March 20, 1998 . Consolidation opportunity. . Community size. . Availability of other funding. . Average income level. . Administrative and maintenance capability shown on earlier projects. . Any federal tax delinquency of tank farm owner(s). . Community contribution and commitment evidenced in part by prompt action on consolidation agreements. . Past experience working in the community. ° Unusual conditions or costs. The three communities most recently selected for upgrade and consolidation projects by the Division as a result of this process are Beaver, Chignik Lake, and Manokotak, which were ranked #2, #5, and #8 respectively on the overall deficiency rankings at the time the selections were made.
