Such a project could present substantial benefits to Juneau and Southeast Alaska. By offsetting the energy equivalent of possibly over a million gallons of oil per year with locally produced fuel, a heat recovery and distribution facility could result in lower energy costs and a strengthened local economy, through import substitution and the creation of more jobs. Obviously, another attractive aspect of this "waste-to-energy" project is that the energy production is coupled with reduced volumes of waste for the landfill. With additional incineration capacity (and modern air emission controls), the facility could likely handle additional cruise ship waste and "mine" material disposed of in the past, thus extending the life of the landfill. Since preliminary results indicate that such a project is technically and economically feasible, the Division of Energy feels it is appropriate to proceed with a full feasibility analysis. The study would be conducted by Channel Corporation and supported by funds from the Division of Energy, the U.S. Department of Energy, and Tlingit & Haida Regional Electrical Authority. I want to convey to you, Don, and to the Alaska Energy Authority, Division of Energy, that this community is very supportive of the proposed project to recover heat from the solid waste incineration at the local landfill and to distribute the heat to nearby facilities. How could anyone not be supportive of the benefits: conservation of fuel oil, extending the life of the landfill through mining, and the creation of new jobs.
