We hope that the development of this project will work to benefit the understanding of the ionosphere, and we look forward to working with you as progress is made. During our previous discussions with HAARP personnel, we have provided some preliminary information for extending some type of service to the facility. One of the possibilities looked at was the rebuilding and/or completing a limited upgrade of the existing 24.9/14.4 kv distribution line to provide three-phase power on the order of 1.5 mw. We have also had discussions regarding our desire to become connected to the Alaska Railbelt Energy Grid by completion of a 138 kv transmission line from Sutton to Glennallen (SGL). We are completing the feasibility study for the SGL project. We anticipate favorable results from this study; therefore, discussions regarding the possibilities of providing service to the HAARP project at 138 kv are timely. As both of these projects now appear to have a greater probability of being constructed, it will be necessary that more and more technical concerns be addressed. In order to adequately deal with these issues, I am placing our Manager of Engineering Services, Mike Easley (835-4301), in charge of the technical aspects of this project. He will be the main contact at Copper Valley Electric Association (CVEA) regarding all technical questions; however, I would like to be copied on all correspondence, notes, etc. I have requested that he work within the following parameters: SERVING MEMBER-OWNERS IN THE COPPER RIVER BASIN AND VALDEZ IEE COPPER VALLEY ELECTRIC ASSOCIATION, INC. Cbhaun) Dr. Paul Kossey August 31, 1993 Page 2 1. No financial commitments by CVEA can be made without CVEA Board of Directors’ authorization. 2. Any type of electrical connection to the HAARP facility must be acceptable to CVEA. Because of the highly technical nature of the project and the complexities of the load characteristics, we would look to the project to provide the necessary mitigation to prevent adverse impacts on the CVEA system. 3. CVEA will provide system information including existing load flow studies and PTI power flow models at no cost to the HAARP project. 4. Assuming we can meet a reasonable schedule, we anticipate the SGL will be completed in late 1996. It is our hope that we can work jointly on this project. CVEA has limited resources; however, we feel this project merits serious consideration due to the potential benefits for CVEA, the communities we serve, and expanded scientific understanding of the ionospheric environment. We will, therefore, commit staff time as necessary to work with you. If there are any questions, please do not hesitate to call.
