Box 71249 Fairbanks, AK 99707 Dear Mr. Chairman: RE: AML&P 34.5Kv Fault and Events of November 14,1993 It has come to my attention that the subject fault caused a much greater system upset than would be expected of a fault at the subtransmission level of a system. Beluga #8 and Eklutna #1 generation was tripped off line and the SVC and Alaska Intertie breakers were tripped at Teeland. In addition, there was loss of load on the AML&P system. This caused some frequency swings on the system, but the south end of the interconnected system did not go into first stage loadshed. I am not familiar with what happened on the north end, but I am sure that you are. System restoration activities apparently resulted in some very high Kenai exports that just missed resulting in unstable operations or system blackout. There was also the possibility of some serious coordination problems between the dispatch centers during the restoration. Since an outage of the entire HEA system was narrowly avoided, and events and problems of this nature can have some serious consequences for all of us, I would request that the Intertie Operating Committee do a full investigation of this incident and have information and presentations to the Committee by a representative from each dispatch center. We should attempt to get as much information as possible as to what happened and make a determination as to what mistakes and shortcomings need to be overcome by all of us. The Committee should then try to arrive at findings and instruct the dispatchers if procedures need to be changed.
