Duties and Responsibilities of the State, its Maintenance Contractors and Operators Chairman Bradley Evans stated that he would like Dennis McCrohan to discuss the State's role in operating and maintaining the State's projects with the enactment of the legislation. Dennis McCrohan stated that the existing staff is partitioned into two groups, DCRA and AEA/AIDEA. Stan Sieczkowski's group will go to AEA transition. The objective is to delegate most of the work to utility groups. AIDEA will maintain a minimum staff of five to seven people. However, if there are more duties to perform, additional staff will be added if necessary. Marvin Riddle asked is there a list of duties presently being performed. Dennis McCrohan stated yes there is a list and it will be provided to |OC by a cover letter later. He also said that he would like to have a meeting with the utilities, designate your leader and legal representative, to discuss this group's desire. Bradley Evans briefly discussed the engineering and accounting functions of the Alaska Intertie. The IOC is Sees that the IOC could contract them out but it would require an amendment. Dennis McCrohan said that the engineering service is on table for discussion. We will back off on providing engineering services. Tim McConnell stated that we need to develop procedures and what duties AEA decides not to perform would be reassigned. Dennis McCrohan stated that another area of concern is initiation and management of IOC approved work. AEA/AIDEA wants to get out of keeping files, drawings, etc. As for administrative duties, presently AEA is providing this service and will continue to do so. However, this is something that the AEA/AIDEA will discuss with the participants. The AEA/AIDEA would like to back off the budget process, actual preparation of the Alaska Intertie budget. Jim Hall inquired whether we have to go to legislature for funds. In reponse, Marvin Riddle said probably we have to establish a revolving fund. David Burlingame stated that we can set up a budget -- to be reviewed by AEA. Marvin Riddle said that we set up our own account -- pull out of the legislative process. Dennis McCrohan said that we haven't had any legal review. Tim McConnell asked any ae of expansion beyond IOC group -- Bradley Lake group and new interties. Dennis McCrohan stated that to our end there was no discussion of merging that | am aware of it. Dennis McCrohan solicited projects that require improvements, major things to accomplish -- going back and get additional funds. In other words, additional funds could be made available to clean it up the project. Marvin Riddle stated that there is a clearance problem in the Matsu Valley area and a structure problem in the Cantwell area. Alaska Intertie structure #749 will be fixed this year. Marvin Riddle stated that we should look into: redefining all the controller duties and responsibilities. Whatever needs to be done should be done at one shot. The maintenance of the line is not a problem -- climbing re line patrols, etc. Marvin Riddle stated that we should look at both the |OC Agreement and Maintenance Agreements -- look at all of them. Tim McConnell stated that we should look at other issues -- sale of spin, this is a big issue. Bradley Evans stated that the reserve issue is a separate issue because State is not a participant. Tim McConnell stated that we need not to be selective -- reliability is the issue. Tim McConnell said that there is no need to avoid issues. - David Burlingame stated that we have legal opinion, controller duties can be modified by the |OC. David Burlingame stated that the ML&P voted for the legal opinion. The |OC endorsed the legal opinion. The |OC requested and got it. Tim McConnell quoted Alaska Intertie Agreement Section 9.1.2. Sam Matthews questioned should we consider going to one controller -- do we need any controller. David Burlingame stated that Intertie scheduling should be done by the controllers. Marvin Riddle stated that we need to keep books -- we are paying at Douglas. David Burlingame stated that this issue can not be easily resolved. Tim McConnell stated that the ML&P believes in modernizing and updating the |OC Agreement in accordance with contract procedures. Marvin Riddle stated that the things we know we can change -- do it at the next meeting. Marvin Riddle proposed that by the next meeting a neutral group to meet and come down with a short list -- clean up the contract and streamlined things most economically. Tim McConnell quoted the Alaska Intertie Agreement Section 10.1.2.1 -- we are all interconnected. Page 2 of 3 Intertie Operating Committee Meeting September 22, 1993 Sam Matthews stated that we ought to work towards one controller -- it is cheaper. He also stated that he will like to see some improvements in cost. Bradley Evans stated that the GVEA is the only one doing time error correction for the last two years. He also stated that the reserve requirement is an important issue. David Burlingame stated that a maintenance subcommittee be formed to look into the functions of the maintenance operators. David Burlingame mentioned his May 28, 1993, letter, operator duties. He briefly discussed the following: loss calculations; frequency control; MW hourly readings; publish monthly records; and physical operation of the Alaska Interte equipment. Chairman Bradley Evans directed the representatives from FMUS, CEA and AEG&T, a neutral group, to look into the operation aspects of the controller duties. Chairman Bradley Evans also directed the representatives from FMUS, CEA, and AEG&T, to meet to develop the document regarding controller duties and bring it to the next IOC meeting. Vince Mottola is selected chairman of this group.
