McCroha Deputy Director (Energy) A DATE: September 14, 1993 SUBJECT: Special IOC Meeting September 22, 1993 A special IOC meeting has been called for September 22, 1993, to discuss AEA's role on the existing intertie. Since we have not, nor will be able prior to September 22, 1993, to formulate a position on the existing intertie, I will only present our priorities relative to the existing intertie agreements and in very general terms, AEA's ideas concerning a reduced AEA role. There is, however, several on underlying issues of which you should be aware. These are: * The utilities and particularly CEA, wish to eliminate AML&P from their operational controller duties on the southern portion of the existing intertie. This is a cost reduction measure. GVEA would assume controller duties for both the southern and northern portion. © AML&P would like confirmation of their existing intertie duties prior to agreement on the new railbelt intertie. This issue may complicate both the transfer of AEA duties to the utilities on the existing intertie and the resolution of the railbelt agreement. DVM: ec a cc: D. Box 71249 -}- Inbyle Fairbanks, AK 99707 Subject: Intertie Committee Meeting af September 8, 1993 fie Dear Mr. Evans: Due to other commitments, I will not be able to attend the September 8, 1993 meeting. Mr. Afzal Khan will attend and has been delegated authority to act on my behalf. I apologize for not attending. As you are aware, the objective of the recent legislation regarding AEA is to transfer duties and responsibilities provided by AEA to the utility facility operators or utility groups. The transfer, however, will occur only where consistent with prudent utility practice and AEA's fiduciary obligations, and where economic. In early September, I would like to arrange a meeting with you to identify the specific steps and timetable to implement this objective for the existing intertie. In the interim, it would be helpful if you could identify the specific utility parties designated for these discussions. I also wish to assure the Committee and you, that during the transition period, AEA will continue to provide all agreed services. Please contact me if you have any questions.
