The purchasers (ML&P, CEA, and MEA) shall conduct engineering, environmental and safety inspections jointly with APA, per the purchase agreement. The following order is recommended: APA Anchorage Sub 115 kV Transmission line portion - Anchorage Sub to ML&P Plant 2 115 kV Transmission line portion - ML&P Plant 2 to Eklutna Plant Switchyard Eklutna Dam and associated structures Gate shaft and associated structures Vatetrra © Surge tank and associated structures Penstock 2 Power tunnel access adit/access tunnel => Power house substation/switchyard xfer & 115 kV Transmission line portion - Power house Substation to Palmer & Reed Substation 115 kV Transmission line taps Palmer and Reed Substations Miscellaneous buildings at Plant area, office, garage, warehouse Communication Repeater site, equipment and radios Other facilities in the Purchase Agreeme:.i. eC This inspection portion is intended to perform ouiside inspection of facilities to the extent possible before the cold weather sets in. Additional inspections for areas of concern and inside facilities and power tunnel, etc. will be scheduled later with APA. Responding to your request, I have noted below the primary areas the Stone & Webster team plans to inspect. I request that arrangements be made for us to visit: : Thunderbird Creek Outlet Powerhouse Dam civil Intake Gate Structure electrical Adit and Watertight Door mechanical Surge Tank Transmission Lines * Surge Tank Gate Structure to Palmer Switchyard at Powerhouse to Anchorage Remote Substations * We request that an MEA individual knowledgeable of the transmission system, with transportation suitable for accessing the system, accompany our engineer. SUBJECT: Eklutna Hydro and Facilities Inspection In reference to Mr. Deihl's/Mr. Linke's letter dated 8/18/95, we, the purchasing utilities would like to schedule the inspection for the week of 9/25/95. I have confirmed the schedule with Jim Hall of MEA, Dan Knecht of CEA and with Stone & Webster (our consultant). We have scheduled a pre-inspection meeting at ML&P for 9:00 am on 9/25/95 to go over the scope of the inspection and to distribute releva.t handouts to the attendees. We expect that the week of 9/25/95 will allow us to inspect all ouside facilities per the purchase agreement and this would be a visual inspection. We would continue to conduct inspections of inside facilities tunnel or other facilities that could not be inspected at this time or items noted that require a more detailed inspection and would request your assistance as needed and appropriate. Please review the purchase agreement and confirm the facilities that are in the scope of the inspection and arrange for means to access these facilities during the week of 9/25. We plan to start our inspection after the pre-inspection meeting on 9/25 at ML&P and suggest the following order of inspection: l. APA Anchorage Sub 2. 115 kV line to the extent possible by roid. Closer inspection by SWEC with MEA/ML&P assistance. 3. Eklutna Hydro Project 4. Palmer & Reed Substations 5 Associated Facilities & Equipment I'll be in contact with you next week to go over the list of assets that are to be inspected and the respective logistics.
