Resolved New Generator
The following resolution was sent in by the City Council.
RESOLUTION 98-1
A RESOLUTION BY THE ALAKANUK CITY COUNCIL TO URGE AVEC BOARD TO
SUPPORT THE CITY OF ALAKANUK FOR A NEW AND BIGGER POWER GENERATOR.
Whereas, the Alakanuk City Council, hereinafter called the Council, is the governing body of
Alakanuk, Alaska; and
Whereas, the Council has an obligation for protection and well-being of its citizens; and
Whereas, the City of Alakanuk is a member village of the AVEC Cooperative throughout its history;
and
Whereas, the City of Alakanuk has added 21 new AVCP housing within the last couple of years; and
Whereas, the Council has provided adequate sanitation facilities to 50+ homes for the residents of
Alakanuk, Alaska; and
Whereas, the Council will provide 50 to 60 more homes to water and sewer during the summer of
1998 project; and
Whereas, the power generator has been experiencing power outage due to overload, recently.
NOW THEREFORE BE IT RESOLVED: That the City Council hereby requests the AVEC Board
to take action now for a new and bigger power plant generator to meet the needs of our growing
community.
I, the undersigned, hereby certify that the Council is composed of 7 members, of whom 4 constituting
a quorum were present and that the foregoing resolution was PASSED AND APPROVED by the
Council of Alakanuk, Alaska, this 13th day of January, 1998.

AVEC Member Resolution No. 98-01
Whereas, the community of Alakanuk is a member village of AVEC; and
Whereas, the present population of Alakanuk has been steadily rising during the last 20 to 30 years
and is now an estimated 801 according to the city health officials; and
Whereas, our present community profile consists of the following:

Whereas, our present AVEC plant generators consist of the following:
(1) 280 KW generator
(2) 150 KW generator
(3) 350 KW generator
Our largest generator is sufficient to maintain our community at its present size throughout the year
when no problems arise. The No. 1 generator is only sporadically inadequate and has frequent
outages and over-loads while the No. 2 generator is only good for dire emergencies with very light
loads; and
Whereas, the present generators are no longer sufficient to accommodate our community electrical
needs and certainly not with the future expansions and now have frequent scheduled and unscheduled
power outages due often to maintenance needs and over-loads; and
Whereas, the City Council and administration are planning for community expansion by planning for
additional estimated 160 townsite lots; and
Whereas, the City is-presently in the process of installing water and sewer system in the village with
two phases of seven phase plan completed and has a project

Response
Alaska Village Electric Cooperative, Inc. is complying with your request by adding a project to the
1999 work plan to mstall a 388 KW engine in Alakanuk. Also included is a 1999 project to convert
the generation voltage at the power plant to 480 volts which should reduce fuse blowing problems
at the plant. Please remember, not all generators in the system need to be able to carry the entire peak
load. To increase efficiency and reduce power cost AVEC has been paralleling engines for the
maximum productivity of the generators. The O&M department is working with the Alakanuk power
plant operator on paralleling techniques and extra training.
AVEC will continue to monitor the power situation in Alakanuk.
Resolution B
Resolved: PCE
Response
It is wonderful that the AVEC members realize the importance of Power Cost Equalization (PCE).
Without it we will not be able to “keep the Lights burning in Rural Alaska”. We certainly encourage
the members to send letters to the legislature expressing their feelings on Power Cost
Equalization and how important it is to them. The Address to mail correspondence to the legislators

Concerns
1) People of the village should be notified about upcoming power outages. People with monitor
heaters are in danger of carbon monoxide poisoning as a result of power being turned off without
prior notices.
It is AVEC’s policy that consumers should be notified of power outages whenever possible.
2) At times, our AVEC operators go away or just go out hunting. We are requesting for one more
additional alternate.
AVEC has an operating agreement with the City government in each location served by AVEC for
the City to provide the daily operations and maintenance of the power plant. The City hires and
supervises a part time operator or operators. The City is paid an amount that is dependent on the size
of the generators and the number of members in the village. The City would need to decide if they
can budget for another alternate operator.

Resolution A
Resolved for the safety of vehicle operators, reflective materials should be placed on poles along the road way.
Resolution B
Resolved that pedestal warning flags be placed on pedestals in the open places, to warn the snow machine operators.
Response for A & B
Support orders # 60M00714 and 60M00569 have been opened to install reflective tape on all padmount equipment and
warning flags on all transformers and pedestals.
Resolution C
Resolved that as the wires be moved from utilidors to overhead on poles that street lights be added, specifically to south end
of old airport.
Resolution D
Resolved there are dark places around our town and the city needs to work with AVEC to review the lighting needs.

Three work orders on the 1999 work plan have been opened to convert the remaining underground distribution system to
overhead.
The City of Ambler has recently been sent a street light packet per their request. They are working with AVEC conceming
the installation of new lights.
Resolution E
Resolved that PCE task force have representation which includes members from rural regions.
Response
I have enclosed a member listing for the Power Cost Equalization Blue Ribbon Task Force that we received from DCRA.
There is quite a bit of direct representation for rural Alaska.
Resolution F
Resolved that the oil spill by and under the clinic is still causing problems from the smell, it needs to be cleaned up and the
clinic moved.
Response
This resolution should be directed towards the Northwest Arctic School District. There was a fuel spill on school property
in 1993 for which they were responsible.
The only other fuel spill that AVEC is aware of is a 1986 fuel spill. This was properly reported and cleaned up under the
supervision of the ADEC. AVEC received a clean inspection of the spill site.

Resolution A
Resolved to improve maintenance on present street lights which aren’t in working order.
Response
Support order #51M438 to repair street lights in Anvik has been opened. According to the AVEC
lineman in Anvik at the end of January, two lights needed repair. He was able to fix one light and
needed to order a complete street light kit to replace the other light. This kit has been ordered and
will be installed on his next scheduled visit.

Resolution A
Request for Stronger Generators for the Village of Chevak
Whereas: The City of Chevak is rapidly growing with added growth to be built in the summer of
1998--24 new units of housing, addition of the PHS water and sewage system project, and the
possibility of a new larger school facility.
Whereas: with the existing power generating system for the City of Chevak--it is expected to be at
its designed limits or even exceed the maximum KW lmit during the summer and winter of the 1998-
99 season.
Whereas: the existing power generating system is antiquated, has had numerous maintenance
problems and consumes a lot of energy due to age of design.
Whereas: the back-up power generating system is too limited and inefficient to handle all of Chevak
power consumption needs.
Now therefore be it Resolved that the City of Chevak be a recipient of a generating power system
capable of meeting current and future needs. We must have upgrades now to the current operating
system in order to handle current demands as well as the known planned additions to our community.

Response
Increased capacity and major power plant renovations are being designed and are scheduled for
construction this summer including the installation of a new 500 KW generator set.

Resolution A
Resolved fuel line needs to be removed from Tom McIntyre, Sr.’s property.
Response
At this time, AVEC is in the process of drawing up right-of-way agreements for the City, Tribal
Council and Mr. Thomas McIntyre. Marie Becker is working with Mr. Fritz Petluska who is with
the City. Hopefully AVEC can secure agreement in the issues of right-of-way and possible funding
from the State and Federal government for the new fill line. AVEC is also pursuing funding from the
US Department of Agriculture for bulk fuel upgrades in 15 villages this summer and Eek is on that
list. Please remember without additional funding, AVEC cannot afford to move the fill line.
Resolution B
Resolved generator building also need new foundations and to be removed to another location.
Response
AVEC’s O&M department completed a major relevelling project of the power plant and tank farm.
However, because of the constant freeze/thaw some relevelling of the plant is needed each year.
AVEC has no plans to move the plant at Eek at the present time. Moving an electric plant is very
expensive. Without donated funding, AVEC cannot justify this cost. If outside funding can be found,
AVEC would be willing to plana move. One large hurdle in moving any plant is having title to an
acceptable lot. The City might want to begin the process of finding an appropriate site and deeding
the land to AVEC so if funds become available a move could be done quickly. Please remember that
moving a plant site involves extended outages, moving fuel storage, fuel fill lines, distribution lines,
land rights issues and many other miscellaneous items.
Resolution C
Resolved new housing needs street lights.
Response
New street light requests must be made by the City of Eek. Please remember that additional street
lights directly increase the City’s monthly costs. The City will need to decide if additional lights can
be financed. A Street Light Packet has been forwarded to the City for their information.
Resolution D
Resolved street lights that stay on all the time need to be fixed.
Response
A written request for repair had not been received at the AVEC office concerning any street lights
in Eek. A request has been made to the City for more specific information.

Per our telephone conversation today, this is just to expand on the Elim resolution responses that you
have already received.
Concerning Resolution 98-01 about planning a meeting regarding the AVEC power plant: I
misunderstood what you were actually asking in the resolution and responding concerning an actual plant
move. AVEC would be willing to meet with the City of Elim and the Elim Native Corporation to discuss
moving the power plant, but AVEC’s position still remains that without outside funding, AVEC cannot
move the plant. Please have the City and/or the Corporation contact AVEC about scheduling a meeting.
Conceming Resolution 98-02 about making Board minutes available to the elected delegates: The costs
to reproduce the actual Board minutes would be prohibitive. I did mention that AVEC was starting the
Ambassador program which includes a monthly newsletter to the delegates and chairmen. This could
be the best avenue to get information to the delegates and chairmen concerning Board activity.
Concerning your Resolution from last year about recording delegate participation during the Annual
Meeting: I am sorry I did not get back to you sooner, however, a copy of the minutes that included
delegate comments was sent to all AVEC chairmen and delegates. I have reviewed the Annual Meeting
minutes and have also included the attachments that cover the Public meeting and other comments. This
copy will be given to all the delegates at the Annual Meeting and forwarded to the AVEC chairmen.

Resolution 98-01
A resolution requesting AVEC to plan a meeting with the City of Elim and Elim Native Corporation
tegarding moving of the AVEC power plant.
Whereas, the power plant within the populated area creates noise and exhaust hazards;
Whereas, the Village of Elim desires to operate a facility that is safe for the health of community
members;
Whereas, some members of the village have had to move to a different part of the village due to
health problems created by fumes from the AVEC plant;
Whereas, the exhaust fumes are also directed toward the elementary school with prevailing north
winds;
Whereas, the village of Elim is m the process of constructing a centralized tank farm outside the
village for all fuel tanks;
Whereas, the City of Elim has contracted with AVEC for the delivery of electricity to the community;
Whereas, the Elim Native Corporation is in control of the lands within the City limits, and the City
of Elim is managing the grants for the construction of the tank farm.
Now therefore be it resolved that the Elim AVEC membership requests that AVEC plan a meeting
with the City of Elim and The Elim Native Corporation regarding the moving of the AVEC power
plant in conjunction with the Tank Farm Project.
Passed and approved at the Elim AVEC Annual Meeting on January 15, 1998.
Response

Resolution 98-02
A resolution requesting AVEC Board of Directors to make available minutes of all regular and/or
special meetings of AVEC to the elected delegates.
Whereas, Alaska Village electric Cooperative, Inc. (AVEC) is now deregulated making the AVEC
Board of Directors the main party responsible for overseeing the operations of AVEC, Inc.
Whereas, the delegates are responsible for electing the members of the Board of Directors and should
be familiar with their activities in that role,
Whereas, the membership needs to become more knowledgeable about the business operations of
their cooperative.
Now therefore be it resolved that the minutes of all the regular meetings of the Board of Directors
be sent to the delegates of each member village, to be made available to any member requesting to
review them.
Passed and approved at the Elim AVEC Annual Meeting on January 15, 1998.
Response
As part of our Ambassador program a monthly newsletter is sent to the AVEC chairmen and
delegates. We thought that this would be the best forum to get more information to the AVEC
Tepresentatives. We will be including a detailed synopsis of the Board action for each meeting held.
Because the regular Board mimutes are quite long, reproduction and distribution could be very
expensive. This would be in addition to the Board meeting descriptions that Charles Walls includes
on the back page of the Ruralite. Of course, if something in particular mterests a member and they
request a whole copy of the minutes, one can be sent from this office on request.

Resolved:
A Resolution in Support of Alaska’s Power Cost Equalization Program
Whereas rural Alaska’s communities are faced with the highest cost of livmg im the state and have the lowest incomes in the state; and,
Whereas most of the rural communities are dependent on diesel-generated power at a cost of up to five time the cost of power im urban
Alaska; and,
Whereas adequate and reliable electric service is absolutely essential to sustain life in our rural communities, including our small businesses,
education, health care, water systems, sanitation, transportation and the general public safety; and,
Whereas the current funding for PCE will be depleted in 1999; and,
Whereas the Alaska Rural Electric Cooperative Association, the Municipal League, the Alaska Federation of Natives and others are
advocating the continuance of the PCE program as we continue the struggle to build self-sustaining rural economies.
Now, therefore be it resolved by the Alaska Village Electric Cooperative, Inc. That the PCE program to ensure all of Alaska’s communities
have access to reliable and affordable electric service.
This resolution is passed on this 5th day of February, 1998 at the Village Annual Meeting in Emmonak, Alaska
Response

Resolved:
A Resolution for a 3-Phase Installation
Whereas Emmonak Tribal Council is a member in good standing; and,
Whereas it is cheaper to use 3-Phase where large motors are used; and,
Whereas the Emmonak tribal members will benefit from the savings; and
Whereas the YDFM Co-op members will benefit; and,
Whereas the AVEC workload will be balanced; and,
Whereas the 3-phase workload will off-set the cost of power production,
Now, be it resolved that AVEC extend the 3-phase line from the pole by Martin Moore’s house up the road to the village
public works shop.
This resolution passed on the Sth day of February, 1998 at the Emmonak Village Annual Meeting.
Response
If anyone in Emmonak desires to have three phase power they need to contact our Work Control
department. Once the request has been made and a work order opened AVEC’s Engineering
department can establish a cost estimate for the installation of three phase power. Sometimes the
final cost of installation can be cost prohibitive.
Resolution C
Resolved:
A Resolution for a Lineman to Be Scheduled 3 or 4 Times a Year for Our Area
Whereas 18 months is a long time between visits to Emmonak; and,
Whereas we the people of Emmonak are part owners of AVEC; and
Whereas Emmonak has over 900 residents who all use AVEC electricity; and,
Whereas Emmonak is growing fast; and,
Whereas homes to be hooked up have to wait 18 months,
Now, therefore be it resolved that AVEC schedule a lineman to visit the Emmonak area 3 or 4 times a year.
This resolution is passed on the Sth day of February, 1998 at the Emmonak Village Annual meeting.
Response —
AVEC had linemen working in Emmonak on six separate occasions in 1997. Please remember that
there can be coordination problems regarding the adequacy of service entrances, outstanding bills and
material availability which can delay comnections. Also coordination can be difficult due to the need
to respond to emergencies which upset schedules
Resolution D
Resolved:
A Resolution to Train a Lineman For Our Area
Whereas the Yukon Delta has a large population of AVEC members; and,
Whereas air fare from Anchorage is expensive; and,
Whereas a local lineman may contract with AVEC; and,
Whereas other nonmember towns may hire a lineman temporarily; and,
Whereas many homes in our area will need to be hooked-up or unhooked,
Now therefore be it resolved that AVEC train a local person to be a lineman to be contracted by AVEC for our Yukon Delta
Region.
This resolution is passed on the Sth day of February, 1998 at the Emmonak Village Annual Meeting.
Response
Qualified electrical linemen are usually not available in most AVEC locations. The specialized
training required to become a qualified electrical lineman is extensive and cannot be done with
resources AVEC has available at this time. It is AVEC’s policy to use local hire for other jobs
whenever possible. AVEC is in the process of changing the existing scholarship program to address
vocational needs in AVEC locations. If a local person is interested in line work they should contact
our Member Services department.

VILLAGE: GAMBELL

CONCERNS
1) What’s going to be done with the pipeline to the North beach around the new housing area?
AVEC has no further plans to move the pipeline at this tme. Moving a pipeline is very expensive.
Without donated funding, AVEC cannot justify the cost. If outside funding can be found, AVEC
would be willing to plan a move. One large hurdle in moving a pipeline is getting right-of-ways and
titles. The City might want to begin the process of right-of-ways, so that if funds become available
a move could be done quickly.
2) Transformers need to be replaced or fenced in. Pedestals also need to be replaced.
Transformers have been raised on to elevated pads marked with flexiflags and both transformers and
pedestals should be marked with reflective tape.
3) Winfred James, Sr. mentioned that the old fuel tanks will be buried and old pipes need to be cut
down to size for proper disposal.
This job has been completed. In fact, AVEC has received a letter indicating AVEC did a good job.
4) Power surges exist in the old village site.
5) Power lines need to be mapped so their exact location can be known.
AVEC has been installing and upgrading the distribution system im Gambell for the past few years and
is continuing the job. However please remember, that the ground conditions in Gambell can cause
line shifting at times. There has also been quite a bit of unauthorized or unscheduled digging in
Gambell which has caused power outages and related power problems. Please remind AVEC
members and construction crews to call before they dig.
6) Letters of support from local organization were requested to be presented to the Board of
Directors.

Resolved: The members of AVEC in Grayling are concerned about Wilson Deacon’s retirement benefits from AVEC.

AVEC has an operating agreement with the City government in each location served by AVEC for the City to provide the
daily operations and maintenance of the power plant. The City hires and supervises a part time operator or operators as
the City’s employee(s). Any questions concerning City employees and their benefits should be directed to the City of
Grayling.
Resolution B.
Resolved: Hook-up to homes in Grayling need repair.
Response
Because of liabilities and cost restraints AVEC employees cannot work on inside wiring or a customer’s service entrance.
A utility’s responsibility ends at the meter connection. If there is a need for a certified electrician, the members of Grayling
may want to contact their local housing authority to see if they can assist in any way. Also, your City office may be able
to organize a program for the people in Grayling in need of assistance. The AVEC Board is very aware of this problem
and will continue to look for ways to help.

Resolved: With increasing cost of electricity in rural villages. The members of Grayling support the Power Equalization
Program with the State of Alaska.

It is wonderful that the AVEC members realize the importance of Power Cost Equalization (PCE). Without it we will
not be able to “keep the Lights burning in Rural Alaska”. We certainly encourage the members to send letters to the
legislature expressing their feelings on Power Cost Equalization and how important it is to them. The address to mail

AVEC has an operating agreement with the City government in each location served by AVEC for

supervises a part time operator or operators. The City is paid an amount that is dependent on the size
of the generators and the number of members in the village. This contract and payment are governed
by AVEC’s Operating Agreement signed by the City. This policy is periodically reviewed by the
AVEC Board and Staff and the base operator incentive payment is adjusted annually based on the
cost of living index. Any increase given to the power plant operator would be up to the City.

AVEC has an operating agreement with the City government in each location served by AVEC for
the City to provide the daily operations maintenance of the power plant. The City hires and
supervises the AVEC operator or operators. It is up to the City to hire the number of operators they
feel is adequate to complete the functions described in the Operation and Maintenance Policy. Some
Cities have had good success hiring alternate power plant operators to share the duties. If the City
of Hooper Bay decides to hire more than one operator, AVEC will be willing to include the new
operator in the next AVEC Power Plant Operator Training Seminar.

Resolved few street light in the street.
Response
The City of Hooper Bay has requested new street lights to be installed, however, AVEC has not
received proof of payment. This needs to be received before work on installing the new street lights
can begin.

Response
Support order #04M673 to investigate and fix reflectors in Huslia has been opened. If there are
specific locations that need to be checked, please contact our O&M department as soon as possible
with pole identifications. AVEC has already contacted the Huslia Plant Operator who has agreed to
put reflective tape on the guy guards.

AVEC no longer has a specific award as Plant Operator of the Year. However, the Kaltag
community is very lucky to have a plant operator of Edgar Solomon’s caliber. He works well with
the AVEC staff and was named Plant Operator of the Year a few years ago.

Response
Moving and/or replacing an electric plant is very expensive. Without donated funding, AVEC cannot
justify this cost. If outside funding can be found, AVEC would be willing to plan a move. Please
remember that moving a plant site involves extended outages, moving 100,000 gallons of fuel storage,
moving fences, fuel fill lines, distribution lines, land rights issues, and many other miscellaneous items.
Also, in reviewing our records, the Kaltag power plant was moved in 1985 so that the school could
benefit from the recovered heat from the diesel engines at the plant. If the plant were moved the
school would jeopardize the ability to utilize this heating source. Specifically, in response to your
resolution, the O&M Manager was in Kaltag on June 19, 1997 for a site inspection and reports the
following: the plant floor was diamond plated, clean and painted. It was not oil soaked. A new
storage van will be installed during the summer of 1998. The minor plant roof leaks can be fixed
although the power plant operator claims the roof is not leaking at this time.

Resolved members of AVEC request aide to the Community of Kaltag that is comparable to other
economic disastrous areas that were provided compensation by AVEC.
Response
AVEC does not have a program to provide economic aid to disaster areas served by AVEC. Perhaps
Kaltag members are referring to AVCP and the Bristol Bay and Lower Kuskokwim Fishing Season.

CONCERNS
1) John Nicholas-doesn’t like AVEC cutting power off for late (non) payment especially in the spring
time due to their freezers. Can they apply capital credits?
A utility must disconnect consumers who do not pay their bills. Letting someone who does not pay
their bills continue to get power is very unfair to the people who do pay their bills. Also, delinquent
bills raise the cost of power to all consumers. AVEC tries to work with the people who are having
a hard time paying their electric bill, but sometimes a service does have to be disconnected. Services
are disconnected in the summer and fall months because, as with most Alaskan utilities, AVEC tries
to avoid the consumer hardship of winter disconnects.
Capital credits cannot be used to pay bills because capital credits are not usable until they are retired.
For long term members, the amount of the yearly retirement is a small portion of their capital credit
account.
2) Wassillie Berlin, Sr.-street lights are too dim, need more lights.
New street light requests must be made by the Village of Kasigluk. Please remember that additional
street lights directly increase the Village’s monthly costs. The Village will need to decide if
additional lights can be financed. A Street Light Packet has been forwarded to the Village of
Kasigluk.
3) John Nicholas-Poles are still slanted, some are getting worse.
4) Michael Tinker, Jr.-The wiring is getting loose and hanging very low by the store and dangerous
for kids that play around there.
The O&M department is aware of these problems and will be addressing them this summer.

Response
Work order # 1D001x2 was established to retire (remove) the underground lines that were no longer
in use after the old village was converted to overhead. Scheduling delays did not allow AVEC to
complete the entire removal of the underground lines that are left. It is scheduled to be completed
this summer.

Resolved 98102 Funding for installation of overhead lines.
Response
AVEC has no plans for continued overhead line conversion in Kiana at this time. The underground
system in Kiana appears to be working. AVEC is planning system upgrades in Kiana, such as a
voltage conversion and the installation of the new 314 Kw generator set scheduled for 1999.
However, AVEC will continue to monitor and evaluate the Kiana distribution system for repairs.

CONCERNS
1) Transformer located near Chester Bundy’s residence creates a crater around it after windblown
drifts are piled around it. This creates a very unsafe hazard.
2) Pedestals; some are loose, and too close to the roads.
Please have the Kivalina power plant operator contact the AVEC O&M department with a location
number for the transformer and pedestal mentioned above. Please remember that transformers and
pedestals will be removed when the overhead conversion is completed.

4) Overhead lines; are they safe for our community? (Ie fires, and are the cables protected in some
way?)
An informational safety pamphlet was recently sent to Kivalina members that explained overhead
lines. If your community would like more information concerning this subject please call AVEC’s
Member Services Department at 1(800)478-1818.
5) Why do our light bills fluctuate so much? Some months they are so high and the next month they
would be much lower. We need to stress that the AVEC Plant Operator be the one to read the
meters, not anyone else. He/she should read the meter at the last day of the month.
Anyone who has a question conceming their usage should call AVEC’s Member Services Department
at 1(800)478-1818. Some of the causes of fluctuating usage are misreads, increased usage of
electrical heating devices, increased usage during the holidays and even having extra people stay at
your house. As you pointed out, fluctuating bills can also be caused by meters not being read on the
same day each month. The Kivalina plant operator is an employee of the City and your concerns
about meter reading will be forwarded to the City office.
6) Meters should not be dangling. They should be secured by AVEC personnel.
Proper installation and maintenance of services entrances are the consumer’s responsibility. We
would need more information concerning the location and condition of these meters.
7) AVEC tank farm; could a higher fence, etc., be built so children would not be able to enter into
the area so readily?
Building a higher fence would not prevent children from entering the plant if they are determined to
do so. Children should be educated that they should not enter fenced areas including AVEC
property. Our Member Services department will look for educational materials that may help the
children in Kivalina understand the danger and importance of staying away from fenced areas.

2) Oscar Swanson stated that he made a service request in July and did not get service until October. Is there
anyway to speed up process? (To be brought up at Anchorage meeting. )
AVEC has a limited number of linemen assigned to work order installation. Unfortunately, because of
scheduling difficulties and emergencies the back log for new service installation can take a few months. AVEC
is working on this and hopes to speed up the time between application and installation of new services.

AVEC has been told that the Bering Straits Housing Authority will be installing 20 new homes. We have not
received any further information conceming the construction dates. Koyuk has adequate power for its current
load, however AVEC will be investigating alternatives to increase capacity for this future use. Current work
plans include uprating the Cummin LTA10C engine and installing a larger generator.

Resolved that all terms be staggered or have the chairmanship increased by a year.
Response
The term length of one year for the Village Annual Meeting Chairman is set out in the AVEC Bylaws.
To change that term would require a Bylaw change and would have to be reviewed by the Board and
Cooperative attorney. However, there is no reason that the members in Lower Kalskag can’t reelect
their Chairman each year. Many villages have had the same Chairman for many years in a row.

Resolved that AVEC have trainees to prevent future problems.
Response
A Joint Utility Board for Upper and Lower Kalskag has been formed so that service to both
communities will be better. There has also been a change in the City personnel that work at the
power plant. The Jomt Utility Board has hired one primary and two alternate power plant operators.
These operators will receive training through our regional training courses. AVEC will be working
with both communities on an on-going basis.

Because of the cost to the members of AVEC, AVEC does not maintain vehicles in most locations.
AVEC maintains a few four wheelers that are moved from location to location depending on very
large construction jobs. AVEC simply does not have the funds available to have four wheelers in
each location.

COMMENTS
1) Want two delegates to go to AVEC Annual Meeting in Anchorage.
At the last official list, New Stuyahok had 99 members. According to the Bylaws a village location
needs 100 members to qualify for two delegates. New Stuyahok will probably qualify for two
delegates next year.
2) Safety fence around AVEC building.
AVEC completes a few fencing projects every year, however because of the cost, fencing is on
AVEC’s deferred work plan because of more urgent priority projects. If AVEC could obtain outside
funding for this project the priority would be changed. Any help that the City of New Stuyahok could
provide would be greatly appreciated.
3) Gregory Moxie wants to know if AVEC can put bigger motors to keep the electricity demand in
village.
The power supply at New Stuyahok should be adequate. There have been a few power outages
caused by the New Stuyahok power plant operator not having the correct engine running at the
correct time or not operating the engines in parallel from time to time as may be required. The AVEC
staff will continue to monitor New Stuyahok’s power needs.
4) Peter Christopher commented the store refrigerators burn out at the expense of the store. Peter
wanted to know if AVEC can pay back or reimburse the consumer and if AVEC is at fault.
In most cases utilities are not responsible for appliance damage caused by power outages and line
repairs. We caution all AVEC members to use line protection and conditioning, especially with the
newer electronics that are so sensitive. AVEC does have a policy to investigate any consumer claim,
so if any individual has a claim they should contact our office as soon as possible after a problem has
been detected.

CONCERNS
1) Concer about fuel rates, one member suggested getting fuel from Red Dog Mine. Thought that
it would be cheaper.
Regular barge service is no longer available to Noatak. To reduce cost and minimize exposure to fuel
spills, AVEC installed a fuel fill line in late 1997, from the airport to the AVEC tank farm. The fill
Ime also gives AVEC more flexibility to bid fuel deliveries, as well as the capacity to select alternate
sources of supply-such as the Red Dog Mine. We expect to take advantage of this new opportunity
with the 1998 fuel deliveries.

adequate and reliable electric service is absolutely essential to sustain life in our rural communities including our
small businesses, education, health care, water systems, sanitation, transportation and the general public safety;
and,
Alaska’s Power Cost Equalization Program was established in 1984 by the legislature to help equalize the cost
of electricity between rural and urban Alaska in lieu of the hundreds of millions of dollars spent for hydroelectric
projects and transmission lines for urban areas; and,
the current funding for PCE will be depleted in 1999; and,
the Alaska Rural Electric Cooperative Association, the Alaska Municipal League, the Alaska Federation of
Natives and others are advocating the continuance of the PCE program as we continue the struggle to build self
sustaining rural economies.
NOW, THEREFORE BE IT RESOLVED by the Noorvik City Council that the Governor and the Alaska legislature fully support
the establishment of a long term funding source for the PCE program to ensure that all of Alaska’s communities have access to
reliable and affordable electric service.

Resolved Noorvik would like a local resident trained as a lineman for Noorvik.
Response
Qualified electrical linemen are usually not available in most AVEC locations. The specialized training
required to become a qualified electrical lmeman is extensive and cannot be done with resources AVEC has
available at this time. AVEC is in the process of changing the scholarship program to address vocational
needs in AVEC locations. Ifa local person is interested in line work they should contact our Member
Services department.
AVEC is also working with Kotzebue Electric where Kotzebue Electric personnel may be able to respond
to NANA area villages in emergency cases.
CONCERNS
1) Delegates have a hard time getting members to come to meeting after the Annual Meeting in Anchorage.
How about having a door prize for this meeting?
AVEC will investigate what kind of door prizes could be supplied for the meeting to be held after the
Annual Meeting in Anchorage.
2) Members want records of last annual meeting sent to them.
A copy of the Annual report and a report on the Annual Meeting is included in the Ruralite magazine that
is sent to every AVEC member.
3) Street Lights were not installed or fixed fast enough last fall because of the lack of limemen. Members
want this brought up at Annual Meeting.
AVEC did have some problems last year securing qualified linemen. We are working on this problem to
prevent delays that have happened in the past. The City can also help by making sure AVEC is notified,
in writing by pole location number, that a street light needs repair as soon as possible.
4) Minnie mentioned drug and alcohol testing should be done on Noorvik operators for safety of themselves
and others around them.
This is a very good idea. AVEC members in Noorvik may want to contact the City of Noorvik, who
employee the Noorvik power plant operators, to see if a drug testing program can be implemented. AVEC
does have a drug testing program in place for AVEC employees.
5) Secretary wants to know why Chairman gets $100 and Secretary doesn’t.
The $100 supplied to the Village Chairman is to reimburse the Chairman for supplies, time etc. The Village
Chairman can distribute this amount as he/she desires. AVEC will review this payment to see how it can
be made more equitable.

New street light requests must be made by the City of Nunapitchuk. Please remember that additional
street lights directly increase the City’s monthly costs. The City will need to decide if additional lights
can be financed. A Street Light Packet has been forwarded to the City for their information.
Street lights are not billed on the actual usage for each month. They are billed an average of the
yearly consumption. Street lights are not manually turned off durmg the summer months because,
when working properly, street lights use photocells to tum on only when needed. Street lights should
be on rarely during the summer months and almost continually during the winter months when it is
dark.
Resolution B
Resolved that AVEC Bulk Tank Farm in Nunapitchuk be fenced due to safety hazard because school
children play around them and also to provide adequate lighting around the tank farm.
Response
Nunapitchuk has been listed on our 98-99 work plan to receive fencing.
Resolution C
Resolved that a Separate Explanation Note for a $10.00 fee for attending the AVEC Annual Meeting
be explained with a little note to go along with the billing statement because some members are
illiterate and some are slow to understand the anatomy of the bill.

The $10 Attendance Door Prize is noted on the bill as separate line item. Because our billing
statements are mailed in bulk there is no way to separate a single village for a separate note. We will
Teview ways to better notify our members of the credit on their billing statement.

AVEC does not have any choice on paying the costs of compliance with environmental laws and
regulations. AVEC has only one source of money...sales of electricity. The costs of electric service,
including environmental compliance, has to be paid through the electric rates. The surcharge will
identify these costs so that we can show our congressional delegation as well as the state legislature
the cost impacts of environmental compliance on our membership.

Please have your power plant operator contact the O&M department with specific details concerning
this service so that AVEC can inspect and correct the problem. Also, please be sure that Old Harbor
members know that they should not wait until the Annual Meeting to bring a suspected safety
problem to the attention of the Old Harbor power plant operator or the AVEC O&M department.
Anytime a member sees a safety problem they should notify the City or AVEC immediately.

The Old Harbor hydroelectric project is working its way through the tedious and expensive licensing
process of the Federal Energy Regulatory Commission (FERC). We have spent about $120,000 to
date on the feasibility study, preliminary design and licensing process. We hope to get the project
licensed and financed to where it can be constructed by the year 2,000.

CONCERNS
1) Tommy Hoover says power plant getting too small for village. Albert Beans, Jr. says he mentioned
about getting a bigger plant. He said they know the power plant is in a danger zone.
Substantial improvements to the Pilot Station power plant to increase capacity and efficiency are
designed and scheduled for construction this summer. There are no plans at this time to move the
power plant. AVEC has be unable over the years to get an acceptable site approved and donated for
relocating the power plant above the flood stage. Before anything else can be done, AVEC needs
to have an acceptable plot donated to the cooperative.
2) Albert Beans, Jr. also discussed street lights.
AVEC has a Street Light program where the City can donate their existing street lights to AVEC.
Once the street lights are transferred to AVEC, AVEC then takes over the routine street lights
maintenance. The street lights need to be transferred to AVEC, because of liability issues, AVEC
personnel cannot work on equipment that does not belong to AVEC. The monthly cost for the City
remains the same. If the City of Pilot Station is interested in this program they should contact

electric bill can sign in and vote at the annual AVEC meeting, which poses a problem for purposes
of quorum at the annual meetings.

looked over seriously and make changes where any adult member of the household CAN sign in and
vote at annual AVEC meetings representing the head of household and household members.

AVEC Bylaws are reviewed by the AVEC Board and Staff on a regular basis. Being a member of
AVEC is an important position because of the participation in the cooperative. The member should
be the person responsible for the bill. A proxy vote is not allowed per the Bylaws, however joint
memberships are allowed. This means that two people can be a part of one membership. Where-
there is an elder member in the household, they may want to form a joint membership with a younger
person that is living in their household.

Available records indicate that Pitkas Point already receives among the most reliable electric service
provided by AVEC, without the noise and exhaust of a power plant and the risk of a power plant fire
or fuel spill. Because of the size of the St. Mary’s power plant that includes the Pitkas Point area,
power costs are among the lowest in the AVEC system. The disadvantages of a separate power plant
would greatly outweigh any advantages.

Response
Moving an electric plant is very expensive. Without donated funding, AVEC cannot justify this cost. If
outside funding can be found, AVEC would be willing to plana move. One large hurdle in moving any
plant is having title to an acceptable lot. The City might want to begin the process of finding an appropriate
site and deeding the land to AVEC so if funds become available a move could be done quickly. Please
remember that moving a plant site involves extended outages, moving fuel storage, moving fuel fill lines,
distribution lines, land rights issues, and many other miscellaneous items. The community may also want
to consider that because of the location of plant the City is using recovered heat from the plant. This would
be a benefit that the City would lose if the plant was moved.

Resolved that AVEC purchase a “new” generator with larger KW to Scammon Bay’s increasing homes.

AVEC installed an upgraded L-10 engine in 1997. Review of the highest peak in 1997 indicates that there
is adequate capacity for the power requirements in Scammon Bay.
CONCERNS
1) David pointed out the need for an electrician certified, person, who can do the job to help out the private
homes, in their problems with wiring and so forth; that we should contact AVEC about it.
Because of liabilities and cost restraints AVEC employees cannot work on inside wiring. A utility’s
responsibility ends at the meter connection. If there is a need for a certified electrician, the members of
Scammon Bay may want to contact their local housing authority to see if they can assist in any way. Also,
your City office may be able to organize a program for the people in Scammon Bay in need of assistance.
The AVEC Board is very aware of this problem and will continue to look for ways to help.

AVEC has no plans to elevate the power plant. Since the plant was moved in the mid 80's to a location desired by the
City, we have had no flooding problems. The cost of elevating the plant could be quite expensive because of the work
that would need to be done. This would include lengthening and adjusting fuel lines and power cables to the plant
transformers. Please have the City contact our O&M department if they are aware of a potential problem concerning
flooding.

Resolved Roof Repair: P.P.O. is quite concerned when it warms up or rains there is several leaks in the roof, that it leaks
on the equipment.

Bering Straits Housing Authority will be in town this summer. Also, your City office may be able to
organize a program im Shishmaref for the people in need of assistance. The AVEC Board is very
aware of this problem and will continue to look for ways to help.
2) Why we cannot get power in City garage, why cannot get power on east end?
AVEC needs more information concerning this. We do show that the City garage has power.
3) Appliance loss, why isn’t AVEC responsible for appliances if there is a power outage?
In most cases utilities are not responsible for appliance damage caused by power outages and line
repairs. We caution all AVEC members to use line protection and conditioning, especially with the
newer electronics that are so sensitive. AVEC does have a policy to investigate any consumer claim,
so if any individual has a claim they should contact our office as soon as possible after a problem has
been detected. At the meeting Arlene Barr mentioned a repair that had been made through AVEC.
After researching our file, we found that a VCR was repaired in February 1996 and shipped back to
Ms. Barr. We have no record that AVEC was notified that the VCR was not in working order.

Resolved that the “bill collector” come to communities after permanent funds arrive.
Response
AVEC tries to do all collections work during the summer and fall months. If the AVEC Field Collector
cannot collect on accounts that have not been paid for more than 60 days, the service will be
disconnected. Disconnections due to nonpayment are usually not made once the weather has turned cold
as this would create a very real hardship for AVEC consumers. Because we do not want to disconnect
during the winter months, we cannot wait until permanent fund dividends are processed. If someone is
having a difficult time paying their bills, they should contact AVEC as soon as possible to determine if
they are eligible for a deferred payment agreement.

Resolved that the “overhead wiring” fencing and street lights be completed soon as possible.

The overhead conversion to the airport is being designed by our Engineering department at this time.
AVEC has no plans to fence Shungnak at this time. AVEC completes a few fencing projects every year,
however because of the cost, fencing is on AVEC’s deferred work plan because of more urgent priority
projects. If AVEC could obtain outside funding for this project the priority would be changed. Any help
that the City of Shungnak could provide would be greatly appreciated.
New streetlights are scheduled to be installed this summer.

The installation of a new 314 KW generator set is scheduled to start this spring.
CONCERNS
1) Assignments from the Permanent Fund for payment of delinquent electric accounts.
The Permanent Fund Dividend program no longer accepts assignments. If the member wishes to use
his/her Permanent Fund Dividend to pay their bill, they can apply the whole check to their account and
have a credit balance.
2) AVEC should accept credit cards for payment in lieu of monthly money orders or checks.
AVEC has researched this type payment in the past and found that the expense of accepting credit card
payments out weighed the benefits to the members. As AVEC grows and more members use credit
cards this may change. We will continue to evaluate credit card payments on a regular basis.

A RESOLUTION TO SUPPORT ALASKA VILLAGE ELECTRIC COOPERATIVE,
INCORPORATED (AVEC, INC.) BOARD OF DIRECTORS IN THEIR PROPOSAL TO KEEP
AND MAINTAIN THE POWER COST EQUALIZATION (PCE) PROGRAM, UNDER STATE
OF ALASKA POWER ASSISTANCE.
Whereas: The Alaska Village Electric, Incorporated (hereinafter “AVEC, Inc.”) is a Native-
owned service provider of electrical power to rural village members, and;
Whereas: the member residents of Toksook Bay support the proposals and efforts of its service
provider and Board of Directors in their endeavor to keep the electrical costs down,
and ;
Whereas: The State of Alaska Assistance of Power Cost Equalization (PCE) is a beneficial
program that assists all members by reducing the actual costs of monthly electrical
bills, and;
Whereas: Most said residents do not enjoy the job opportunities and have limited income and
support from the State to make ends meet.
NOW, THEREFORE BE IT RESOLVED, that the residents of Toksook Bay are in full support of
the AVEC, Inc. Board of Directors in their effort to pursue PCE to be kept and maintained within
the organization, and;
BE IT FURTHER RESOLVED, that the City of Toksook Bay prevails upon the Governor of the
State of Alaska “To Keep the Lights Burning in Rural Alaska.”

CONCERNS
1) Some houses need bigger meter boxes that AVEC should supply. Mr. Joseph Felix said that the
meter boxes have to be ordered by those that need them.
AVEC does sell service entrance kits to AVEC members. Please have anyone that is interested
contact our O&M department for replacement kits or contact our Work Control department for kits
for new homes.
2) AVEC needs to get on its feet and repair or work on the street lights that are not in a good
working order. The HUD Subdivision street lights need repairs. The work order is needed to be
made through the City of Toksook Bay.
AVEC has not been notified by the City that there are street lights in need of repair in Toksook Bay.
The City will be contacted for descriptions and location of the street lights.
3) Annual check-up on the transformers need to be done for safety precautions. Some sway during
the windy days are dangerously “rock-a-bye-babying”.
Support order #71M743 has been opened to check out the transformers. Please remember that
members should not wait until the Village Annual Meeting to report suspected safety problems. Any
suspected safety problem should be reported either to the City or directly to AVEC.

Resolved request to install a larger KW generator for the plant to replace one LT-10 generator.
Response
There is no need to install a larger generator set in Tununak at this time. According the 1997 peak
load in Tununak of 181, all three of the generator presently in place can carry the load. AVEC will
continue to monitor Tununak power needs.
Resolution B
Resolved local hire and school for linemen.
Response
Qualified electrical lmemen are usually not available in most AVEC locations. The specialized
training required to become a qualified electrical limeman is extensive and cannot be done with
resources AVEC has available at this time. It is AVEC’s policy to use local hire for other jobs
whenever possible. AVEC is in the process of changing the scholarship program to address
vocational needs in AVEC locations. If a local person is interested in line work they should contact
our Member Services department.

Hire second alternate and train operator.
Response
AVEC has an operating agreement with the City government in each location served by AVEC for
the City to provide daily operations and maintenance of the power plant. The City hires and
supervises a part time operator or operators. The City is paid an amount that is dependent on the size
of the generators and the number of members in the village. This contract and payment are governed
by AVEC’s Operating Agreement sign by the City. It is up to the City to hire the number of
operators they feel is adequate to complete the functions described in the Operation and Maintenance
Policy. Some Cities have had good success hiring alternate power plant operators to share the duties.
There is on-the-job training provided by the O&M department for all Village Operators.

CONCERNS
1) Street Lights, who can install? Answer per John Lyons, AVEC will install, City will pay for them.
New street light requests must be made by the City of Upper Kalskag. Please remember that street
lights directly increase the City’s monthly cost. They will need to decide if street lights can be
financed. A Street Light Packet has been forwarded to the City for their information. The cost per
light will depend on if poles need to be put up.
2) Can we have local hire? Answer per John Lyons, local labor will be used any time they can be
utilized.
3) What to do when things burn out? Answer, Write them down.
In most cases utilities are not responsible for appliance damage caused by power outages and line
repairs. We caution all AVEC members to use line protection and conditioning, especially with the
newer electronics that are so sensitive. AVEC does have a policy to investigate any consumer claim,
so if any individual has a claim they should contact our office as soon as possible after a problem has
been detected.
4) New power plant?
AVEC has made many improvements to the generation and distribution systems in Upper and Lower
Kalskag during the past year. Along with the newly appointed Joint Utility Board, these
improvements should result in a tremendous increase in reliability.

Resolution No. 98-01
A resolution of the assembly of AVEC voting members of Wales, AK (hereinafter, “members”)
voicing their concerns and request to ensure the safety of the general public and for provisions of
improved services to AVEC customers.
Whereas, the members identify the potential and have been through a fire in the past year and or loss
of generators due to the dilapidating floor of current power plant and hereby request AVEC to
construct a new power plant building and relocate facilities.
Whereas, there has been identified a potential for danger due to the close proximity of AVEC bulk
fuel tanks in relation to the power plant, the washeteria and particularly their proximity to residences.
Whereas, the members have identified the many years of service our power plant operator has and
would like to propose a pay raise on his behalf.
Now therefore, be it resolved that the members of Wales, AK have identified potential dangers to it’s
community and public in general and the need for improved services to it’s customers and are willing
to take whatever actions are necessary in cooperation with AVEC to ensure that these problems are
resolved.
Passed, approved and adopted, by the assembly of AVEC voting members of Wales, AK this 13th
day of December, 1997.
Response
As stated in previous responses to resolutions made at the AVEC Village Annual Meetings in Wales,
the power plant floor is not dilapidated. In fact the floor has been diamond plated and is in good
shape. The fire that happened at the Wales power plant was directly caused by poor housekeeping
and poor safety practices by the Wales power plant operator.
AVEC has no plans to move the plant at Wales at the present time. Moving and or replacing and
electric plant is very expensive. Without donated funding, AVEC cannot justify this cost. If outside
funding can be found AVEC would be willing to plan a move. One large hurdle in moving any plant
is having title to an acceptable lot. The City might want to begin the process of finding an
appropriate site and deeding the land to AVEC so if funds become available a move could be done
quickly. Please remember that moving a plant site involves extended outages, moving fuel storage,
fuel fill line, distribution line, land rights issues and many other miscellaneous items.
