This occurred most recently in the case of the attached FERC notice of permit application with regard to a proposed small hydro project near Cordova. Because of the transfer of responsibility for energy loan programs and rural energy development from the Energy Authority to this Division, I request that all FERC notices received in the Governor’s Office with regard to proposed Alaska projects be routed here in the future. While this would certainly not apply to any FERC communications with regard to existing projects administered by the Energy Authority, the mission of the Division of Energy requires that we stay apprised of proposed new energy developments around the state. With regard to the attached notice, I have submitted to FERC the attached Motion to Intervene primarily to ensure that the Division of Energy is placed on the mailing list for future notifications of relevance to the proposed project. In addition, I am providing a copy of the FERC notice, our Motion to Intervene, and this correspondence to Paul Fuhs and to Riley Snell for their consideration. P-11417-000 MOTION TO INTERVENE Of Alaska Department of Community and Regional Affairs Division of Energy Pursuant to the Federal Energy Regulatory Commission’s (Commission) Notice of Application dated August 23, 1993, and the Commission’s Rules of Practice and Procedure, the Alaska Department of Community and Regional Affairs, Division of Energy ("Division of Energy") hereby moves to intervene in this proceeding. In support of its Motion, the Division of Energy states as follows: i The Division of Energy is a political subdivision of the State of Alaska, having its principal office at 701 East Tudor Road, Anchorage, Alaska. Box 190869 Anchorage, Alaska 99519-0869 The purpose of the Division of Energy is to support the development of efficient, reliable, and environmentally sound energy systems throughout Alaska, with particular emphasis on rural energy systems. The rural projects and programs of the Alaska Energy Authority have been transferred to the Division of Energy (Chapter 18, SLA 1993). The State of Alaska, through the Division of Energy, currently subsidizes the retail rates of the Cordova Electric Cooperative and is interested in alternative sources of supply that will lower consumer costs in this service area. 4. The Division of Energy anticipates that it may receive requests to participate in the financing of this or alternative projects in the Cordova area through its revolving loan program. A request for financing assistance with respect to another proposed hydroelectric project in the Cordova area (the Power Creek project) has recently been received. 5. The Division of Energy is supportive of sound energy development by entities other than itself and will make efforts to provide assistance as appropriate. WHEREFORE, the Division of Energy moves that the Commission make and issue its Order permitting the Division of Energy to intervene in, and be made a party to, the above-entitled proceedings with a right to have notice of, and to appear at all hearings, to produce evidence and witnesses, to cross-examine witnesses, and be heard by counsel, and to submit briefs and participate in oral argument, if oral : argument is granted.
