Kieth and Dennis, Just to update you both on Y2K here is a preliminary scope of work that Stan and | worked up and sent off to Dryden & LaRue last week. We also sent them an accumulation of data (including portions of the attached spreadsheet) that summarizes where each of the facilities are at in terms of Y2K compliance, as well as 1-line drawings showing an electronic layout of the 4 Dam Pool facilities, and inventories of Y2K data (where available) that had been completed by the project operators. The intent is for them to use this information to be able to narrow the scope of services that will offer to provide. While many of the facilities are well along the way to achieving Y2K compliance, | think it will be a good idea to get a 3rd party verification of what they have already done as well as a check to see if they missed anything. We anticipate hearing back this week with their pricing. Once we hear back, we can make a decision how next to proceed. If you have any comments, suggestions, or additions regarding this scope of work, please let me know. | expect that the scope will change depending on cost and on what Dryden and LaRue feel comfortable doing. Finding a knowledgeable term Alaska contractor has been difficult and it is only because of the close working relationship Stan has with David Burlingame and Del LaRue that they have expressed an interest in doing the work. My objective is to complete Phase | 4/15/99, and phase II 5/31/99. Art Scope of Work Phase I 1. Conduct inventory of all plant instruments and equipment that may contain embedded chips or programming logic with date information. Include spare parts as part of the inventory. Document all items on the inventory. 2. Assess and document each item on the inventory for its risk of Y2K problems, and its relation to the system. 3. Verify and document that Y2K compliance certification has been obtained from manufacturers on all inventoried items at risk of failure and identify those items still in need of Y2K compliance certification. 4. Obtain Y2K certifications on any inventoried items at risk of failure where certifications are not available. Phase II - Contingent on Phase I results 1. If unable to obtain certifications on any items, or if the system is “mission critical,” develop a test procedure to test the item(s) for compliance. Outline any potential risks associated with testing. 2. Make note of any items that do not have manufacturer certifications and that can not be safely tested. Develop a plan for upgrading, repairing, replacing, or working around these non-compliant items or any items where there may be a potential for failure due to Y2K non-compliance. The plan should address both short and long term solutions. 3. If replacement parts are needed as a part of the plan prepared in step #2, note the current availability of Y2K compliant spare parts. Also, note delivery times if parts have to be ordered through the manufacturer Projects with basic equipment list available or soon to be available. Projects without basic equipment list available - some data is available on the associated spreadsheet LARSEN BAY HEALY CLEAN COAL POWER PLANT THE ALASKA INTERTIE PRICING GUIDELINES Provide pricing to complete overall assessment of AIDEA/AEA effort to achieve Y2K compliance and identification of means by which AIDEA and AEA can achieve Y2K compliance most cost effectively. Provide guaranteed maximum price by line item to complete Phase I steps 1 — 4 outlined in the attached Scope of Work at each of the above facilities (i.e. provide pricing for 4 steps at 8 facilities or 32 total steps). Adjust the cost to complete work based on your estimation of what has already been done and by using information provided in the attached basic equipment lists and associated spreadsheets. If some items are not needed in your estimation, please make note of that. Make note of the impact on cost if any of the line items are omitted. Although we plan to do most of the work, each step is a “moving target.” That is, the plants are currently in the process of completing the steps on the scope of work and may or may not need assistance. Phase II will be completed contingent on results achieved in Phase I. Other issues: Note estimated travel costs. Note personnel utilized and qualifications. Note start and end date for entire project - completion by 4/15/99. Provide status report every other week after project start. If possible include results that will go in final draft report. General Terms and Conditions from term contract apply. Final deliverable will be a report that covers all steps (1-4) in the scope of work completed for each facility. Draft report should be submitted for comments and revisions at least 2 weeks prior to project end date (4-1-99). Before proceeding on each step in the Scope of work on each facility, obtain clearance from AIDEA to do the work and to get approval for entrance to Facility. To: AIDEA Term Contractor Please provide pricing on the following: 1. SCOPE OF WORK TO BE COMPLETED BY 5/31/99 ON SOLOMON GULCH, TERROR LAKE, SWAN LAKE, LARSON BAY, AND TYEE LAKE Conduct inventory of all plant instruments and equipment that may contain embedded chips or programming logic with date information. Compile certifications from manufacturers on items at risk of failure. If unable to obtain certifications on any items, develop a test procedure to test the item(s) for compliance where possible. Outline any potential risks associated with testing 3 and complete functional testing providing that the proper assurances are in place to minimize those risks as determined by AIDEA. Make note of those items that do not have manufacturer certifications and that can not be safely tested. Develop a plan for upgrading, repairing, replacing, or working around any non-compliant items. The plan should address both short and long term solutions. Note the availability of Y2K compliant spare parts both on-site and through the manufacturer. Note delivery times if parts have to be ordered through the manufacturer. If needed, develop procurement specs to purchase fully compliant replacement parts. Note: Some manufacturer certifications are currently available and some inventory and assessment work has already been completed. That information may be available prior to finalizing pricing. Note: AIDEA will ask that this identical scope of work be performed on other AIDEA owned projects Bradley Lake and the Alaska Intertie. The decision to do this work will rest with operators of those facilities and there may be some economy of scale for the contractor if this same scope of work can be performed on these other facilities. Contractor should provide pricing on a line by line basis in the event that some items can be omitted. AIDEA Strategy when term contractor pricing is received. 1. Evaluate cost-effectiveness of proposals. 2. Determine if it makes sense for some of the line items to fall out in the event that they are too costly. Approach operators and see if we can get them to cover any of costs. Make any proposal modifications if necessary. Determine which, if any, parts of contractor proposals are worth proceeding with at AIDEA expense. 6. Other issues noted below. a Ss Solomon gulch, Terror lake, Swan Lake, Tyee Lake, and the City of Larson Bay Propose that utility operators be responsible for the costs associated with the above scope of work since the costs are normal operation and maintenance items and completing them is prudent utility practice. AEA will be responsible for approved capital improvements, and replacing any defective equipment. Bradley Lake Request in writing that the utilities operating Bradley Lake complete the above scope of work under their supervision, with all documentation provided to AIDEA. The utilities should be responsible for all costs since these are normal operation and maintenance items and prudent utility practice. Alaska Intertie Request in writing that the utilities operating the Alaska Intertie complete the above scope of work under their supervision, with all documentation provided to AIDEA. The utilities should be responsible for all costs since these are normal operation and maintenance items and prudent utility practice. Division of Investments Request in writing that the Division of Investments complete the above scope of work on communication equipment on Terror Lake, Solomon Gulch, Bradley Lake, and the Alaska Intertie under their supervision, with all documentation provided to AIDEA.
