The figures show a 1.2% increase in statewide electric generation from 1994 to 1995. A new transmission line between Healy and Fairbanks is scheduled to be constructed in 1997 with commercial operation to begin in 1998. Route selection on this line is almost complete. The two year environmental review process addressed all issues and concerns that were raised. A second line, the Anchorage-Kenai intertie, is beginning route selection and is expected to be in service in 2002. Partial State funding has also been set aside for a transmission line connecting Glennallen and Valdez to the Railbelt system and for construction of an intertie in Southeast Alaska linking the Lake Tyee and Swan Lake hydroelectric projects. Hydroelectric projects accounted for 18.6% of Alaska's total electric net generation in 1995. Although only 13.5% of Alaska's electricity is generated using fuel oil, diesel generation is heavily concentrated in small rural communities throughout the state. These smaller isolated communities rely on the Power Cost Equalization (PCE) program to provide them with affordable energy. The PCE program is rural Alaska’s share of the state’s investment in electric power infrastructure. The existing PCE fund is expected to run out of money in 1999. New funding is needed to prevent rural economic disaster. The Department of Community and Regional Affairs, Division of Energy, assists community efforts to improve generator and distribution system efficiencies and also investigates alternative technologies that will provide cost-effective long-term replacements for diesel generation. RESOUICES srecssrsscetecsrssscescssesesacscentensnesacacaccaccecescesareccessacescnss 103 ALASKA ELECTRIC POWER STATISTICS INTRODUCTION (1960 - 1995) This is the twenty-first edition in a series of statewide electric power data summaries. Prior to 1985, the federal Alaska Power Administration published the Alaska Electric Power Statistics. Then, the Alaska Energy Authority (formerly the Alaska Power Authority) began gathering statistical data and publishing this annual report. In 1988, the Power Statistics report became a combined effort between the Alaska Systems Coordinating Council and the Alaska Energy Authority. Beginning in 1993, this report became a joint effort between the Alaska Systems Coordinating Council and the Department of Community and Regional Affairs, Division of Energy. This publication includes data on electric utility systems, national defense installations, and industrial facilities that supply power for their own use. Tables and graphs provide different viewpoints on energy use. Most data is presented by region. Installed generation capacity, fuel use, and net generation data form a major part of this report. The report also includes maps of transmission line systems in Alaska, and statistics on power outages. The market data section presents information on utility sales, revenues, and customers, as well as typical monthly residential electric bills for Alaskan communities. The table on page 5 presents a six-year summary of installed capacity and net generation for the utility, industry, and military sectors of the state's electric power producers. As of December 1995, 64% of installed generating capacity was in the utility sector, 29.5% in the industry sector, and 6.5% in the military sector. Between 1994 and 1995, total statewide net generation increased by 1.2%. Natural gas is used to meet 60.7% of the state's power requirements. The remainder of the state's power requirements are met by hydro 18.6%, oil 13.5%, coal 6.7%, and other 0.5%. Anchorage Municipal Light and Power is continuing with a project that would install a superconducting magnetic energy storage system (SMES) near Plant 2. Underground cable replacement is ongoing and a new substation near Bartlett High School is being planned. Barrow Utilities & Electric Coop., Inc. is constructing 2.2 miles of 5 kV overhead distribution line and upgrading another mile of line with new cross arms and conductors. Beaver Joint Utilities plans to repair outside oil pipes. Central (Far North Utilities) recently hooked up Circle Hot Springs lodge. Chitina Electric, Inc. is in the process of completing an upgrade project for the utility (replace old transformers, poles, and conductors). Chugach Electric Association, Inc. is overhauling Beluga unit #6. Major projects include: a second University Substation 230 kV transformer, SCADA master station replacement, automated meter reading system installation, and an APA-Baxter Substation 35 kV intertie. Cold Bay (G & K, Inc.) plans to upgrade their fuel storage facility to meet new regulations. G&K is extending power to a new dock facility. Cordova Electric Cooperative, Inc. applied for a line extension grant for White Shed Road. Power Creek Hydroelectric Project is being studied. Conversion of Main Street from overhead to underground is scheduled. Deadhorse (Arctic Utilities) plans to upgrade motor controls from 208 volts to 480 volts for greater efficiency. Meters are being upgraded to a self reading system. Deering (Ipnatchiaq Electric Company) installed wind monitoring and wind generation operation is scheduled for 1997. Installation of a double walled 5,000 gallon fuel storage tank is planned. Diomede Joint Utilities plans a new power plant building and generator. 69 70 Egegik Light and Power Company is constructing a new power station and completing the upgrade of their bulk fuel tank farm. Ekwok Electric plans to purchase a new generator and switchgear. Elfin Cove is currently replacing a 35 KW generator with a 100 KW generator. A hydroelectric project for Elfin Cove is being planned. Fairbanks (Golden Valley Electric Association, Inc.) is moving forward with a 22 mile 138 kV transmission line from North Pole Substation to Carney Substation. A 27 mile 138 kV transmission line is under construction from Goldhill Substation to Gold Mine sub. GVEA is also planning a 100 mile 138/230 kV transmission line from Healy Substation to Fairbanks. A 22 mile long distribution line (24.9 kV) is planned from Cantwell to McKinley Village. False Pass Electric plans lighting for the city dock. Fort Yukon (Gwitchyaa Zhee Utility Company) will upgrade the distribution voltage from 2400 volt to 4160 volt. Galena Electric Utility will complete phase IV of distribution upgrades and install waste heat improvements. Haines Light and Power Company, Inc. is updating their ten year planning system study and performing a major overhaul on unit #5. Igiugig Electric Company is researching a hydroelectric project as an alternative. A grant has been given for a bulk fuel storage upgrade project and a line extension is being constructed for outlying homes and the new dumpsite. Iliamna Newhalen Nondalton Electric Cooperative is constructing a 700 KW run-of- river hydroelectric project (Tazimina). Juneau (Alaska Electric Light and Power) is constructing a new 17,000 fi.” operation center building. Ketchikan Public Utilities anticipates that the Ward Cove substation will relieve the load on the North Point Higgins substation. System wide voltage upgrade projects continue. The Roosevelt area rebuild consists of replacing and relocating poles. The three old transformers at Beaver Falls substation will soon be replaced by a new transformer and other steps will be taken to bring the substation up to modern standards. Relicensing of Beaver Falls hydroelectric facility was just completed and the process to relicense Ketchikan Lake hydro is beginning. A transmission line between Swan Lake hydro and Lake Tyee hydro is planned. Kotzebue Electric Association, Inc. will install three turbine wind engines (80 kwh each) totaling 240 kwh. Turf Street and Front Street rebuilds are planned. Koyukuk Municipal Electric Company plans to expand their bulk fuel storage. Kwethluk (Kuiggluum Kallugvia) plans to upgrade their electrical distribution system and their generator. Kwigillingok (Kwig Power) is in phase II of their main distribution upgrade replacing 35’ poles with 40’ poles. Total generation will be increased from 400 KW to 610 KW. Manokotak is updating their power house panel and the line to the airport lights. McGrath Light and Power Co. plans to replace some primary and secondary poles. Automated metering installation is being considered. Metlakatla Power and Light anticipates installation of a battery energy storage system. New services include a 40 unit HUD housing development. Middle Kuskokwim Electric Cooperative, Inc. is completing the river crossing at Sleetmute. Installation of new fuel storage tanks is being completed at Chuathbaluk and they expect to redo lines in Stony River. Napaskiak completed a new 20’ x 40’ generator facility with 3 generators. Newtok (Ungusraq Power Company) is upgrading their electrical distribution system. Nome Joint Utility System plans a new generation plant. Ouzinkie plans to relocate their generators. Pedro Bay will underground all cable within the village as part of an electrification upgrade and extend power to airport lights. Pelican Utility Company has started work on rehabilitating it’s dam, penstock, and intake structure. Port Heiden is considering the possibility of hooking up the airport runway lights Saint George Electric Utility is replacing a 100 KW generator with a 275 KW unit. The utility plans to hook-up a waste heat unit to the city office and extend power lines to commercial users at Zapadni. Saint Paul Municipal Electric Utility is completing an electrical line extension to the new power plant which is being designed, completing electrification to the North dock, and relocating electrical facilities at the airport. Line extensions to Icicle and Trident Seafoods provides standby power. A line extension to Unisea is being completed. Sand Point is finishing upgrading their distribution system voltage from 2400 volts to 7200 volts. Upgrades at the boat harbor include new 3 phase pedestals and an underground tieline between the city and the boat harbor. 71 72 Sheldon Point plans a bulk fuel tank farm upgrade. Sitka Municipal Utility is still looking into upgrading the Blue Lake hydroelectric generators and turbines to capacity. Diesel plant environmental compliance is being targeted and painting of the penstock is scheduled. Tanana Power Company plans to install a smaller genset and to redo piping of the waste heat system. Teller Power Company plans to upgrade their power and distribution facilities in 1995 to correct life, health, and safety issues. Tenakee Springs Electric Utility is at the planning and permitting stage for a mini hydro generation plant (125 KW) on Indian River. Thorne Bay Electric Utility completed engineering and design of a new diesel power plant building. An extension to the dock is continuing. Tlingit Haida Regional Electrical Authority Angoon - Is connecting 20 new residential services. Chilkat Valley Is constructing 14.5 miles of distribution line construction from Mosquito Lake to the Canadian border. A new 560 KW generator will be installed and services are scheduled for 45 new residential customers and 3 commercial customers. Kake - Plans to install a new 855 KW generator. Tok (Alaska Power and Telephone Company) plans to build a six mile line extension along East Alaska Highway. Switchgear is be installed at the power plant. Unalakleet plans an oil boom storage building and a service to FAA. White Mountain (City of White Mountain Utilities) plans to install a new generator and transformer. City of Wrangell is rebuilding the Zimovia line. A 3.9 mile distribution line extension is planned. This report provides detailed information about the funding, participation, energy use, and utility costs for each participating utility.
