The figures show a 4.4% increase in statewide electric generation from 1993 to 1994. This moderate growth is a welcome change from the previous year’s 3.3% decrease and the largest increase since 1985. In 1993, the legislature appropriated a $43.2 million grant to help construct a new transmission line between Healy and Fairbanks. This line, scheduled for completion in 1997, will allow increased intertie sales and efficient transfer of energy when the new 50 megawatt Healy Clean Coal Project is complete. The Anchorage-Kenai intertie, with a state grant contribution of $46.8 million, will provide efficient use of available energy resources and improve the reliability of electric service in the region. Commercial operation of this Southern line is expected in year 2000. A $35 million zero interest state loan also was appropriated for construction of a transmission line connecting Glennallen and Valdez to the Railbelt system. Finally, the 1993 legislature appropriated a $20 million loan for construction of an intertie in Southeast Alaska linking the Tyee Lake and Swan Lake hydroelectric projects. Hydroelectric projects accounted for 17.9% of Alaska's total electric net generation in 1994. Although only 13.1% of Alaska's electricity is generated using fuel oil, diesel generation is heavily concentrated in small rural communities throughout the state. These smaller isolated communities rely on the Power Cost Equalization (PCE) program to provide them with affordable energy. In 1993, legislation provided $66.9 million in funding for support of the PCE program, which keeps power costs affordable in rural Alaska. The annual PCE requirements are about $19 million. The Department of Community and Regional Affairs, Division of Energy, assists community efforts to improve generator and distribution system efficiencies and also investigates alternative technologies that will provide cost-effective long- term replacements for diesel generation. Prior to 1985, the federal Alaska Power Administration published the Alaska Electric Power Statistics. Then, the Alaska Energy Authority (formerly the Alaska Power Authority) began gathering statistical data and publishing this annual report. In 1988, the Power Statistics report became a combined effort between the Alaska Systems Coordinating Council and the Alaska Energy Authority. Beginning in 1993, this report became a joint effort between the Alaska Systems Coordinating Council and the Department of Community and Regional Affairs, Division of Energy. This publication includes data on electric utility systems, national defense installations, and industrial facilities that supply power for their own use. Tables and graphs provide different viewpoints on energy use. Most data is presented by region. Installed generation capacity, fuel use, and net generation data form a major part of this report. The report also includes maps of transmission line systems in Alaska, and statistics on power outages. The market data section presents information on utility sales, revenues, and customers, as well as typical monthly residential electric bills for Alaskan communities. The table on page 5 presents a six-year summary of installed capacity and net generation for the utility, industry, and military sectors of the state's electric power producers. As of December 1994, 64.2% of installed generating capacity was in the utility sector, 29.3% in the industry sector, and 6.5% in the military sector. Between 1993 and 1994, total statewide net generation increased by 4.4%. Natural gas is used to meet 61% of the state's power requirements. The remainder of the state's power requirements are met by hydro 17.9%, oil 13.1%, coal 6.5%, and other 1.5%. Atmautluak Tribal Utilities is requesting financial assistance for a new power plant and line upgrade. Barrow Utilities & Electric Coop., Inc. is extending their distribution system to a new subdivision. Beaver Joint Utilities plans to replace their generator and repair outside oil pipes. Bethel Utilities Corporation, Inc. is exploring alternate energy choices (hydroelectric, geothermal, diesel, etc.). Two projects almost complete are; installation of the SCADA 69 70 system and work on the new substation. A new 35 kV switch is to be installed and a 35 kV line extension is planned. Chitina Electric, Inc. will complete an upgrade project for the utility (replace old transformers, poles, and conductors). Chugach Electric Association, Inc. is overhauling Beluga unit #7. Major projects include: transmission line rebuild of the 115 kV line between Quartz Creek and University, SCADA master station replacement, and automated meter reading system installation. Cordova Electric Cooperative, Inc. applied for a line extension grant for White Shed Road. Power Creek Hydroelectric Project is being studied. Conversion of Main Street from overhead to underground is scheduled. Diomede Joint Utilities purchased a new 125 KW generator. Eagle Power Company plans to replace some old poles. Egegik Light and Power Company is constructing a new power station and upgrading their bulk fuel tank farm. Ekwok Electric started using their new generator in May 1995 after the school closed. False Pass Electric has a feasibility study in progress to investigate use of waste heat from the powerhouse for heating the school. G & K, Inc. plans to upgrade their fuel storage facility to meet new regulations. A conceptual study is planned that would intertie G&K with the proposed King Cove hydroelectric project. G&K is investigating waste heat opportunities. Galena Electric Utility will continue with a 4 year distribution upgrade. Golden Valley Electric Association, Inc. is planning a 22 mile 138 kV transmission line from North Pole Substation to Carney Substation. A 27 mile 138 kV transmission line is planned from Goldhill Substation to Gold Mine sub. GVEA is also planning to construct a 100 mile 138/230 kV transmission line from Healy Substation to Fairbanks. A 22 mile long distribution line (24.9 kV) is planned from Cantwell to McKinley Village. Gwitchyaa Zhee Utility Company plans to build a new powerhouse, build a new substation, and install a new 1,000 KVA transformer. The distribution voltage will be upgraded from 2400 volt to 4160 volt. Haines Light and Power Company, Inc. developed a ten year plan including voltage changes at a substation, feeder rebuild, and generator replacements. Igiugig Electric Company is researching a hydroelectric project or possible intertie to the planned Tazimina hydroelectric project. Iliamna Newhalen Nondalton Electric Cooperative is moving forward with a 700 KW run-of-river hydroelectric project (Tazimina). Kotlik Electric received a state grant for installation of two 20,000 gallon bulk fuel storage tanks and replacement of a 150 KW generator with a larger 320 KW generator. Kotzebue Electric Association, Inc. will install three turbine wind engines (80 kwh each) totaling 240 kwh. Koyukuk Municipal Electric Company plans to expand their bulk fuel storage in 1996. Kuiggluum Kallugvia plans to upgrade their electrical distribution system and their generator. Kwig Power Company is upgrading a portion of single phase line to three phase. Manley Utility Company is building a 500 foot three phase line extension to the Manley Hot Springs resort and a .4 mile single phase line extension down Toffty Road. McGrath Light and Power Co. plans to replace some secondary poles. Middle Kuskokwim Electric Cooperative, Inc. is completing the river crossing at Sleetmute. New tanks are planned at Chuathbaluk and they expect to redo lines in Stony River. Nome Joint Utility System plans a new generation plant and is overhauling generator 12. Ouzinkie plans to build a new building and relocate the generators. Pelican Utility Company has started work on rehabilitating it’s dam, penstock, and intake structure. Saint George Electric Utility is monitoring and measuring wind resources and expects to put out a wind power request for proposal in October 1995. Installation of three phase service to the school and a fish processor bunk house is underway. Saint Paul Municipal Electric Utility is researching options for a new power plant, completing electrification to the North dock, and relocating electrical facilities at the airport. The City of Seward began Phase II of the project upgrading mile 8 to mile 18.5 of the Seward Highway from 69 kV line to 115 kV. Sitka Municipal Utility has a 4 megawatt generation and turbine upgrade at Blue Lake hydro scheduled for 1997. 7 72 Tanana Power Company plans to replace their generator during the summer of 1995. NOTES (1) Installed capacity for combustion and steam turbines may vary depending on the ambient temperature ratings used in reporting. For the first time in 16 1988 a uniform rating of 60F was used to determine installed capacity for all utilities. This uniform temperature rating causes an apparent drop in installed capacity. Using the previous varied ratings, however, the total installed capacity for Alaskan utilities would have been 1,665 MW in 1988. Therefore, a slight increase actually occurred from 1987 to 1988 instead of the 50 MW decrease that was reported under the new convention. This program provides information on: the availability of biomass and solid waste fuels in Alaska; the appropriate technologies for solid fuel preparation handling and conversion to thermal and electrical power; and regulatory issues related to development of biomass energy resources. Technical assistance is provided to industry, agencies and individuals interested in biomass energy development. The program publishes a quarterly newsletter, Division of Energy Bioenergy News, which is available free of charge. The Division also manages the Institutional Conservation Program (ICP), which aims to promote energy efficiency in schools and hospitals by providing matching grants for comprehensive energy analyses and for installation of energy-saving capital improvements to eligible institutions. Around $200,000 per year is available to schools and hospitals who are determined eligible for support. In 1988, the Alaska Energy Authority published the First Annual Statistical Report of the Power Cost Equalization Program. This report provides detailed information about the funding, participation, energy use, and utility costs for each participating utility. The fourth statistical report of the Power Cost Equalization program, fiscal year 1993, as well as previous issues of these reports are available upon request.
