The figures show a 3.3% decrease in statewide electric generation from 1992 to 1993. Most of this statewide decrease can be attributed to a 10% drop in industrial electric generation with a majority due to closure of the Sitka pulp mill. In 1993, the legislature made a $43.2 million grant to help construct a new transmission line between Healy and Fairbanks. This line, scheduled for completion January 1997, allows increased intertie sales and efficient transfer of energy when the new 50 megawatt Healy Clean Coal Project is complete. The Anchorage-Kenai intertie, with a state grant contribution of $46.8 million, will provide efficient use of available energy resources and improve the reliability of electric service on the Kenai Peninsula. Commercial operation of this Southern line is expected in year 2000. Another $35 million state loan will assist construction of a transmission line connecting Glennallen and Valdez to the Railbelt system. A $20 million loan to Southeast Alaska will also be used to benefit electric consumers in that area. Hydroelectric projects accounted for 18.3% of Alaska's total electric net generation in 1993. Although only 13% of Alaska's electricity is generated using fuel oil, diesel generation is heavily concentrated in small rural communities throughout the state. These smaller isolated communities rely on the Power Cost Equalization (PCE) program to provide them with affordable energy. In 1993, legislation provided $66.9 million in funding for support of the PCE program, which keeps power costs affordable in rural Alaska. The annual PCE requirements are about $19 million. The Department of Community and Regional Affairs, Division of Energy, assists community efforts to improve generator and distribution system efficiencies and also investigates alternative technologies that will provide cost-effective long-term replacements for diesel generation. Prior to 1985, the federal Alaska Power Administration published the Alaska Electric Power Statistics. Then, the Alaska Energy Authority (formerly the Alaska Power Authority) began gathering statistical data and publishing this annual report. In 1988, the Power Statistics report became a combined effort between the Alaska Systems Coordinating Council and the Alaska Energy Authority. Beginning in 1993, this report became a joint effort between the Alaska Systems Coordinating Council and the Department of Community and Regional Affairs, Division of Energy. This publication includes data on electric utility systems, national defense installations, and industrial facilities that supply power for their own use. Tables and graphs provide different viewpoints on energy use. Most data is presented by region. Installed generation capacity, fuel use, and net generation data form a major part of this report. The report also includes maps of transmission line systems in Alaska, and statistics on power outages. The market data section presents information on utility sales, revenues, and customers, as well as typical monthly residential electric bills for Alaskan communities. The table on page 5 presents a six-year summary of installed capacity and net generation for the utility, industry, and military sectors of the state's electric power producers. As of December 1993, 65% of installed generating capacity was in the utility sector, 28% in the industry sector, and 7% in the military sector. Between 1992 and 1993, total statewide net generation decreased by 3.3%. Natural gas is used to meet approximately 60% of the state's power requirements. The remainder of the state's power requirements are met by hydro 18.3%, oil 13%, coal 7.2%, and other 1.1%. In 1988 a uniform rating of 60F was used for the first time to determine installed capacity for all utilities. This uniform temperature rating caused an apparent drop in installed capacity. Using the previous varied ratings, however, the total installed capacity for Alaskan utilities would have been 1,665 MW in 1988. Therefore, a slight increase actually occurred from 1987 to 1988 instead of the 50 MW decrease that is reported under the new convention. Coffman Cove Electric Utility is constructing a 1.6 mile line extension to Muskeg Subdivision. Cordova Electric Cooperative, Inc. applied for a line extension grant for White Shed Road. Power Creek Hydroelectric Project feasibility is being studied. Diomede Joint Utilities completed an electrification upgrade in July 1994. Eagle Power Company plans to build a 1.6 mile line to Eagle Village. Egegik Light and Power Company is constructing a three-phase 12.5 kV line to the new Egegik airport. Ekwok Electric has completed a grant application for a new generator. Ekwok voted to remain independent and not become a part of Alaska Village Electric Cooperative, Inc. Elfin Cove Electric Utility has a 100 KW hydroelectric project planned. Far North Utilities (Central) is completing an eight mile extension from Central to Circle Hot Springs. False Pass Electric plans line extensions to the city dock and also a residential area. G & K, Inc. plans to upgrade their fuel storage facility to meet new regulations. A conceptual study is planned that would intertie G&K with the proposed King Cove hydroelectric project. G&K is investigating waste heat opportunities. Galena Electric Utility will continue with a 4 year distribution upgrade and install cathodic protection and an electronic leak detection system to the bulk fuel storage tanks. Golden Valley Electric Association, Inc. is planning a 22 mile 138 kV transmission line from North Pole Substation to Carney Substation. A 27 mile 138 kV transmission line is planned from Goldhill Substation to gold mine. GVEA is also planning to construct a 100 mile 138/230 kV transmission line from Healy Substation to Fairbanks. A 22 mile long distribution line (24.9 kV) is planned from Cantwell to McKinley Village. Gwitchyaa Zhee Utility Company plans to move the powerhouse. Haines Light and Power Company, Inc. plans a major overhaul of Engine #2. Igiugig Electric Company is researching a hydroelectric project or possible intertie to the planned Tazimina hydroelectric project. Iliamna Newhalen Nondalton Electric Cooperative is preparing a FERC license application to build a 700 kilowatt run-of-river hydroelectric project (Tazimina). INNEC is now defining project costs, design, construction management plan, and financing plan so that the Department of Community and Regional Affairs can release the balance of a $5 million grant that is intended to cover roughly 50% of the project construction cost. Ketchikan Public Utilities plans to complete the Carlanna rebuild project. KPU’s system-wide voltage upgrade from 4.16 kV to 12.47 kV is almost complete. Rebuild work is planned for Bryant Street and South Tongass. The City of King Cove plans to extend street lights along Harbour Road and redo the electrical line from downtown to Rams Creek subdivision. Kipnuk Light Plant plans a distribution system and powerhouse upgrade. Kokhanok Electric installed a new 125 KW generator in June 1994. Kotlik Electric is still planning to install two 20,000 gallon bulk fuel storage tanks but funds are not available at this time. 69 70 Kotzebue Electric Association, Inc. installed a new engine, Summer 1994. Kuiggluum Kallugvia plans to upgrade their bulk fuel storage tanks. McGrath Light and Power Co. plans to replace some secondary poles. Metlakatla Power and Light is looking into purchasing a 1.1 MWH battery energy storage system. Middle Kuskokwim Electric Cooperative, Inc. is completing the rewiring of the Sleetmute area and upgrading various distribution lines to 7200 volts. Nome Joint Utility System is upgrading switchgear and overhauling generator #9. North Slope Borough Light & Power has projects planned for the communities listed below: Anaktuvuk Pass - Is constructing a generator building that is expected to be complete in December 1994. Point Hope - Plans to renovate their power generating facility. Nuiqsut - Plans to build a new powerhouse. Northway Power & Light is constructing a line extension to connect 11 new HUD homes. Ouzinkie plans to build a new building and relocate the generators. They are also upgrading the distribution system. Pedro Bay Village Council is installing a new distribution system. Pelican Utility Company is considering plans to rehabilitate its dam, penstock, and intake structures. Ruby Electric Company is planning to upgrade the downtown area of Ruby. The City of Seward began Phase II of the project upgrading miles 8 to mile 18.5 of the Seward Highway from 69 kV line to 115 kV. Sitka Municipal Utility has two 800 KW hydro projects that began commercial operation in January 1993. Combined generation of the two projects is estimated at 11 GWH annually. In addition, feasibility studies are underway for the proposed Takatz Lake Hydro; 20 megawatts estimated on line in year 2023. The City of St. George Electric Utility plans to install 1200 KW of wind generation in 1995/96. St. Paul Municipal Electric Utility is completing phase I of the electrical distribution wiring. Extension of service to FAA Lakehill site is planned. Tatitlek Electric Utility has a new dock project planned. Tenakee Springs Electric Utility plans a mini hydro generation plant (150 KW) on Indian River. Thorne Bay Electric Utility is completing engineering and design of a new diesel power plant. A Biomass energy production feasibility study is also underway. Unalakleet Valley Electric Cooperative, Inc. will strengthen their fuel tanks. Unalaska Electric Utility continues work on the new substation. City of White Mountain Utilities installed 25 street lights. City of Wrangell is rebuilding the Zimovia line. NOTES (1) Installed capacity for combustion and steam turbines may vary depending on the ambient temperature ratings used in reporting. For the first time in 1988 a uniform rating of 60F was used to determine installed capacity for all utilities. This uniform temperature rating causes an apparent drop in installed capacity. Using the previous varied ratings, however, the total installed capacity for Alaskan utilities would have been 1,665 MW in 1988. Therefore, a slight increase actually occurred from 1987 to 1988 instead of the 50 MW decrease that was reported under the new convention. Department of Community and Regional Affairs, Division of Energy Department of Community and Regional Affairs, Division of Energy, manages the Alaska Bioenergy Program. This program provides information on: the availability of biomass and solid waste fuels in Alaska; the appropriate technologies for solid fuel preparation handling and conversion to thermal and electrical power; and regulatory issues related to development of biomass energy resources. Technical assistance is provided to industry, agencies and individuals interested in biomass energy development. The program publishes a quarterly newsletter, Division of Energy Bioenergy News, which is available free of charge. The Division also manages the Institutional Conservation Program (ICP), which aims to promote energy efficiency in schools and hospitals by providing matching grants for comprehensive energy analyses and for installation of energy-saving capital improvements to eligible institutions. Around $200,000 per year is available to schools and hospitals who are determined eligible for support. 103 104 In 1988, the Alaska Energy Authority published the First Annual Statistical Report of the Power Cost Equalization Program. This report provides detailed information about the funding, participation, energy use, and utility costs for each participating utility. Another publication of interest is Selected Alaskan Electric Utilities Ata Glance. Thirty-seven electric utilities/agencies are included, representing all utilities with more than 1,000 customers.
