STATE OF ALASKA DEPARTMENT OF COMMUNITY AND REGIONAL AFFAIRS We cao DIVISION OF ENERGY ALASKA SYSTEMS COORDINATING COUNCIL CO-SPONSOR'S MESSAGE The Alaska Systems Coordinating Council and the State of Alaska, Department of Community and Regional Affairs, are happy to provide the 1992 edition of Alaska Electric Power Statistics. The figures show a 1.2% increase in statewide electric generation from 1991 to 1992. On May 12, 1993, Alaska's Governor Walter J. Hickel, signed into law legislation that will benefit electricity consumers around the state for decades to come. Money previously set aside for electric intertie construction was released and a commitment, including $66.9 million funding, was made to long-term support of the Power Cost Equalization (PCE) program, which keeps power costs affordable in rural Alaska. The legislation makes a $43.2 million grant to help construct a new transmission line between Healy and Fairbanks and allows increased intertie sales and efficient transfer of energy when the new 50 MW Healy Clean Coal Project is complete. The Anchorage- Kenai intertie grant of $46.8 million represents approximately half the cost of a transmission line that will provide efficient use of available energy resources and improve the reliability of electric service on the Kenai Peninsula. Another $35 million state loan will assist construction of a transmission line connecting Glennallen and Valdez to the intertied Railbelt system. A $20 million loan to Southeast Alaska will also be used to benefit electric consumers in that area. Hydroelectric projects accounted for 17.4% of Alaska's total electric net generation in 1992. This significant increase from 14.3% in 1991 is directly attributable to the first full year of operation at Bradley Lake Hydroelectric Project. Less than 13% of Alaska's electricity is generated using fuel oil. However, diesel generation is heavily concentrated in small rural communities throughout the state. These smaller isolated communities rely on the PCE program to provide them with affordable energy. The Department of Community and Regional Affairs, Division of Energy, assists community efforts to improve generator and distribution system efficiencies and also investigates alternative technologies that will provide cost-effective long-term replacements for diesel generation. Prior to 1985, the federal Alaska Power Administration published the Alaska Electric Power Statistics. Then, the Alaska Energy Authority (formerly the Alaska Power Authority) began gathering statistical data and publishing this annual report. In 1988, the Power Statistics report became a combined effort between the Alaska Systems Coordinating Council and the Alaska Energy Authority. Beginning in 1993, this report will be co-sponsored by the Alaska Systems Coordinating Council and the Department of Community and Regional Affairs, Division of Energy. This publication includes data on electric utility systems, national defense installations, and industrial facilities that supply power for their own use. Tables and graphs provide different viewpoints on energy use. Most data is presented by region. Installed generation capacity, fuel use, and net generation data form a major part of this report. The report also includes maps of transmission line systems in Alaska, and statistics on power outages. The market data section presents information on utility sales, revenues, and customers, as well as typical monthly residential electric bills for Alaskan communities. The table on page 5 presents a six-year summary of installed capacity and net generation for the utility, industry, and military sectors of the state's electric power producers. As of December 1992, 65.5% of installed generating capacity was in the utility sector, 27.3% in the industry sector, and 7.2% in the military sector. Between 1991 and 1992, total statewide net generation increased by 1.2%. Natural gas is used to meet approximately 60% of the state's power requirements. The remainder of the state's power requirements are met by hydro 17.4%, oil 12.7%, coal 6.5%, and other 3.6%. In 1988 a uniform rating of 60F was used for the first time to determine installed capacity for all utilities. This uniform temperature rating caused an apparent drop in installed capacity. Using the previous varied ratings, however, the total installed capacity for Alaskan utilities would have been 1,665 MW in 1988. WORK IN PROGRESS 65 WORK IN PROGRESS AS REPORTED JULY 1993 Akiachak Native Community Electric Company installed a new 320 KW generator in September 1992. Plans are now being made to dike their fuel storage area. The City of Akhiok plans to install a 65 KW Perkins generator in April 1994. Alaska Electric Light and Power Company plans to purchase and install a 3.5 MW solar gas turbine. Loop substation is scheduled to be rebuilt. Alaska Power and Telephone Company has projects planned for the communities listed below: Skagway - Will construct a 4 mile line extension from the town of Skagway to the U.S. Customs Station. Tok - Plans to upgrade some of the downtown lines from 2400 volts to 7200 volts. The 34.5 kV Ring bus at Plant 1 is being split into 2 buses for added reliability. Barrow Utilities & Electric Coop., Inc. is upgrading feeders with larger conductors. Beaver Joint Utilities - Electric will transport used generator batteries out of the village. Chitina Electric, Inc. plans a line extension 8 miles out the Edgerton Highway. Chugach Electric Association, Inc. is completing a 34.5 kV sub transmission line from Huffman Substation to Hillside Substation. Major projects include: Beluga units #1 and #2 exhaust replacement, Beluga #6 major overhaul, substation rebuilds at Campbell Lake and Jewel Lake, and construction of the new Baxter Substation. Coffman Cove Electric Utility plans a new power plant. Cordova Electric Cooperative, Inc. applied for a line extension grant for White Shed Road. Power Creek Hydroelectric Project feasibility is being studied. Eagle Power Company plans two single-phase distribution line extensions. Egegik Light and Power Company is engineering and constructing a three-phase 12.5 kV line to the new Egegik airport. Ekwok Electric may become a part of Alaska Village Electric Cooperative, Inc. Elfin Cove Electric Utility has a 100 KW hydroelectric project planned. Far North Utilities (Central) began work on an eight mile extension to Circle Hot Springs. G & K, Inc. plans to upgrade their fuel storage facility to meet new regulations. A conceptual study is planned that would intertie G&K with the proposed King Cove hydroelectric project. Galena Electric Utility will finish a 15 kV underground cable for the Federal Aviation Administration. Other projects planned include fencing and lighting of the bulk tank storage facility, and a new transformer separating the US Air Force and the City of Galena's distribution system. Golden Valley Electric Association, Inc. is planning a 22 mile 138 kV transmission line from North Pole Substation to Carney Substation. A 27 mile 138 KV transmission line is planned from Goldhill Substation to Goldmine. GVEA is also planning to construct a 100 mile transmission line from Healy Substation to Fairbanks. Gwitchyaa Zhee Utility Company is working on the Federal Aviation Administration line. Haines Light and Power Company, Inc. plans a 30' x 30! vehicle storage building. 69 70 Igiugig Electric Company is researching a hydroelectric project. Airport upgrades are planned including installation of runway lights. Ketchikan Public Utilities plans construction of a new substation in the Mountain Point area. The Ward Cove Substation will be upgraded to 7200 volts with installation of a surplus transformer from Ketchikan Substation. Rebuild work on lines is planned for; NEFCO road, Ketchikan Substation feeders 1, 2, and 5, the Carlanna area, and the area between Ward Cove Substation and Bailey Substation. A loop from College Court to the Kayhi project will upgrade service to Ketchikan High School. The City of King Cove plans to extend service to the harbor haul-out area and redo the downtown taps. Kokhanok Electric will upgrade their electrical system from 480 to 7200 volts beginning in July 1993. Plans include replacing a 35 KW generator with a 150 KW unit. Koliganek Village Council plans distribution system improvement. Kotlik Electric Service plans improvements to their 20,000 gallon fuel storage tank facility. Kotzebue Electric Association, Inc. will install a waste heat line to the new hospital. Kuiggluum Kallugvia is planning to upgrade their bulk fuel storage tanks. Kwig Power Company will upgrade its power house and plans to expand their fuel storage facility. Manley Utility Company, Inc. plans to install a new generator. Manokotak Power Company will install cement sidings to their tank farm dike. McGrath Light and Power Co. plans to raise primary voltage from 2400 volts to 4160 volts in 1993-1994. Metlakatla Power and Light is looking into purchasing a 1.1 MWH battery energy storage system. Middle Kuskokwim Electric Cooperative, Inc. is rewiring the Sleetmute area and upgrading Crooked Creek from 4160 to 7200 volts. Possible upgrades to 7200 volts are being considered for Stony River, Red Devil, and Chuathbaluk. Naknek Electric Association, Inc. installed an 865 KW generator in June, 1993. Nome Joint Utility System is installing two new 20,000 gallon fuel tanks. Pelican Utility Company is considering plans to rehabilitate its dam, penstock, and intake structures. The City of Seward began Phase I-B, upgrading miles 8 to mile 18.5 of the Seward Highway from 69 kV line to 115 kV. Sitka Municipal Utility has two 800 KW hydro projects that began commercial operation in January 1993. Combined generation of the two projects is-estimated at 11 GWH annually. In addition, feasibility studies are underway for the proposed Takatz Lake Hydro; 20 megawatts estimated on line in year 2013. The City of St. George Electric Utility is upgrading their electrical system. St. Paul Municipal Electric Utility is installing a 650 KW generator and plans to purchase a 275 KW generator. Extension of service to FAA Lakehill site is planned. Tatitlek Electric Utility has a new dock project planned. Tenakee Springs Electric Utility extended electric service to the harbor area in June 1993. A mini hydro generation plant (150 KW) on Indian River is being planned. Kake - plans 20 new services at the boat harbor and a feeder to Kake Cold Storage. Kasaan -__ plans new switch gear. Umnak Power Company will complete installation of a new 50 KW generator set.
