The figures show a 3% increase in statewide electric generation from 1989 to 1990. This increase in net generation reflects a continued economic rebound in the state. Alaska's electric utilities are meeting the challenges of uncertain fuel prices by reducing dependence on any particular fuel. The Bradley Lake Hydroelectric Project (largest hydroelectric facility in Alaska) began commercial operation September 1, 1991. Bradley Lake provides 90 MW of generating capacity to nearly 72% of the State's population. The proposed Healy Clean Coal Project has also received funding and will supply an additional 50 MW of generating capacity when complete in 1996. In addition, Alaska's utilities continue to work with the legislature to fund construction of the proposed northern and southern interties. Currently only 11% of Alaska's electricity is generated using fuel oil. However, diesel generation is heavily concentrated in small rural communities throughout the state. These smaller isolated communities rely on the Power Cost Equalization (PCE) program to provide them with affordable energy. The Alaska Energy Authority is assisting community efforts to improve generator and distribution system efficiencies and is promoting coordination for inter-community cooperation. Alaska's utilities are busy planning for their customers' needs well into the next century. The Alaska Systems Coordinating Council recently adopted planning and operating standards for inter-connected utilities. Generating capacity and transmission interties require many years from conception to completion and will be available only if we plan now for the future. Prior to 1985, the federal Alaska Power Administration published the Alaska Electric Power Statistics. Since then, the Alaska Energy Authority (formerly the Alaska Power Authority) has been responsible for gathering statistical data and publishing this annual report. In 1988, the Power Statistics report became a combined effort between the Alaska Systems Coordinating Council and the Alaska Energy Authority. This publication includes data on electric utility systems, national defense installations, and industrial facilities that supply power for their own use. Tables and graphs provide different viewpoints on energy use. Most data is presented by region. Installed generation capacity, fuel use, and net generation data form a major part of this report. The report also includes maps of transmission line systems in Alaska, and statistics on power outages. The market data section presents information on utility sales, revenues, and customers, as well as typical monthly residential electric bills for Alaskan communities. The table on page 5 presents a six-year summary of installed capacity and net generation for the utility, industry, and military sectors of the state's electric power producers. As of December 1990, 64.3% of installed generating capacity was in the utility sector, 28.8% in the industry sector, and 6.9% in the military sector. Between 1989 and 1990, total statewide net generation increased by 3.0%. Natural gas is used to meet approximately two-thirds of the state's power requirements. The remainder of the state's power requirements are met by hydro 13.7%, oil 11.1%, coal 7.0%, and other 4.0%. In 1988 a uniform rating of 60F was used for the first time to determine installed capacity for all utilities. This uniform temperature rating caused an apparent drop in installed capacity. Using the previous varied ratings, however, the total installed capacity for Alaskan utilities would have been 1665 MW in 1988. Therefore, a slight increase actually occurred from 1987 to 1988 instead of the 50 MW decrease that is reported under the new convention. In April 1990, a new 257 KW Deutz generator was installed and the existing 100 KW and 150 KW generators were connected in parallel. During 1990 the distribution system was upgraded from 208 volts to 480 volts. The City of Akhiok is planning erosion control measures at their tank farm. Alaska Electric Light and Power Co. will install voltage regulators at Capital Avenue substation and larger regulators at the Airport substation. Alaska Power and Telephone has projects for the communities listed below: Craig/Klawock - A license for the Black Bear Lake hydroelectric project has been filed. This 4.5 MW project is expected to be on line sometime in 1996. Skagway - Install a new spillway at the hydro site and prepare for installation of a new diesel generator set during 1991. Tok - Upgrade a feeder from 2.4 kV to 12.5 kV. Plans to build a new substation have been canceled and instead a transformer was replaced. A new 375 KW D3412 Caterpillar generator set was installed during the fall of 1990. Hydaburg Anchorage Municipal Light & Power is planning a 115 kV line relocation along the Seward Highway from Northern Lights Blvd. to Fireweed Lane. Additional cable replacement projects and overhead to underground conversions are also planned. Arctic Utilities Inc. increased their installed capacity from 6 MW to 13 MW during 1990. Barrow Utilities and Electric Cooperative, Inc. plans to convert 4 miles of line from 2400 volts to 4160 volts. 67 Bradley Lake Hydroelectric project is a 90 MW facility near Homer. This project was dedicated in September 1991. Chitina Electric, Inc. is converting one engine to a heat recovery system. Chitina Electric is planning to change their primary voltage from 2400 volts to 4160 volts. Chugach Electric Association is rebuilding the Quartz Creek substation and upgrading the University substation. The 115 kV crossing of Kenai Lake is being upgraded as well as a section of 115 kV line between University and Quartz Creek. Copper Valley Electric Association is considering Sheep Mountain Phase II which would extend service to approximately mile 110 on the Glenn Highway. In Valdez, feasibility studies are being done on service to a 2 MW refinery load and SCADA installation will be completed in 1991. Cordova Electric Cooperative's Humpback Creek Hydroelectric project (installed capacity 1,250 KW) is on-line as of May 1991. Annual production is estimated at 3,900 MWH. Diomede Joint Utilities intends to install new fuel storage tanks. Eagle Power Company, Inc. lost their generating plant to a fire on December 28, 1990. A new generation building (with a waste heat recovery system) will be constructed in 1991. Egegik Light and Power Company anticipates construction of a new power station with waste heat capabilities. Plans are also under way to extend power lines across the Egegik river to North Egegik. Elfin Cove Utility has a 100 KW hydroelectric project planned. Ekwok Electric is planning to install a new 50 KW generator. Far North Utilities (Central) is planning an 8 mile extension to Circle Hot Springs. The City of Galena constructed in 1990; a new 4,300 KW power plant and bulk fuel storage for 700,000 gallons of diesel fuel. G&kK, Inc. is completing inside construction on a new shop and office building. Renovation of two company houses is also underway. Golden Valley Electric Association, Inc. is planning a 22 mile 138 kV transmission line from North Pole Substation to Carney Substation. Haines Light and Power Company, Inc. experienced a fire (12/90) in one of their generating units (800 KW). A new 3516 Caterpillar unit was installed as a replacement in April 1991. Hazardous material containment will be investigated in 1991 and a fuel tank filter and meter will be installed. Igiugig Electric Company is planning installation of a 65 KW generator to accommodate the larger load from the public water/sewer system. Ipnatchiaq Electric Company (Deering) is considering a waste heat system, automated switchgear for paralleling operations, and bulk fuel storage requirements. Ketchikan Public Utilities is upgrading a major portion of the 34.5 kV transmission/distribution line (10% complete as of 5/91). KPU will replace one substation in 1991 and construct 1.5 mile of three phase 12.5 kV line. Kodiak Electric Association Inc. is planning to construct a new substation at Pillar Mountain. Kotlik Electric Service is planning improvements to their 20,000 gallon fuel storage tank facility and investigating the purchase of a larger generator to meet increased demand. Kotzebue Electric Association, Inc. is planning to install a waste heat line to the new hospital. Feeder 3 is being upgraded. Kuiggluum Kallugvia (Kwethluk) is planning to upgrade its bulk fuel facilities. Kwig Power Company completed construction of a new smaller powerhouse in May 1991. Larsen Bay Utility Co. recently completed construction of a 475 KW hydroelectric project. This project was dedicated in August 1991. Levelock Electric Cooperative completed installation of more efficient engines and is planning a three phase line extension to a new village shop. Manokotak Power Company is planning installation of a smaller 50 KW generator for summer use when 95% of the residents leave the community to go fishing. 69 70 91Q3\JD1588 McGrath Light and Power Co. plans to raise primary voltage from 2400 volts to 4160 volts in 1993. Naknek Electric Association, Inc. completed dike construction for the tank farm in the fall of 1990. Generator 1 (350 KW) is being replaced in the summer of 1991 with an 865 KW caterpillar unit. Generators 2 & 3 will be replaced in 1992 and 1993, respectively. Nome Joint Utility System is working on a five year plan that will include a new power plant with a waste heat system. Pelican Utility Company is considering plans to rehabilitate its dam, penstock, and intake structures. Petersburg Municipal Power and Light has plans to purchase a 2,500 KW standby generator before December 1991. Port Heiden is planning to approximately double their installed capacity from 125 KW to 205 KW. Puvurnaq Power Company (Kongiganak) completed installation of a new Deutz 150 KW generator set. Sand Point Electric Inc. completed construction of its new powerhouse in October 1990. This year several distribution lines will be upgraded from 2400 volts to 7200 volts. The City of Seward plans to replace 25 miles of 69 kV line that goes from, Lawing to Seward, with 115 kV transmission line. Sitka Municipal Utility has two small hydro projects that are scheduled to come on- line in 1992. Combined generation of the two projects is estimated at 11 GWH annually. The proposed Takatz Lake Hydro is estimated at 75 GWH annual generation and is not expected to be available until 1999. Tenakee Springs Electric Utility is planning to extend electric service to the harbor area. A mini hydro generation plant (150 KW) may be built on Indian River. Thorne Bay Electric Utility is planning a line extension to the new sewer treatment plant. Tlingit-Haida Regional Electrical Authority has projects planned for the communities listed below: Angoon - Anew 20,000 gallon fuel storage tank is planned. Hoonah - Experienced a fire in their power plant on January 13, 1991. The power plant and substation are being rebuilt and two new generators and switch gear will be installed. Kake - Anew 20,000 gallon fuel storage tank is planned for 1992. Unalaska Electric Utility installed a new fuel and exhaust system at its powerhouse. A second 34.5 kV switch was also installed. This report includes current information on reconnaissance, feasibility, design and construction of power projects, rural technical assistance projects, research work, and the Power Cost Equalization Program. The Alaska Energy Authority manages the Alaska Bioenergy Program. This program provides information on: the availability of biomass and solid waste fuels in Alaska; the appropriate technologies for solid fuel preparation handling and conversion to thermal and electrical power; and regulatory issues related to development of biomass energy resources. Technical assistance is provided to industry, agencies and individuals interested in biomass energy development. The program publishes a quarterly newsletter, Alaska Bioenergy News, which is available free of charge. In 1988, the Alaska Energy Authority published the First Annual Statistical Report of the Power Cost Equalization Program. This report provides detailed information about the funding, participation, energy use, and utility costs for each participating utility. The Third Annual Statistical Report of the Power Cost Equalization Program was published in October 1991. Copies of these reports are available upon request. Another publication of interest is Selected Alaskan Electric Utilities ata Glance. Thirty-five electric utilities/agencies are included representing all utilities with more than 1,000 customers. Alaska Public Utilities Commission Annual Report to the Alaska Legislature The APUC provides an annual synopsis of Commission activities concerning all regulated utilities. In electric utility areas, the report also provides information on the Power Cost Equalization Program, utility finances, a sampling of regulated utility power rates and a complete list of certificated electric utilities. The Alaskan Public Utilities Commission also has available Federal Energy Regulatory Commission (FERC) reports and Rural Electrification Association (REA) reports that have been filed by utilities.
