Box 190869 701 East Tudor Road Anchorage, Alaska 99519-0869 Anchorage, Alaska 99519-0869 CO-SPONSORS’ MESSAGE The Alaska Systems Coordinating Council and the Alaska Energy Authority are happy to provide the 1989 edition of Alaska Electric Power Statistics. The figures show a 2.7% increase in statewide electric generation from 1988 to 1989. This increase in net generation reflects a modest economic rebound in the state. Alaska’s electric utilities are meeting the challenges of uncertain fuel prices through a variety of measures designed to reduce dependency on any particular fuel. In less than a year the Bradley Lake Hydroelectric Project (the largest hydroelectric facility in Alaska) will be providing 9) MW of generating capacity for utility customers throughout the Railbelt region. The proposed Healy Clean Coal Project has also received funding and will supply an additional 50 MW of generating capacity when complete in 1996. In addition, Alaska’s utilities continue to work with the legislature to fund construction of the proposed northern and southern interties. Currently only 11% of Alaska’s electricity is generated using fuel oil. However, diesel generation is heavily concentrated in small rural communities throughout the state. These smaller isolated communities rely on the Power Cost Equalization (PCE) program to provide them with affordable energy. The PCE program will play an even more critical role if oil prices continue to rise. Alaska’s rural utilities are taking actions to offset these rising oil prices. The Alaska Energy Authority is assisting community efforts to improve generator and distribution system efficiencies and is promoting coordination for inter-community cooperation. Cooperation allows economies of scale for fuel purchases, insurance coverage, system maintenance, utility management, and other utility functions. Alaska’s utilities are busy planning for their customers’ needs well into the next century. The Alaska Systems Coordinating Council Reliability Criteria subcommittee is currently drafting a set of planning and operating standards for the inter-connected utilities in the Railbelt. Generating capacity and transmission interties require many years from conception to completion and will be available only if we plan now for the future. We welcome your comments on this edition of Alaska Electric Power Statistics and your suggestions for future editions. If you have any questions or suggestions please feel free to call Penny Haldane, Statistical Analyst, at the Alaska Energy Authority, (907) 561-7877. q ert E. esche Executive Director Council Chairman Alaska Energy Authority Alaska Systems Coordinating Counci TABLE OF CONTENTS Alaska Electric Power Statistics Introduction (1960 - 1989).........ssssssssssssssesees Summary Alaska Installed Capacity and Net Generation (CL SSATVI OSD) Rierensncereserssresssssestensenncteceretssessesremrrstseneeresreestasenseresresrsnreesteeseusenreserrerrey Alaska Communities and Electric Utilities - 1989 (Map) .........ssssessssssssseesseeese Alaska Electric Utility Abbreviations..........sssessssssessssssssesseesessssssessessesssssenseseenes (General! Prior to 1985, the federal Alaska Power Administration published the Alaska Electric Power Statistics. Since then, the Alaska Energy Authority (formerly the Alaska Power Authority) has been responsible for gatherin, statistical data and publishing this annual report. In 1988, the Power Statistics report became a combined effort between the Alaska Systems Coordinating Council and the Alaska Energy Authority. This publication includes data on electric utility systems, national defense installations, and industrial facilities that supply power for their own use. Tables and graphs provide different viewpoints on energy use. Most data is presented by region. Installed generation capacity, fuel use, and net generation data form a major part of this report. The report also includes information on transmission line systems in Alaska, and statistics on power outages. The market data section presents information on utility sales, revenues, and customers, as well as typical monthly residential electric bills for Alaskan communities. The table on page 5 presents a six-year summary of installed capacity and net generation for the utility, industry, and military sectors of the state’s electric power producers. As of December 1989, 65.1% of installed generating capacity was in the utility sector, 28.0% in the industry sector, and 6.9% in the military sector. Between 1988 and 1989, total statewide net generation increased by 2.7%. Natural gas is used to meet two-thirds of the state’s power requirements. The remainder of the state’s power requirements are met by hydro 12.9%, oil 11.0%, coal 6.7%, and other 3.7%. In 1988 a uniform rating of 60F was used for the first time to determine installed capacity for all utilities. This uniform temperature rating caused an apparent drop in installed capacity. Using the previous varied ratings, however, the total installed capacity for Alaskan utilities would have been 1665 MW in 1988. Therefore, a slight increase actually occurred from 1987 to 1988 instead of the 50 MW decrease that is reported under the new convention. (2) Installed capacity for combustion and steam turbines may vary depending on the ambient temperature ratings used in reporting. For the first time in 1988 a uniform rating of 60F was used to determine installed capacity for all utilities. This uniform temperature rating causes an apparent drop in installed capacity. Using the previous varied ratings, however, the total installed capacity for Alaskan utilities would have been 1665 MW in 1988. Therefore, a slight increase actually occurred from 1987 to 1988 instead of the 50 MW decrease that was reported under the new convention. te AEA/ASCC Alaska Installed Capacity Historical Summary Utility and Non—Utility (1960 — 1989) 2500 + 2000 + Cumulative Alaska Total Installed '900 7 Non-Ulility Capacity Bs (MW) 1000 + Utility 500 +. 0 1960 1965 1970 1975 1980 1985 AEA/ASCC e Year 1960 1961 1962 1963 1964 1965 1966 1967 1968 1969 1970 1971 1972 1973 1974 1975 1976 1977 1978 1979 1980 1981 1982 1983 1984 1985 1986 1987 1988 1989 NOTES ALASKA INSTALLED CAPACITY (KW) HISTORICAL SUMMARY 1960-1989 UTILITY, NON-UTILITY, NATIONAL DEFENSE National Other TOTAL TOTAL Defense Non-Utility (1) Non-Utility Utility 295, 100 [22555 ’ , ' ' 251,400 52,100 303,500 148,695 251,500 52,000 303,500 169,968 252,200 52,000 304,200 202,243 245,100 58,800 303,900 218,582 216,300 62,900 279,200 242,812 217,800 66,300 284,100 254,418 221,000 66,300 287,300 260,273 239,700 63,800 303,500 339,688 243,700 100,700 344,400 347,013 252,400 102,700 355,100 406 ,596 252,100 102,700 354,800 472,955 256,900 130,900 387,800 533,639 244,600 131,500 376,100 650,100 245,400 166,500 411,900 723,638 224,700 179,000 403,700 763,498 208, 700 260,800 469,500 971,799 202,600 412,400 615,000 1,038,270 208,600 450,000 658,600 1,132,590 208,600 450,900 659,500 1,257,835 208,600 479,200 687,800 1,285,237 206,000 494,900 700,900 1,383,709 201,100 502,000 703,100 1,418,344 218,100 542,800 760,900 1,452,037 204,200 538,400 742,600 1,605,485 169,400 533,300 702,700 1,601,714 151,285 601,129 752,414 1,658,200 169,670 660,098 829, 768 1,655,373 170,880 652,123 823,003 1,603,984 171,075 691,931 863,006 1,610,966 (2) TOTAL ALASKA ; 452,195 473,468 506,443 522,482 522,012 538,518 547,573 643, 188 691,413 761,696 827,755 921,439 1,026,200 1,135,538 11 167,198 11.441,299 1/653, 270 11791; 190 1,917,335 1,973,037 2,084,609 2121444 2,212,937 2,348,085 2,304,414 2,410,614 2,485,141 2/426,987 2,473,972 (1) Other Non-Utility includes private industry, state, and federal facilities (with the exception of federal and state hydroelectric projects which are included in Total Utility figures).
