Governor Alaska Energy Authority A Public Corporation Dear Alaskan: Last year, the Alaska Energy Authority published the_First Annual Statistical Report of the Power Cost_Equalization Program. This report provided a comprehensive analysis of the Power Cost Equalization (PCE) program as well as the two programs which preceded it; the Power Cost Assistance (PCA) program and the Power Production Cost Assistance (PPCA) program. The factual information included in this report helped provide a more accurate perspective of the these programs. This year, the Second Annual Statistical Report of the Power Cost Equalization provides data for FY 89 and makes some observations about recent trends. Perhaps the most significant observation is'that during the past couple of years there has been only a slight increase in the cost of the program despite an increase in the number of customers who receive PCE benefits and in the amount of PCE eligible kilowatt-hours used per customer. The reason why program costs have not kept pace with increases in consumption is that utility costs have gone down during the past couple of years, primarily because of lower fuel costs. The principal factors that contribute to fuel costs are the; 1, price of fuel, z% diesel generator efficiency, and 3. system losses. As the statistics demonstrate, last year rural utilities experienced improvements in all three factors. Although a variety of reasons can be used to explain the reduction in fuel costs, it appears that the emphasis by many rural utilities and the AEA to improve efficiencies has produced some beneficial results. While there is a limit to how many efficiency improvements can be made, the statistics indicate that many of the smaller utilities still have room for improvement. Until we reach some point of diminishing returns, the AEA will continue its efforts to improve the efficiencies of rural utilities and use the PCE statistics as a compass for directing its efforts. INTRODUCTION According to its enabling legislation (AS 44.83.162-165), the purpose of the Power Cost Equalization (PCE) program is to equalize the "power cost per kilowatt-hour at a cost close or equal to the mean of the cost per kilowatt-hour in Anchorage, Fairbanks and Juneau". The PCE program receives funding from the State of Alaska through its annual Operating Budget. The program is administered by the Alaska Public Utilities Commission (APUC) and the Alaska Energy Authority (AEA). The APUC determines if a utility is eligible to participate and, if so, establishes the amount of PCE assistance per kilowatt-hour that it may receive. To receive PCE assistance, eligible utilities are required to submit monthly reports to the AEA which verifies the data and then makes the appropriate disbursement to the utility. Each utility is required to distribute the assistance to its customers by reducing its charges according to a formula provided by the statutes. The monthly PCE reports submitted by the utilities provide substantial data about the operation of electric utilities in rural Alaska. This data is used by utilities and the AEA to provide information about electrical energy consumption by rural customers, the cost of providing electricity, and the efficiency by which the electricity is being generated and distributed. Last year, in order to provide better access to this data, the AEA produced the First Annual Statistical Report of the Power Cost Equalization Program. This report provided information on the PCE program from its inception in FY 85 through FY 88. In addition the report summarized information on the two programs that preceded PCE: namely, the Power Production Cost Assistance (PPCA) program which was in effect in FY 81 and the Power Cost Assistance (PCA) program which was in effect from FY 82 through the first quarter of FY 85. This year, the Secon ual Statistic rt_of the Power Cost Equalization Program provides an update of program statistics and a discussion of major findings. Ultimately, it is intended that statistics for the PCE program will be prepared in conjunction with production of the annual compilation of Alaska Electric Power Statistics. The accuracy of the statistics presented in this report is largely dependent on the accuracy of the data submitted by the utilities. These data are reviewed by AEA staff only for obvious mistakes and calculation errors. Although there have been considerable improvements during the past year or two in the quality of data reporting, mistakes as well as lack of data reporting still occurs. For example, some utilities still do not have sufficient metering to provide all of the data that is being requested on the monthly forms. To correct this problem, the AEA has been providing utilities, based on their request, with meters and technical assistance for installing and reading the meters. 1T7940(1) II. THE CURRENT PCE PROGRAM A. PCE PARTICIPANTS In FY 89, 103 utilities were eligible to participate in the PCE program (see Table I and Figure 1 for a listing). These utilities serve 172 communities throughout rural Alaska. B. PROGRAM STATISTICS FOR FY 89 Table II provides summary statistics of the FY 89 PCE program and a comparison to FY 88. The FY 88 statistics have been revised from last years report because of adjustments that were made after the report was published. The statistics for this table are derived from data in Table III- for FY 89 and Appendix A for FY 88. In comparing FY 89 to FY 88, several significant points can be noted. 1. 1T7940(2) Table II makes a distinction between disbursements and required payments. Disbursements includes payments that are required by the PCE formula as well as adjustments for previous under or over payments which sometimes date back to previous fiscal years. Required payments are the total number of eligible kwh’s times the PCE rate. Although disbursements give the actual cash flow for the program, required payments more accurately reflects current program needs. Regarding required payments, FY 89 experienced a slight increase (0.6%) over FY 88. This indicates that higher program costs due to increases in total consumption by PCE recipients have been nearly offset by utility cost reductions. The number of eligible utilities increased by one from FY 88 to FY 89 but the number of utilities that actually participated in the PCE program, as well as the number of communities served, decreased by two. The reason for the decrease is that the APUC suspended several utilities from the program because they did not file annual PCE reports. Six of these utilities never participated in the program during FY 89 compared to three the previous year. According to the Alaska Electric Power Statistics, utilities that serve the urban centers of Alaska generally experienced a decline in number of customers from 1987 to 1988 which includes half of FY 89. Rural utilities, however, experienced an increase in customers from FY 88 to FY 89 for each class with an overall increase of 2.8% in total customers. The total number of commercial customers increased by 4.4%. However, some utilities claimed PCE payments (and therefore reported data) for fewer months in FY 89 (1,792) than in FY 88 (1,879). Weighted average consumption of PCE eligible kwh per month per commercial customer increased by 2.0%. Total PCE eligible kwh’s sold in the commercial class increased by 4.1%. The number of community facility customers increased slightly (0.9%) from FY 88 to FY 89 but total consumption of PCE eligible kwh’s dropped by 4.5%. Weighted average consumption per capita in this category also went down by 1.4% from 21.5 to 21.2. Generation efficiency (measured in terms of kwh sold/gallon of fuel) improved by 3.5% and apparent system losses were reduced by 10.1%. Operating costs, which is one of the two primary cost components used in determining the PCE rate, declined by 1.1% and operating costs per kwh sold went down by 4.0%. A comparison of the Annual Statistics for FY 88 and FY 89, however, reveals that some of the larger utilities did not report all of their FY 89 operating costs on AEA’s monthly forms. If these costs had been reported, total operating costs for FY 89 would have exceeded $33,800,000 which amounts to an increase of at least 4.4% over FY 88. Also, operating costs per kilowatt hour sold would have increased by at least 1.0% to 12.5 cents per kwh. Total fuel costs, which is the other primary cost component used in establishing the PCE rate, declined in FY 89. The decline can be attributed to improvements in all three components that determine fuel costs which are generation efficiency (3.5%), system losses (-4.9%), and fuel prices (-12.3%). Although the average fuel price for FY 89 was less than FY 88, significant increases occurred during the spring of 1989 which will not be apparent until FY 90. The average PCE rate (required payments/total eligible kwh’s) declined from 14.29 cents per kwh in FY 88 to 14.12 cents per kwh in FY 89 which is consistent with the efficiency improvements and cost reductions that occurred over this period. Based on total eligible kwh’s, the reduction in PCE rate resulted in a savings to the program of $206,994 for FY 89. c. FY 89 STATISTICS BY UTILITY Table III provides an account, by utility, of the FY 89 program statistics summarized by Table II . This data allows utilities to compare their statistics to other utilities of similar operation. Also, the AEA refers to this data for prioritizing services to those utilities that request technical assistance in order to achieve better efficiencies. Data between the listing of utilities and the broken vertical line to the right was taken directly from AEA’s FY 89 Monthly PCE Statistics Reports. The data to the right of the broken vertical line shows the results of calculation based on these statistics. Appendix B describes the formulas used for these calculations. Some utilities did not provide 12 months of data (see Appendix C for a listing). This required adjustments when calculating some ratios. For instance, if a utility did not report operating costs for one month, the kwh’s sold for that month were subtracted from the operating costs/kwh sold calculation. , A blank (-) was used when the datum is either not applicable, missing, or not reasonable (i.e. unrealistically low system losses). No attempt was made to estimate missing operating expenses, kwh’s sold, or kwh’s consumed. If either fuel consumed or fuel costs was missing, however, it was calculated providing fuel price was not missing. If kwh’s generated was missing, kwh’s sold was substituted in order to reduce the magnitude of error in the program Statistics. Appendix A includes a revised version of FY 88 statistics. These statistics include adjustments that were made with several utilities after last years report had been published. Also, the method used for calculating some weighted averages was changed to eliminate a slight element of double counting. The weighted average for Residential and Commercial PCE KWH/CUST/M was based on the number of customers rather than the eligible KWH’s. the weighted average for KWH/M/POP for community facilities was based on community population. HISTORICAL PERSPECTIVE Last years report reviewed the history of the PPCA, PCA, and PCE programs. The report described the changes that occurred with each program change. Generally speaking, each change resulted in broader participation by utilities and consumers as well as higher program costs. The report also analyzed participation in the PCE program by size of utility. It found that smaller utilities (less than 200 customers) tend to have higher PCE rates but less kwh consumption per customer and less per capita income. Table VI provides an updated version of key statistics regarding the PPCA/PCA/PCE programs. Unlike last year, this years report will concentrate only on trends that apply to years when the PCE program has been in effect. Review of Table VI yields the following observations. 1. Since its inception in FY 85, the cost of the PCE program has been relatively stable. This is mostly due to offsetting trends for the two primary factors that contribute to program costs; electrical consumption by customers and utility costs that are eligible for inclusion in determining PCE rates. As illustrated by Figure 2, there has been a consistent rise in the amount of kwh’s consumed that are eligible for PCE which adds to the costs of the program. At the same time, there has been a consistent decline in the average PCE rate due to lower fuel and operating costs incurred by PCE utilities. Two formulas are used for calculating PCE benefits; one applies to community facilities and the other applies to all other customers (mostly residential and commercial). For both formulas, the amount of kwh’s that are eligible for PCE benefits is a function of the number of customers and eligible kwh’s consumed per month by each customer. Figure 3 illustrates that eligible kwh’s consumed by community facilities increased during the initial years of the PCE program, leveled out and now seems to be declining. Figure 4 illustrates that eligible kwh’s consumed by all other customers has been steadily increasing. The PCE rate established for each utility takes into consideration all eligible fuel and operating costs. As illustrated by Figure 5, the average PCE rate for all participating utilities has generally gone down. Consistent with this trend, weighted average fuel prices and operating costs/kwh have also gone down and fuel efficiency, as measured by kwh’s sold/gallon of fuel, had also improved (e.g. gone up). Appendix D provides data similar to Table VI but with data for Copper Valley Electric Association (CVEA) and Kodiak Electric Association (KEA), who participated in the PPCA and PCA programs, deleted because of their influence on trends. This report is based on monthly reports submitted by the utilities that participate in the PCE program. AEA staff reviews the reports for completeness and calculation errors but the accuracy of these reports is the responsibility of each respective utility.
