WECHANICAL AND ELECTRICAL CONSULTING ENGINEERS 2522 Arctic Boulevard, Suite 200 K Anchorage, AK 99503-2516 Phone (907) 276-0521 Fox (907) 276-1751 FOREWORD On May 2 and May 4, 1990, a site visit was made to review the power generation and distribution facilities in Chignik Bay, Chignik Lake, Egegik, Ivanoff Bay, Perryville, Pilot Point and Port Heiden, Alaska to determine the system deficiencies that will be required to be corrected to comply with the new power cost equalization (PCE) requirements. In general, the power plants in all these communities are in fair condition and well maintained. The power plants are equipped with Caterpillar, John Deere, or Cummins generators as follows: 1. Chignik Bay, Egegik and Pilot Point power plants are equipped with Caterpillar oo The generators range in size from 55 kW (Cat 3304) to 220 kW (Cat 3406). 2. Chignik Lake, Ivanoff Bay, and Perryville power plants are ey with John Deere generators. The generators range in size from 50 kW to 175 units. 3. Port Heiden power plant is equipped with a 120 kW (Cummins unit) and 75 kW Horse power limited (Cummings) unit. The generator control panel consists of a manual paralleling system with sync check permissive relays. The property the power plant in Egegik is located on is not owned by the utility. The land owner refuses to allow the utility to do any further construction on the land. The utility is in process of procuring a new for the site power plant. The power plant in Egegik has power factor of .94 while the power plants in the rest of the communities do not have power factor meters in their switchgear. The reported system line losses for the communities vary from 7.3 to 18% which is based on monthly kWH generated and sold. We were unable to compute line losses for all communities due to the incomplete monthly PCE Reports for some of the communities. The substation consists of three 75 kVA, 277/480V "Y"-7.2/12.47 kV, "Y" 3-phase, 4-wire transformers mounted on an"H" wooden platform. There are two 90 kW and one 75 kW generators. Generators and generator control panels are well maintained. According to the monthly PCE reports, the annual system line loss for the years of 1987, 1988 and 1989 are: 0.4%, 0%, and 1.1% respectively. Generation efficiency (kWH per gallon): 9.1, 7.3 and 9.0, respectively. Peak Load (kW): 52.9, 41.6 and 33, respectively. The calculated load imbalance is about 33%. Rebalance community loads by shifting some Phase C loads to Phase A and B. According to the monthly PCE report, the annual system line loss for the years of 1987, 1988 and 1989 are: 0.4%, 0%, and 1.1%, respectively. At the time of the inspection, the total calculated demand load was 80 kW. According to the monthly PCE report the peak loads for these years are 57.9 kW, 41.6 kW and 53.3 kW, respectively. There is a 38% to 92% difference in the demand load calculation and these readings. Therefore, the annual system line losses for these years are unrealistic. is might be an indication of power house kWH meter malfunction. There are 13 each 150 watt unmetered mercury vapor street lights in the community. It is estimated that the total monthly unmetered street light load is 712 kWH. This is a portion of the unmetered system losses, and is an eligible community facility cost for PCE subsidy. Totalizing kW demand meter is not working properly. Repair or replace it with a new one (See item 2 above). Demand load calculations indicate a demand of 80 kW. The master control panel read 149A at 481V or 99 kW. There is a 24% difference in demand load calculations and the bus amp meter’s reading. Recalibrate the bus Amp meter to +2% during the line loss investigation. Train the operator on how to most efficiently operate the power plant and in the use of plant logs to enhance preventative maintenance, tracking parts cost, and fuel and oil consumption. Using the right size generator to serve the community loads can increase generation efficiency. Generators are older but well maintained, clean and neat. Operator appears to be doing a good job. Current production efficiency show 9 kWH per gallon. When metering problem is solved, the kWH per gallon should improve (i.e. all KWH will be measured accurately). CHIGNIK BAY Summary: Present generation efficiency is estimated at 9.0 kWH/gallon. The totalizing kWH demand meter needs to be replaced or repaired and the bus Amp meter needs to be recalibrated. Community loads are higher on Phase A than Phase B and C. The calculated load imbalance is 61.5%. Rebalance community loads by shifting some Phase A loads to Phase B and C when school is on-line. School does not meter its own consumption which will affect kWH per gallon conversion. Install a totalizing kWH meter to measure all production of the power plant. It will be helpful to the operator to select the right size of generator to be on-line, and the information will be needed to determine true kWH per gallon efficiency. Install a station service kWH meter to measure the power consumption of the power plant to determine operating costs. Multiplier numbers are not indicated on community and school kW demand meters. Track down the as-built drawings and shop drawings to obtain the multiplier and indicate on meter face. There are 10 each 100 watt unmetered mercury vapor street lights in the community. It is estimated that the total monthly unmetered street light load is 365 kWH. This is a portion of the system losses, and is an eligible community facility cost for PCE subsidy. Five 8,500 gallon bulk storage tanks are presently setting on the ground without a diked containment. Relocate the five fuel storage tanks, and install a dike to contain possible spills. Install a station service - kWH meter to measure power consumption of the power plant. 2. Install a totalizing kW demand meter to measure all production of the power plant and determine true kWH per gallon. 3. Community data is incomplete in the monthly PCE reports for the years of 1987, 1988 and 1989. Therefore, the system line loss for these years can not be computed. Train the plant operator and/or community utility manager to most efficiently operate the power plant and in the use of plant logs to enhance preventive maintenance, tracking part costs, fuel & oil consumption. 4. Generator #3: A. Generator Control Panel (remoted mounted) o KW demand meter is not working properly and its multiplier number is incorrect. Replace with a new kW demand meter with the proper multiplier. o AMP meters read: 60A, 270A and 10A. A total demand load calculation gave 32.6 kW assuming an .8 power factor. B. nit mounter genset meter o AMP meter read: 20A, 140A and 20A, 240V. Total demand load calculation gave 20 kW at assuming an .8 power factor. There is 63% difference in generator control panel and unit meter genset’s value. Recalibrate the unit mount genset meter and the generator control panel to +2% during the line investigation. 5. Fence two exterior daytanks (1,000 gallon each). Install a 50 gallon day tank with fuel meter inside the bso plant. Install a chain link door with pad lock to prevent fuel pilferege, and pad lock valves on daytank and fence. 6. Remove the broken emergency light, and install a new one in its place. 7. Install a 10 pound fire extinguisher at power plant’s exit doors (total of 2). 8. Community loads are higher on Phase B than Phase A and C. The calculated load imbalance is about 600%. Rebalance community loads by shifting some Phase B loads to Phase A and C when the school is on line and after new housing project is completed. 9. One each 2,000 gallon, 4,000 gallon and 20,000 gallon bulk fuel storage tanks are presently setting on the ground without a diked containment. Relocate the bulk fuel storage tanks, and install a dike to contain possible spills and fence with lock for security. The 100 kW Cat generator was on-line at the time of the inspection because the 55 kW Cat generator was down for service. Rewire the dual ratio CT’s for the totalizing kWH meter from 600:5, to 300:5 to provide mid-scale indication. Multiplier will change from 120 to 60. One 20,000 gallon bulk fuel storage tank is on grade without a diked containment. Relocate the bulk fuel storage tank, and install a dike to contain possible spills. PILOT POINT Summary: Present generation efficiency is estimated at 6.4 kWH/gallon.
