Prior to 1985, the federal Alaska Power Administration published the Alaska Electric Power Statistics. Since then, the Alaska Energy Authority (formerly the Alaska Power Authority) has been responsible for gathering statistical data and publishing this annual report. In 1988, the Power Statistics report became a combined effort between the Alaska Systems Coordinating Council and the Alaska Energy Authority. This publication includes data on electric utility systems, national defense installations, and industrial facilities that supply power for their own use. Tables and graphs provide different viewpoints on energy use. Most data is presented by regional area of the state. Installed generation capacity, fuel use, and net generation data form a Major part of this report. The report also includes information on transmission line systems in Alaska and statistics on power outages. The Market Data section presents information on utility sales, revenues, and customers, as well as typical monthly residential electric bills for Alaskan communities. The table on page 5 presents a five-year summary of installed capacity and net generation for the utility, industry, and military sectors of the state's electric power producers. As of December 1988, 66.1% of installed generating capacity was in the utility sector, 26.9% in the industry sector, and 7.0% in the military sector. Between 1987 and 1988, total statewide net generation increased by 2.2%. This increase caused total annual net generation in the state to exceed 7 billion KWH for the first time. Natural gas is used to meet two- thirds of the state's power requirements. The remainder of the state's generation needs are met by hydro (14%), oil (10.7%), coal (6.6%), and other (3.8%). For the first time in 1988 a uniform rating of 60F was used to determine installed capacity for all utilities. This uniform temperature rating causes an apparent drop in installed capacity. Using the previous varied ratings, however, the total installed capacity for Alaskan utilities would have been 1665 MW in 1988. Therefore, a slight increase actually occurred from 1987 to 1988 instead of the 50 MW decrease that was reported under the new convention. GENERAL NOTES All data represents calendar year 1988 (January 1 through December 31, 1988). On July 1, 1989, the Alaska Power Authority's name was changed to Alaska Energy Authority. The railbelt utilities (CEA, AML&P, MEA, HEA, GVEA, FMUS, and SES) will be submitting data in 1989 to the North American Electric Reliability Council (NERC) for purposes of a projected 10 year reliability assessment. Slight differences in totals between pages may occur due to rounding. Installed capacity figures are based on an ambient temperature of 60 F and include standby units. This is the first year that the following utilities have submitted data: Far North Utilities (Central), City of Akhiok, Elfin Cove Utility, Igiugig Electric Company, Akiachak Native Community Electric Company, Middle Kuskokwim Electric Cooperative (Crooked Creek), Tatitlek Electric Utility, City of White Mountain Utilities, Puvurnaq Power Company (Kongiganak), Tetlin Village Energy Systems, Village of Perryville, Beaver Electrical Utility, and Kobuk Valley Electric. For purposes of this report "Industry" encompasses oi] companies, fish processing companies, Alaska School districts, and a variety ‘of private companies. Energy and fuel unit abbreviations are listed on the inside back cover. Regulatory Status: "R" means regulated by the Alaska Public Utilities Commission as to tariffs. Other utilities' tariffs are not regulated, but they may come under the Commission's review in order to participate in the state Power Cost Equalization Program. Type: P = Private, M = Municipal, F = Federal, S = State, N = Native, and C = Cooperative. Peaks: Peaks are non-coincident and, therefore, cannot be added without an adjustment factor. Retail peaks refer to the highest monthly peak for the utility's direct service area. Total system peaks include retail customers and sales outside the retail service area. AEA/ASCC Utility Work In Progress 67 WORK IN PROGRESS AS REPORTED SEPTEMBER 1989 Akiachak Native Community Electric Co. has scheduled installation of a new generator during the fall of 1989. Alaska Electric Light and Power Co. will complete a remote SCADA operation for generation and substation equipment acquired from Glacier Highway Electric Association. A distribution line will also be converted from 2400 volts to 7200 volts. Alaska Power and Telephone has projects planned for the communities listed below: Craig - A new 1135 KW generator set; Skagway - Power line rebuilds to improve existing lines; Tok - A new 1135 KW generator set; Hydaburg - Additional generation and PCB transformer removal. Arctic Utilities Inc. is scheduled to replace their #1 engine in October 1989. Barrow Utilities and Electric Cooperative, Inc. plans to convert five miles of overhead line from 2400 volts to 4160 volts and install a 300 KVA step down transformer. Bettles Light and Power, Inc. is completing construction of a fuel containment dike. Bradley Lake Hydroelectric project is a 90 MW facility currently under construction near Homer. Estimated completion date is September 1991. The project is over 50 % complete as of August 1989. Chugach Electric Association has budgeted for new transfer tripping systems on their transmission lines. The submarine cable between Pt. Woronzoff and Pt. Mackenzie is slated for repair/replacement. Construction of the new Huffman substation is also planned. Copper Valley Electric Association is planning a 30 mile line extension to inter-connect the over the horizon backscatter radar site generation. Sheep Mountain Phase II which would extend service to approximately mile 110 on the Glenn Highway is also being considered. Cordova Electric Cooperative's Humpback Creek Hydroelectric project is expected to be on-line in February 1990. Annual production is estimated at 4,000 MWH. Diomede Joint Utilities intends to install new fuel storage tanks. Eagle Power Co., Inc. plans to install a new 175 KW generator set in their power house. Egegik Light and Power Co. anticipates construction of a new power station with waste heat capabilities. Plans are also under way to extend power lines across the Egegik river to North Egegik. Elfin Cove Utility has a 100 KW hydroelectric project planned. Far North Utilities (Central) plans installation of new automatic switchgear for generators #1 and 2. The City of Galena plans to expand the city's electric generation and distribution system to serve the U.S. Air Force. A changeover from 2400 volt Delta to 4160 volt Wye is also planned for the new townsite. Golden Valley Electric Association, Inc. is planning a 22 mile 138 kV transmission line from North Pole Substation to Carney Substation. Reconstruction of 20 miles 34.5 kV line from Fox to Chatanika is also anticipated. Haines Light and Power Co. anticipates major switchgear modifications. Homer Electric Association, Inc. will be constructing a 39 mile 115 kV transmission line from Soldotna to Fritz Creek. Hughes Power and Light Co. will be moving a 10,000 gallon tank further away from the generator building. Ipnatchiaq Electric Company (Deering) has plans for an incinerator fired by waste oil with an electrostatic precipitator. Ketchikan Public Utilities is planning to rebuild and relocate the 34.5 kV transmission line from Roosevelt Drive to Herring Cove. The City of King Cove has arranged to replace 12,000 feet of underground primary line in the Fall of 1989. Kuiggluum Kallugvia (Kwethluk) is planning to construct power house modules and upgrade switchgear as necessary. Kwig Power Company began construction of a new power house in July 1989. Levelock Electric Cooperative, Inc. has plans to donate waste heat to the school. McGrath Light and Power Co. plans replacement of two older inefficient generator sets with a new 450 KW generator set. They also plan to raise primary voltages from 2400 volts to 4160 volts. Metlakatla Power and Light has scheduled for utilization of a waste heat system. Naknek Electric Association, Inc. is planning to dike their tank farm. Nome Joint Utility System has plans to install a 1500 KW generator and a waste heat system. Pelican Utility Company is considering plans to rehabilitate their dam, penstock, and intake structures. City of St. George Electric Utility is planning to extend power from Cross Island to Zapedni Bay. St. Paul Municipal Electric Utility is constructing a bulk fuel farm. Sand Point Electric Inc. has started to build a new power house. The City of Seward plans to replace 25 miles of 69 kV line that goes from Lawing to Seward with 115 kV transmission line. Sitka Municipal Utility has two small hydro projects that are scheduled to come on line in 1992. Combined generation of the two projects is estimated at 11 GWH annually. The proposed Takatz Lake Hydro is estimated at 75 GWH annual generation and is not expected to be available until 1999. Unalaska Electric Utility has planned installation of an 1135 KW generator. A 34.5 kV transmission line and switch for a loop system is also planned at this time. The 1988 population figure is only a preliminary estimate. NOTES (1) Installed capacity for combustion and steam turbines may vary depending on the ambient temperature ratings used in reporting. For the first time in 1988 a uniform rating of 60F was used to determine installed capacity for all utilities. This uniform temperature rating causes an apparent drop in installed capacity. Using the previous varied ratings, however, the total installed capacity for Alaskan utilities would have been 1665 MW in 1988. Therefore, a slight increase actually occurred from 1987 to 1988 instead of the 50 MW decrease that was reported under the new convention. This report includes current information on reconnaissance, feasibility, design and construction of power projects, rural technical assistance projects, research work, and the Power Cost Equalization Program. In 1988, the Alaska Power Authority published the First Annual Statistical Report of the Power Cost Equalization Program. Alaska Public Utilities Commission Annual Report to the Alaska Legislature The APUC provides an annual synopsis of Commission activities concerning all regulated utilities.
