AKIACHAK VILLAGE
Summary:
The existing overhead distribution is 2400/4160V, 3-phase,
4-wire. The substation consists of 3-100 kVA 240/120V -
4160/2400V, 3-phase, 3-wire transformers mounted on an
H-platform. Two generator buildings are provided with Halon fire
protection system and are in good condition. One 150 kW
generator and one 100 kW generator are located in the same
generator building; and the 300 kW generator is located in the
other generator building.
According to the PCE report, the Annual System Line Loss is 1.6%,
however, the only Line Loss recorded was in November, 1988 which
was 13.6%. It, therefore, appears that the meter readings for the
other months are incorrect.
Annual Fuel Consumption is 5.76 kWH/Gal.
High Average Load is 118.0 kW.
Low Average Load is 59.8 kW.

an LED type instantanous kW meter.
Train the Operator/Utility manager on how to most
efficiently operate the power plant and in the use of plant
logs to enhance preventative maintenance, tracking parts
costs, fuel and oil consumption.
Trade a 300 kW generator set for a 150 kW generator set to
better match the load and increase fuel efficiency. The new
150 kW generator set should be provide with an electronic
governor. The Operator should run a 100 kW generator in
summer instead of a 150 kW generator.
Specify and install paralleling switchgear to allow load
transfer between units. Convert the governors on two
existing generators to electronic governors.
Install an hour meter on the 100 kW generator.

Summary:
The existing overhead distribution is 480/277V, 3-phase 4-wire
throughout the entire village. The power house is a metal
building with a wood floor, and a plywood liner to attach
panelboards and equipment. Upgrade wood floor to provide
one-hour construction in accordance with NFPA 37. There is one
125 kW, one 150 kW, and 230 kW generator.
According to the PCE report, the Annual System Line Loss is
7.3%. Low Average System Line Loss is 10.82%; and High Average
System Line Loss is 7.9%.
Annual Fuel Consumption is 4.21 kWH/Gal.
High Average Fuel Consumption is 10.26 kWH/Gal.
Low Average Fuel Consumption is 7.94 kWH/Gal.
High Average Load is 75.66 kW.
Low Average Load is 29.1 kW.

inches around each engine in accordance with NFPA 37.
3. Remove existing totalizing kWH meter, and install a new
totalizing kWH meter and an LED type instantaneous kW meter.
4. Install a station service kWH meter to measure electrical
consumption for the power plant.
5. Train the operator on how to most efficiently operate the
power plant and in the use of plant logs to enhance
preventative maintenance, tracking parts costs, fuel and oil
consumption.
6. Install a dike around the daytank to contain any possible
fuel spills.
7. Trade a 230 kW Cummins generator set for a 75 kW Cummins
generator set to better match the summer load and increase
fuel efficiency. The new 75 kW generator set should be

CLARK POINT VILLAGE
Summary:
The existing overhead distribution is 12.47/7.2 kV, 3-phase,
4-wire and of recent construction. The substation consists of
3-50 KVA 480/277V - 12.47 kV, 3-phase, 4-wire transformers
cluster mounted on a pole. There is one 50 kW, one 60 kW, and
one 100 kW generator. The generator building is new and has a
concrete floor.
The monthly PCE report for the year of 1988 only has the
available data of July, 1988. System Line Loss for this month is
0.4%; Fuel Consumption is 10.9 kWH/Gal; and Average Load is 13.88
kW.
The monthly PCE report for the year of 1989 is not available
because of poor bookkeeping by the Operator/Utility Manager.

EKWOK VILLAGE
Summary:
The existing overhead distribution is 12.47/7.2 kV, 3-phase,
4-wire. The substation consists of 3-25 kVA 240/120 V - 12.4/7.2
kV, 3-phase, 3-wire transformers cluster mounted on a pole.
There are two generators. Each generator is housed in its own
generator building. Each generator building has wooden floor and
wall construction. Upgrade wood floor to provide one-hour
construction in accordance with NFPA 37. This power house is
only used in summer. The Southwest Regional School provides
power in winter. The school power house was locked at the time
of inspection.
Ekwok Village is not on the PCE Program; therefore, System Line
Loss, Fuel Consumption and High/Low Load Average cannot be
computed at this time.

Summary:
The existing overhead distribution is 480/277V, 3-phase 4-wire
throughout the entire village. The power house is a metal
building with a concrete floor. There is one 25 kW and one 35 kW
generator. This power house is only operated in the summer.
Winter power production is by the School District's generators
which incorporate Waste Heat Recovery for the school.
The monthly PCE report for the year of 1989 is not completed
because of poor bookkeeping by the Village or School Utility
manager, therefore, the percentage Annual System Line Loss, Fuel
Consumption, High and Low Average Load can not be computed.

Summary:
The existing overhead distribution is 12.47/7.2 kV, 3-phase,
4-wire. The substation consists of 3-25 kVA, 240/120 V -
12.47/7.2 kV, 3-phase, 3-wire transformers cluster mounted on a
pole. The School power house is a metal building with a concrete
floor. There are two 90 kW and one 100 kW generators.
The Village power house consists of a single 60 kW Onan generator
in a new wood frame building. Normally, the village supplies all
power in the summer months and the School supplies power in the
winter. Waste Heat Recovery is connected to the school power
house.

4-wire. The substation consists of 3-50 kVA 480/277 V -

floor. A new power house is under construction. It is

meter to measure the power house electrical consumption.
4. Complete driving the ground rods and bury the copper ground
conductors a minimum 18 inches below grade.
5. Train the Operator on how to most efficiently operate the
power plant and in the use of plant logs to enhance

4-wire. The substation consists of 3-37.5 kVA 480/277 V -
12.47/7.2 kV, 3-phase, 4-wire transformers mounted on an
H-platform. The power house is of wood construction with a wood
floor. Upgrade the wood floor to provide one-hour construction
in accordance with NFPA 37. There is one 75 kW and one 100 kW

the fuel the utility is consuming.
2. Install a new totalizing kWH meter.
3. Install a station service kWH meter to measure electrical
consumption for the power plant.
4. Train the Operator on how to most efficiently operate the
power plant and in the use of plant logs to enhance
preventative maintenance, tracking parts costs, fuel and oil
consumption. Train the Village Utility Manager on how to
report accurate readings.
5. Install a 5 pound fire extinguisher in the power house.
6. Loads are higher on Phase A than Phase B or C. Rebalance
village loads by shifting some loads on Phase A to Phase B.
7. The existing overhead conductors have rubbed through the
insulation and caused shorts. AEA will provide assistance to

8. Enroll Nightmute Village in the PCE Program to benefit from
the technical assistance, training programs, etc.
9. Install emergency light in the powerhouse.
10. Repair the 50 kW Cat generator and use it to carry winter
loads.
11. Trade a 135 kW generator set for 25 kW generator set to
better match the load and increase fuel efficiency. The
Operator should run the new 25 kW generator in the summer.
SHELDON VILLAGE
Summary:
The existing overhead distribution is 12.47/7.2 kV, 3-phase,
4-wire. The substation consists of 3-50 kVA 480/277 V -
12.47/7.2 kV, 3-phase, 4-wire transformers mounted on a
H-platforn. The power house is a wood building with a wood
floor. Upgrade the wood floor to provide one-hour construction
in accordance with NFPA 37. There is one 45 kW and one 110 kW
generator.
The monthly PCE Report for the year of 1989 is not complete
because of poor record keeping by the Village Utility Manager.
Therefore, the percentage of Annual System Line Loss, Annual Fuel
Consumption, High and Low Average Load can not be computed.

side of the daytank. Relocate the fuel meter to properly
meter the fuel supplied to the generators.
Install a station service kWH meter to measure electrical
consumption for the power plant.
Train the Operator on how to most efficiently operate the
power plant and in the use of plant logs to enhance
preventative maintenance, tracking parts costs, fuel and oil
consumption.
Install a dike around the daytank to contain any possible
fuel spills. (typical of 3)
Replace two broken 2 x 12 braces on the H-platform.
Repair the many fuel leaks around the power house.
Separate the Washeteria's fuel line from the power house fuel
