Based on the proposed design and project cost estimate, the project is not economically feasible and does not appear to justify conventional financing. Alternate funding sources and/or revisions to the project scope will need to be evaluated. 3. The designs presented herein are schematic in nature and should not be construed as being complete in design or function. A thorough review of content and correctness should be performed prior to use in the development of construction documents. The concept-level project cost estimate for Scenario #1 is $391,769. Box 50079 Kivalina, AK 99750 Re: Request for Waste Heat System and Street Lights Dear Ms. Swan: Thank you for your letter of April 10, 1991. The Waste Heat Report and Concept Level Design is essentially complete at this time. Upon incorporation of final corrections, a copy will be sent to the City of Kivalina. Currently, we do not have a funding source for waste heat construction. We intend to investigate the possibility of financing multiple waste heat projects with a bond sale. The systems that appear to be economically feasible will be included in the bond package. At this time, we cannot make a firm determination whether Kivalina will be included; it appears that the economic feasibility is marginal for this system. Another option would be to request a specific appropriation for the project in next year’s capital budget. If the waste heat project can be financed, the earliest possible date for beginning construction would be the summer of 1992. Unfortunately, we do not have a program for funding installation of street lights. Normally, we only get involved with street lighting if it is part of an overall distribution system project or if replacement of street lights would result in a significant efficiency improvement to a community’s electrical system. I suggest you contact the Department of Community and Regional Affairs, Division of Municipal and Regional Assistance to see if the street lighting project could be funded through a Rural Development Assistance (RDA) grant or some other program. Per the information provided March, 1991, the concept design and cost estimate is completed. How soon can you begin construction of this waste heat system? As you may be aware, the City owns couple buildings near the AVEC Power Plant which can easily be connected to that plant for waste heat. Fuel consumption for one building average about 5 drums at $98.45 per drum, for © a total of $492.25 in cost fuel for fuel per month. For the two buildings, fuel cost is at $984.50 per month. Installation of waste heat system would be cost efficient for the City and funds could be utilized for other purposes. Secondly, assistance in obtaining additional street lights for the Village of Rivalina is needed for the health and safety of the residents of Kivalina. The North end of town does not have street lights and is a extremely dangerous for the residents to walk home at night as polar bears roam near the village. In addition, several street lights within town have burnt wiring which require installation of new wiring. allation of the street lights would have to begin this summer before the rtmonths. Hodson General Manager Yo De Shee ce Du sete Stu & “oBe Jeery Vette EFFICIENCY, RELIABILITY, AND SAFETY IMPROVEMENTS TO THE VILLAGE ELECTRICAL POWER SYSTEMS OBJECTIVES: Each AVEC power plant would be equipped with waste heat recovery equipment capable of capturing a portion of the heat rejected to the engine coolant and transferring that heat to an end user such as the school, water plant, or city for use in decreasing oil requirements for space heating. Each AVEC power plant providing peak loads in excess of 175 KW would be equipped with two all-steel, fireproof, long-life generator modules. Each AVEC power plant would be equipped with two of the latest design diesel electric sets featuring peak fuel efficiency. Each AVEC power plant providing peak loads up to 175 KW would be equipped with all-steel, fireproof, long-life generator modules. Each AVEC power plant would be equipped with an insulated, all-steel, fireproof, long-life control module for housing the control equipment in a protected weatherproof area. Each AVEC power plant would be equipped with three control panels capable of providing complete control and protection of each diesel engine and generator. Each AVEC power plant would be equipped with a waste oil blender which would filter waste lubricating oi] and blend it into the normal engine fuel supply to be burned off by the engine. Each AVEC fuel tank farm would be installed on top of an impermeable barrier which would prevent the escape of any leaked or spilled fuel. Each AVEC power plant would have a chain link fence installed around both the power plant and the fuel tank farm to keep children and unauthorized individuals away. Each AVEC distribution system would be converted to an overhead pole supported system having higher reliability and lower losses.
