METHODOLOGY
Overview
Customer Satisfaction Research was conducted in order to measure local opinion
regarding the Denali Commission’s success in reaching its goal of providing critical utility, health care, infrastructure, and economic support throughout Alaska.
Research Design
During the period November 21, 2001 through January 10, 2002, four hundred and eight residents (n=408) and seventy-one community leaders (n=71) located in 36 communities
across the state, were personally contacted via telephone by professional interviewing employees of the Dittman Research Corporation of Alaska. The views and opinions of each respondent were recorded on a strictly confidential basis.
Respondents were contacted in 36 communities where the Denali Commission has
initiated or completed one or more of the following types of projects: bulk fuel project (BF), power system upgrade (PS), or primary care clinic (PCC).

Sample Selection
For the public at-large portion of the Customer Satisfaction research (n=408), a random
sample design was featured which provided that all households listed in the most current

telephone directory for each community had essentially an equal chance of being
contacted.
For the community leaders portion of the research (n=71), key officials were contacted
based on their positions as mayor, president, chairman, CEO, chief, or other leadership
role in each community. If initial attempts to contact community leaders were
unsuccessful, repeated attempts at various times of day, over an extended period of time,
were made. Of the 87 leaders initially identified, 71 completed the survey, 11 were
unreachable after 7-10 attempts, 4 refused to participate, and 1 terminated during the
survey. The overall community leader interview completion rate was 82%.

Processing the Data
Dittman Research employees completed coding, editing, data entry and verification, while
data processing was completed through the in-house Dittman Research Corporation
computer system featuring the Statistical Package for the Social Sciences (SPSS)
program. The SPSS program is one of the most sophisticated research-oriented data
processing and analytical systems available, and is designed specifically for the
processing and analysis of survey research data.

EXECUTIVE SUMMARY
@ Overall, both public at-large and community leader research components
reported highly favorable perceptions and experiences regarding the Denali
Commission.
¢ Even though it has only been in operation for a little over two years, public at-
large and community leader awareness of the Denali Commission is similar or
superior to organizations and agencies in operation for over 20 years.
# Customer satisfaction is also highly rated. In fact, satisfaction with the Denali
Commission is similar to, or exceeds satisfaction ratings for the Alaska Native
Tribal Health Consortium, Alaska Village Electric Co-op, the Alaska Energy
Authority and the State Department of Community and Economic Development in
each comparable category.
¢ There is notably strong public at-large and community leader agreement with the
importance of the Denali Commission’s “mission.” The Denali Commission's
effectiveness in achieving those goals is also highly rated, particularly by those
who have had “personal contact or experience.” At the same time, it should be
noted that the effectiveness of “developing a well-trained labor force” is judged to
be substantially lower by both the public at-large and community leaders.
# The emphasis on “sustainability” is strongly supported, and Denali Commission
effectiveness is highly rated by respondents with the most exposure and
experience.
There is broad agreement that the process of designing and building bulk fuel
projects and power system upgrades has resulted in a “sense of community
ownership and responsibility.” There is also broad agreement that the fuel and
power projects “meet the needs of the people.”
¢ In addition, there is broad satisfaction with the Denali Commission’s process of
designing and building primary care clinics, and in this case, the public at-large
ratings exceed community leaders’.
¢ Inconclusion, by exceedingly high margins, public at-large respondents and
community leaders report they’d like to see their community continue its
relationship with the Denali Commission. In fact, only one out of 71 community
leaders and six out of 408 public at-large respondents had a different view.
NOTE: It should be noted that experience with the Denali Commission is one example of where
“familiarity” does not “breed contempt.” Just the opposite - in every case, greater personal contact
and experience with the Denali Commission was associated with substantially higher ratings for
effectiveness and satisfaction.
