Box 190869 Anchorage, Alaska 99519 ‘86 JUN =2 P2:16 Dear Mr. Shira, RECE| ALASKA PE oe ITY Approximately six weeks ago I visited your office and at that time we discussed several subjects related to the Gwitchyaa Zhee Utility Company. As I recall the subjects consisted of: 1. A grant of $20,000 dollars has been obtained for the feasibility study for the expansion of the GZ Utilities power section. 2. Availability of engineering at no cost to the village, for laying out of lines and equipment utilization. 3. The availability of refinancing funds for further development of the utility project. Starting with subject number one, the feasibility grant. My notes indicate that this grant could be used for moving or other development since it has been set up and we have already run expansion on lines and have more than three customers to the line ready for hook up in the near future. We would at this time request that this grant be issued to the GZ Utility for the relocation of the utility plant to the White Alice site. In conjunction with this we would request the engineering to be made available immediately to enable us to properly prepare us for this move and for any further line expansion that we may need in the future. We are aware of several changes that need to be made in our present power line facility. These changes indicate our immediate need for a engineer. Concerning the third item, refinancing, we will need to borrow to aid us in our relocation. As we discussed on our meeting, we lay in a low area subject to flooding and we also lie under the end of the airport runway. This area has been designated as a clear zone and the F.A.A. and State authorities are putting pressure on for our relocation. Any funding that we can raise for refinancing at a lower interest rate on the origional purchase of the utility company --o~ <= and expanded use of the buildings at the White Alice site, is of great urgency at this time. Our thanks for the help given us in the past and we would request your help with the above subjects. I will be making a telephone contact with you between June 3, 1986 and June 6, 1986 for a follow up and provide any additional information that you may need. The modifications as proposed are acceptable to us and, once implemented, should ensure proper operation of the cooling system. It is intended to aid you in reducing the possibility of loss to the property insured-with the Chubb Group of Insurance Companies. This report is not intended to imply that all other hazards or conditions are under control at the time of this inspection nor is it an inspection for compliance with OSHA regulations or other similar laws. Since this report is advisory in nature, no other liability is assumed by reason of this report. Recommendation # : 91-01-30 RE: The cooling system on your diesel engines. Due to the unusual design of the cooling system with a remote heat exchanger in the City of Fort Yukon building behind the diesel plant cooling water is being lost through the boiler relief valves when the large diesel generator 1s run at a heavy load. We recommend Lhat the heat exchanger be placed in the diese! plant and the secondary water from the city building’ be circulated through the heat exchanger and returned. This. would enable the plant operator to more closely monitor the system and prevent the possibility of loss of cooling.water. The second possible solution would be to install a bypass line in the city building and completely bypass the boilers installed when using the heat exchanger. Good engineering practice would not normally allow the hot coolant from the diesels to pass through the boilers. This is not a good solution since some of the cooling system is buried and much of it is out of sight of the engineer who would have difficulty in monitoring the system but it would help prevent loss of water through the boiler relief valves.
