Recently. a request was made by the Yupic School District
for Technical Assistance for upgrade cf the Water System for
the Toluksak Schools. On 25 July a visit was made to
Toluksak and meeting was held in Akiachak with Roger Helmer
to discuss our recommendations.
According to the information provided at that time, I
recommended that the School District contact several
Frofessional Engineering Firms in an effort to define the
SCOFE OF WORE for the water system uparage and subsequently
ask for REQUESTS FOR FROFOSALS from these firms.
I have in recent days had several conversations with Mr.
Raloh Fuller of Mechanical Piping Contractors of Eagle
River. who had prior to my consultations with the School
District, presented a proposal for the system upgrade. He
has requested that I write this letter to the School
District.
I have reviewed, with information presented to me by Mr.
Fuller, the Theory and Fractical Apclication of OZONE
TREATMENT SYSTEMS. I feel that th:s 12 & mature technalagy
and has the capability to srovice ¢t uksak Schocle with
safe and hian quality water. It is ne « that the design
was developed by a Frofessional Consul t Engineer, with
experience in this technolcay, and it accears that this
installation is not prototype in nature.
An OZONE SYSTEM of this type is new to 4laska, and there may
be unforseen problems due ta our envirnment and the level of
skill of maintenance personnel. I believe this system is
Viable and should be considered on its merits in terms of
Initial Capitel Costs, Maintenance anc Farts
considerations, and system expansion or reduction.
Consideration should be given to the exsansion of the Fower
System to accomodate this technolocy. As an example, will
fuel storage be adequate and what is the capitol costs for
this expansion.
I would recommend that in light of the high dollar amount
that several other alternatives be considered and all
aspects of each be considered objectively in terme of the
Costs, and the School’s requirments and capabilities.
I should add that I am hiahly intrigued by thi zon
treatment, and would be very interested in its succe
application in Bush Alaska.
As a suggestion, if it is found that the Ozone compares
favorably with other alternatives, I believe it would be
highly advisable for school personnel toa physically visit ar
operating facility. I believe tnis is important due to the
fact that the school system is responsible for three
complete systems in Toluksak, Akiak and Akiachak, where at
some time in the future, this technoloay may find
application.
