Renewable Energy Fund Advisory Committee
Notice is hereby given that the Renewable Energy Fund Advisory Committee will hold a regular meeting on
Friday, August 21, 2009 at 9:00 a.m. For additional information contact Vince Beltrami, Chairman.
This meeting will be conducted by electronic media pursuant to AS 44.88.050(a) and AS 44.62.310 at the
following location:
Alaska Energy Authority's Board Room, 813 W. Northern Lights Blvd, Anchorage, Alaska;
The public is invited to attend. The State of Alaska (AEA) complies with Title II of the Americans with Disabilities
Act of 1990. Persons requiring special modifications to participate should contact AEA staff at (907) 771-3028 to
make arrangements.

Yes, AS 44.62.310(e) requires “reasonable public notice” to be given. For tomorrow's meeting, | suggest that Christa
give what notice is possible using standard AIDEA/AEA procedures. | assume this would be on-line notice. There’s a
risk someone could challenge the late notice as not “reasonable”, but | think it’s a fairly low risk given no objections so
far.
As for executive sessions, meetings are required to be in open session with limited exceptions. Only the following
subjects may be considered in executive session per AS 44.62.310(c):
“(1) matters, the immediate knowledge of which would clearly have an adverse effect upon the finances of the
public entity;
(2) subjects that tend to prejudice the reputation and character of any person, provided the person may request a
public discussion;
(3) matters which by law, municipal charter, or ordinance are required to be confidential;
(4) matters involving consideration of government records that by law are not subject to public disclosure.”
Action taken in violation of open meetings act is voidable, meaning that a violation of open meetings laws, if
challenged, could stop issuance of grants while the process is re-done in compliance with the open meetings laws. AS
42.62.310(f).
If you think the Committee will want to go into executive session, | suggest that | attend to advise on when the
discussion is and isn’t appropriate for executive session. At the meeting | attended in December, | didn’t get the sense
the Committee fully understood the limits on executive sessions.
