CALL TO ORDER Chair Short called the meeting of the Alaska Energy Authority to order on April 25, 2013 at 12:44 pm. A quorum was established. 2. ROLL CALL: BOARD Members present: Chair Hugh Short (Public Member); Commissioner Bryan Butcher (Commissioner, Department of Revenue); Ron Arvin (Public Member); Robert Sheldon (Public Member); Gary Wilken (Public Member). 3. AGENDA APPROVAL The agenda was approved as presented. 4. ROLL CALL: STAFF, PUBLIC Staff present: Sara Fisher-Goad (AEA Executive Director); Gene Therriault (Deputy Director-Energy Policy Development); Sandra Moller (Deputy Director-Rural Energy); Sean Skaling (Deputy Director-Alternative Energy & Energy Efficiency); Emily Ford (AEA Public Outreach Liaison); Cady Lister (Energy Efficiency Manager); Sandie Hayes (AEA Administrative Assistant); Teri Webster (AEA Executive Assistant); and Mark Davis (AIDEA Deputy Director-Infrastructure Development). Others present: Brian Bjorkquist (Department of Law); John Wood (Senator Dunleavy's Office); Sunny Morrison (Accu-Type Depositions) 5. PUBLIC COMMENTS There were no public comments. 6. PRIOR MINUTES The March 29, 2013 AEA Board meeting minutes were adopted as presented. 7. NEW BUSINESS AEA Board Meeting Minutes April 25, 2013 2 7A. Resolution 2013-02 Commercial Building Energy Audit Program Regulations Ms. Fisher-Goad stated this resolution would codify a commercial energy audit program developed with federal funds. It provides a public program which helps smaller business and building owners to move forward on energy efficiency measures. MOTION: A motion was made by Mr. Sheldon to adopt Resolution No. 2013-02, Commercial Building Energy Audit Program Regulations. Motion seconded by Commissioner Butcher. Motion passed unanimously. 8. EXECUTIVE DIRECTOR COMMENTS Ms. Fisher-Goad thanked Ms. Moller, Mr. Skaling and their staff for being involved in the development of the program for the Rural Energy Conference, which will take place next week. Two new publications are at the printer. An update of the Renewable Energy Atlas and the new publication for the Power Cost Equalization (PCE) Program, which outlines statistical data by community. Ms. Fisher-Goad believes this new PCE document will be easier for people to understand the impact of the PCE program throughout rural Alaska. The summary data will continue to be published. The annual report has been distributed. Ms. Fisher-Goad stated Ms. Ford has been working on additional outreach information for the Susitna-Watana Project and complimented her and the contractor for providing quality and useful information about the project. Ms. Fisher-Goad stated the annual Rural Energy Conference will take place next week. AEA is a sponsor of that conference. She believes this conference is important for Alaska because it brings non-Alaskan energy experts here to provide information about a variety of programs. 8A. Next regularly scheduled meeting - Thursday, May 30, 2013 9. BOARD COMMENTS Mr. Arvin stated he is excited to hear Chair Short speak at the upcoming Business of Clean Energy in Alaska (BCEA) conference and appreciates Ms. Fisher-Goad's work in arranging for him to attend the conference. Mr. Arvin is glad to be back in Anchorage. He thanked the Board for their willingness to let him telephonically attend meetings for an extended period of time. Mr. Sheldon stated he appreciated the Authority's responsiveness to the Talkeetna area residents with regard to lease and equipment movements in and out. He thanked the Authority for providing him the information as well. Mr. Wilken thanked the staff for the good job they did on the Energy Efficiency Program. He also thanked the staff for all their work in Juneau. He believes the team did a stellar job and the results speak for themselves. Chair Short extended the same appreciation.
