BOARD MEETING MINUTES
February 14, 2011

CALL TO ORDER
Commissioner Butcher called the meeting of the Alaska Energy Authority to order on February 14,
2011 at 3:32 p.m.
2. ROLL CALL: BOARD MEMBERS
A quorum was established.
Members present: Bryan Butcher (Commissioner, Department of Revenue).
Participating via teleconference: Gary Wilken; Susan Bell (Commissioner, Department of
Commerce, Community, and Economic Development); and Mike Felix (Public Member);
3. AGENDA APPROVAL
The agenda was approved as presented.
4. ROLL CALL: STAFF, PUBLIC
Staff present in Anchorage: Sara Fisher -Goad (AEA Executive Director); Mike Harper (AEA
Deputy Director- Rural Energy Group); Ted Leonard (AIDEA Executive Director); Valorie Walker
(AEA Deputy Director -Finance); Mark Davis (AIDEA Economic Development Officer); Karsten
Rodvik (Project Manager, External Affairs); Shauna Howell (AEA Executive Assistant); Sherrie
Siverson (AIDEA Executive Assistant); Judy Bradshaw (Administrative Assistant); Teri Webster
(Administrative Assistant); Sandra Burrows (Administrative Assistant); and May Clark
(Administrative Assistant).

and Duff Mitchell (ACE Coalition, Juneau, Alaska).
5. PUBLIC COMMENTS
Duff Mitchell congratulated newly -appointed Executive Director Sara Fisher -Goad and
requested AEA consider a financial contribution to the ACE Coalition Conference in Juneau on
February 17. ACE Coalition promotes affordable hydropower industry in Southeast Alaska.

6. NEW BUSINESS
6A. AEA Resolution 2011-01 Appointment of AEA Executive Director
MOTION: Commissioner Bell moved to adopt AEA Resolution No. 2011-01. Seconded by
Mr. Wilken. There being no discussion, the question was called. A roll call vote was
taken and the motion passed unanimously.
7. DIRECTOR COMMENTS
7A. Legislative Update
Ms. Fisher -Goad stated AEA will be participating in hearings in the House Finance
Subcommittee meeting and on Tuesday will present before the APA Legislative Conference.
HB 103, a bill that restores AEA's power to own and operate new projects will be discussed
Tuesday and Thursday in the House Energy Committee and will go before the Senate
Resources Committee on Wednesday (SB 42). The hearings have gone quite well and there
will be an AEA overview before the House Community and Regional Affairs. Additional AEA
staff testifying on behalf of the Authority are Mr. Rutz (procurement questions) and Mr. Carey
(Large Hydro project manager). Mr. Bjorkquist has been available to answer questions
pertaining to the RCA oversight on building new projects, such as Watana. The referenced bills
are being sponsored by the Governor, and Senator McGuire's SB 25 remains active.
8. NEXT BOARD MEETING DATE
The next Board meeting will be February 24, 2011 at the Hotel Captain Cook Quadrant Room.
9. BOARD COMMENTS
Mr. Felix congratulated Ms. Fisher -Goad and acknowledged Interim Executive Director, Mr.
Harper's work. Commissioner Butcher and Mr. Wilken concurred.
10. ADJOURNMENT
There being no further business of the Board, the meeting was adjourned at 3:41 p.m.
