BOARD MEETING MINUTES

1. CALL TO ORDER
Chair Dick called the meeting of the Alaska Energy Authority to order on May 27, 2014 at 1:00 pm. A
full quorum was established.
2. ROLL CALL: BOARD
Members present: Chair Russel Dick (Public Member); Vice-Chair Dana Pruhs (Public Member); Roberta
Graham (Assistant Commissioner-Department of Commerce, Community, and Economic Development);
G. Wilson Hughes (Public Member); Crystal Nygard (Public Member); Michael Pawlowski (Deputy
Commissioner - Department of Revenue); and Gary Wilken (Public Member).
3. ROLL CALL: STAFF, PUBLIC
Staff present: Sara Fisher-Goad (AEA Executive Director); Michael Lamb (Deputy Director-Finance and
Operations); Sandra Moller (Deputy Director-Rural Energy); Terry Gryting; Han Saelor; Teri Webster;
Shelby Weems; Jeff Williams (AEA); Brian Bjorkquist (Department of Law); Miranda Studstill (Accu-
Type Depositions); Erin Dougherty (Native American Rights Fund); Robert Venables (Southeast
Conference); and Elle Kasbohm (Sealaska Heritage Institute).
4. AGENDA APPROVAL
The agenda was approved.
5. PRIOR MINUTES - April 3, 2014
MOTION: A motion was made by Mr. Pawlowski to adopt the minutes of April 3, 2014. Motion
seconded by Ms. Nygard. Motion passed.
6. PUBLIC COMMENTS
There were no public comments.
7. NEW BUSINESS
7A. Resolution 2014-03 - Regulation changes on community facilities for PCE
MOTION: A motion was made by Mr. Pawlowski to approve Resolution 2014-03, Regulation
changes on community facilities for PCE. Motion seconded by Mr. Hughes.
Ms. Fisher-Goad informed this regulation further defines a community building with respect to being
eligible for the Power Cost Equalization (PCE) program. Ms. Fisher-Goad gave the example of a health
facility within a community that may receive a combination of state or federal funds and under what
circumstances the facility would be eligible or ineligible for the PCE program. Mr. Wilken asked if this
resolution has an estimated fiscal impact on the PCE endowment. Ms. Fisher-Goad stated there is not an
