RESOLUTION NO. 2019-03
RESOLUTION OF THE ALASKA ENERGY AUTHORITY
AUTHORIZING STAFF TO ASSIST THE DEVELOPMENT OF
THE SWEETHEART LAKE HYDROELECTRIC PROJECT
WHEREAS, the Alaska Industrial Development and Export Authority (AIDEA)
mission is to facilitate, foster and promote economic development;
WHEREAS, the Alaska Energy Authority (Authority) mission is to reduce the cost of
energy in Alaska. AEA is the state's energy office and lead agency for statewide energy
policy and program development;
WHEREAS, AIDEA owns the Snettisham Hydroelectric Facility which includes a
forty-four (44) mile transmission line (together the Snettisham system) and retains
responsibilities with respect to project finance, and the Authority, through subject matter
experts, provides all owner related Project Management functions;
WHEREAS, under the applicable agreements, Alaska Electric Light and Power
(AEL&P) has the responsibility for the operation of, and purchases all power generated by,
the Snettisham system;
WHEREAS, the Sweetheart Lake Hydroelectric project being developed by Juneau
Hydropower has been licensed by the Federal Energy Regulatory Commission (FERC) and
requires an interconnection agreement to the Snettisham transmission line, the parties to
which are anticipated to be AEL&P as operator of the Snettisham system and Juneau
Hydropower Inc. as developer of the Sweetheart Lake Hydroelectric project; and
WHEREAS, the Board of Directors believes that the development of the Sweetheart
Lake Hydroelectric Project could be beneficial to the people and economy of Southeast
Alaska, and therefore advances the general prosperity and economic welfare of the people
of the state in furtherance of the corporate purposes of the Authority.
NOW, THEREFORE, BE IT RESOLVED BY THE ALASKA ENERGY AUTHORITY AS
FOLLOWS:
Section 1. The Board of Directors promotes and urges the expeditious
completion of a non-discriminatory Interconnection and Transmission Services agreement
with reasonable terms for compensation, operation and maintenance in order to facilitate
the continued development of the Sweetheart Lake Hydroelectric Project in accordance
with all applicable law.
Section 2. The Executive Director of the Authority is authorized and empowered
to take any and all actions appropriate and consistent with this Resolution.
Section 3 This Resolution shall become effective immediately upon its passage
and approval.
