HomeMy WebLinkAboutRes 2019-05-FY21 Capital Budget Request Resolution Signed AEA Resolution No. 2019-05 FY21 Capital Budget Request Page 1 of 2 ALASKA ENERGY AUTHORITY RESOLUTION NO. 2019-05 RESOLUTION OF THE ALASKA ENERGY AUTHORITY RELATING TO THE FISCAL YEAR 2021 PROPOSED CAPITAL BUDGET - CAPITAL BUDGET REQUEST WHEREAS, the Alaska Energy Authority (Authority) is an independent corporation governed by a board of directors with the mission “to reduce the cost of energy in Alaska” the Authority is the state’s energy office and lead agency for statewide energy policy and program development; WHEREAS, the Authority builds modern and code-compliant bulk fuel tank farms and rural powerhouse systems, upgrades to high-efficiency generators, and integrates renewable energy projects, the Authority emphasizes community-based management. The Authorities core programs work is to diversify Alaska’s energy portfolio, lead energy planning and policy, invest in Alaska’s energy infrastructure and provide rural Alaska with technical and community assistance; WHEREAS, the Authority partners with the federal government. The partnership requires a leverage of 50/50% match or 80/20% for distressed communities. This arrangement benefits the Authority with an average of 2-1 leverage of federal receipts; WHEREAS, the Authority’s bulk fuel tank farm upgrade program replaces aging tanks that may be leaking, adds capacity to meet community needs, and meets code compliance standards. This significantly improves the life, health, and safety of communities; WHEREAS, the Rural Power Systems Upgrades program administered by the Authority provides electric utility systems, which are part of the basic infrastructure of rural communities. New power systems are designed to meet accepted utility standards for safety, reliability, and environmental protections; WHEREAS, the Electrical Emergency Response project administered by the Authority is critical to rural communities - providing technical support when an electrical utility has lost, or will lose the ability to generate or transmit power; and
