RESOLUTION NO.2019-07
RESOLUTION OF THE ALASKA ENERGY AUTHORITY
RELATING TO BOARD REVIEW & APPROVAL OF THE
ANNUAL OPERATING AND CAPITAL BUDGETS
WHEREAS, the annual operating and capital budgets of the Alaska Energy Authority (the
"Authority") are subject to AS 37.07 (Executive Budget Act);
WHEREAS, Resolution No. 2019-06 was approved October 23, 2019 providing that the Executive
Director of the Authority will present the Authority's annual operating budget to the Board in Executive
Session prior to being submitted through the Department of Commerce, Community and Economic
Development (DCCED) to the Office of Management and Budget (OMB) for inclusion in the Governor's
Budget submitted to the State Legislature;
WHEREAS, the FY21 annual proposed capital budget for the Authority was presented to and
approved by the Board on October 23, 2019 under Resolution No. 2019-05 and subsequently the
Authority's proposed operating budget was provided to the Board electronically;
WHEREAS, the availability of the State budget system and the State budget deadlines are outside
of the Authority's control, which may not accommodate sufficient time for Board review;
WHEREAS, DCCED submitted its FY21 annual operating budget (inclusive of the Authority's
proposed operating budget) to the OMB on October 31, 2019, as required by OMB; and
WHEREAS, each year the Board desires to see and comment on the proposed annual operating
and capital budgets prior to it being submitting through DCCED to OMB;
NOW, THEREFORE, BE IT RESOLVED BY THE ALASKA ENERGY AUTHORITY AS
FOLLOWS:
Section 1. The Executive Director of the Authority, or designee, will yearly present the
proposed annual operating and capital budgets to the Board in Executive Session prior to submission

through DCCED to OMB, beginning with the FY22 annual operating and capital budgets, subject to Board
meeting dates and the State budget schedule.
Section 2. If the requirements of Section 1 cannot be met due to Board meeting dates and the
State budget schedule, an electronic copy of the Authority's proposed operating and capital budget will be
provided to the members of the Board prior to its submission through DCCED to OMB.
Section 3. This Resolution shall become effective immediately upon its passage and approval.
