Bradiey Lake Hydro Piant Operators Report
January thru March 2010
The plant is in good condition and is operating reliably. The lake level is currently 1135 ft and is steadily
trending lower, but is still higher than the historical average. According to the snow reports, the snow
water content this year is about 85% of the historical yearly average. The following is a report of the
events and activities have occurred since the last BPMC meeting on December 29", 2009:
Events / Emergent Issues
Islanded operations due to transmission line repair work on the Kenai Peninsula. Units have
responded properly with no problems.
Work / Activities Performed
Prepared and submitted FY2011 Budget.
Performed snow clearing operations (snow plowing, sanding, etc.) We have had to spend a lot of
time on snow clearing this month due to the blizzards in the Kachemak Bay area. We have
received quite a bit of snow this month.
Completed installation of the new station batteries and battery racks. Batteries are in service and
supplying plant loads.
Cathodic Protection system for the gate shafts has been commissioned and the engineer has
visited the site for as-built drawings.
Work Management software replacement — Received quotes from vendors. Reviewing software
via web demos. Expect to make selection and start software conversion soon.
Transmission Line Frost Jacking Repairs of structures 12-1 BS, 12-1 BD, 12-2 BS, 12-2 BD, 12-3
BS, and 12-3 BD are in progress and expected to be completed by the end of the week. The
repairs have been performed without any outages. We have been received regular reports from
the contractor. We inspected the project work on March 17". They have been able to add and
drive additional piles to meet resistance criteria and some piles have been able to be driven to
refusal. We are scheduled to perform an inspection of the project on Friday April 2m
Document Control Project — The initial phase of the project is complete. We have implemented a
new EDMS system and all Bradley Lake personnel have been trained. All of the current drawings
have been converted to electronic format and loaded into our new EDMS system. The final phase
of the project is to convert the manuals and load into EDMS. We estimate 3 months to complete.
Following this phase, the project will be complete and we will shift to normal maintenance of the
drawings and manuals.
Duplex Modifications - RFPs have been sent out. Contractors have performed a visit to the
project and bids are due in a week.
Eagle Lake Communications Building —- Received additional quotes for hut removal and transport
to Homer. The estimated cost was lowered to $3,000. We have been waiting for DNR permits for
moving equipment across DNR land. DNR notified us last week that the land has been
transferred to the borough and we expect to receive a permit to remove the hut soon. If the permit
is received soon, we will be able to complete before thaw.
Oil Storage Room Halon System replacement — Obtained quotes from vendors. Waiting on an
additional quote.
Transformer Containment Grating installation: most of the large rocks (approximately 3 inch) have
been removed from all 3 containments in preparation for the grating installation. Finalized the
design for the grating layout. Grating material is on-site, but additional grating is needed and will
be procured. Expect completion of the work by June.
Received new excavator and brush cutter, but the brush cutter is not cutting the alder brush
properly. Continuing work with vendor to correct issues.
— Safety Training - Operators completed Crane Operator and Rigging training. Training is
scheduled for Confined Space Rescue and Fall Protection.
Purchasing gas cylinders in lieu of renting cylinders. Purchased HP Nitrogen Cylinders, Oxygen,
and Acetylene cylinders. This provides a cost savings potential of greater than $10,000 per year.
Replaced fire protection water pressure control valve with new valve. Still having problems with
the valve controlling pressure properly. Working with vendors to correct issues.
Upcoming Activities
Annual Maintenance Outage and Gate Testing.
Runway Culvert Replacement project to bid. Expect to start work mid July.
Complete configure gate house alarms to the plant annunciator and CEA SCADA.
Replace Air Monitors in the Gate Houses. New monitors are have been upgraded to include
Hydrogen Sulfide sensors. Awaiting arrival of cables.
Order new small forklift.
Order spare facilities transformer.
