Current Status:
Lake level as of September 26» was 1,181.4 feet.
The lake reached its maximum operating level on September 234 and
began to spill early September 24th. Between September 16» and
September 23"4, lake level increased 23 feet and we continue to receive
rain.
Since the last meeting we were able to restore 6 needle operation without
the unit oscillating. Later when the tie to Anchorage opened up, we
found that we had problems in Divider 1 Mode of operation on both
units. When the units were in this mode they were responding to control
signals. We worked with VA Tech and Emerson to resolve this issue.
After going through the program and interface in detail it was found that
when VA Tech supplied the Modbus interface they included a Divider
Bias. Emerson setup a control for this thinking it was similar to a valve
limiter. Our investigation found that VA Tech should have never put this
bias into the Modbus interface and that the Divider Bias was to be set at
a constant value of 10% whereas the DCS was driving it to 100% after
the unit came on line. VA Tech has sent us a new controls load with this
bias removed from the Modbus link and Emerson has given us
instructions to remove their logic affecting the bias. We plan on making
these modifications as soon as we can get it scheduled with Dispatch.
