RURAL POWER SYSTEM ASSESSMENT, SUMMARY OF RESULTS Introduction This report presents the results of work performed between September 2000 and February 2001 that assesses the physical condition and quality of operation, maintenance, and management (OM&M) of 169 rural utility facilities qualifying for the State of Alaska’s Power Cost Equalization (PCE) Program. The assessment is designed to provide input for prioritizing financial assistance to utilities for power system repairs and upgrades. Work was performed by staff and contractors of the Alaska Energy Authority (AEA). The Denali Commission and AEA provided funding support for the assessment. It should be noted that ratings of condition and OM&M reflect the situation current to the time of assessment. As power systems are modified and OM&M practices change these ratings may become less applicable. Methods Field Assessment of Utility Condition and O&M Most of the information in this publication was collected from field evaluations of power systems coordinated with AEA’s rural utility Circuit Rider Program. In July 2000 AEA released an Invitation to Bid (ITB) for the field evaluation and circuit rider services. Appendix 1 contains a scope of work for a sample contract, as well as forms required to be completed for the field assessment. The ITB requested separate bids for each of 11 regions (Table 1). Data to be collected included a descriptive assessment and numerical rating of the following: Condition of the powerhouse building (205 points maximum) Condition and installation of generator equipment (260 points maximum) Environmental conditions (180 points maximum) Condition of overhead and buried distribution systems (360 points maximum) Proficiency in reading meters, keeping daily logs, and maintaining equipment (80 points maximum) In addition, to the extent that it was available, AEA requested information on waste heat recovery systems and frequency, duration, and causes of power outages. Three firms submitted bids and were awarded contracts in September--Precision Power LLC, Arctic Slope Regional Corporation Parsons Engineering LLC, and Igiugig Electric Utility. With AEA’s permission, Precision Power subcontracted with Kotzebue Electric for assessments in the Kotzebue area. Field assessments were completed for 169 facilities in 162 communities between September 22, 2000 to February 18. 2001. Due to weather problems, assessments have not been made yet in Little Diomede, Atka, and Nikolski. Contractors suomitted written reports and photographs for all sites visited (see Appendix 2 for a sample report done for Ruby Electric Utility, submitted by Precision Power.) Power Cost Equalization Program Management Assessment In December 2000, the Alaska Energy Authority's PCE Program staff conducted a review of how well PCE utilities complied with administrative requirements of the program. Through the review process, the following categories were assessed and included in the evaluation: Timely filing of annual reports with the Regulatory Commission of Alaska; Timely filing of PCE Utility Monthly Reports with the AEA; Completeness and accuracy of the PCE Utility Monthly Reports: Completeness and accuracy of the utility's customer ledgers submitted to AEA with the Utility Monthly Reports; 5. Response to AEA requests for information and documents. RWwWNM = Additionally, the Authority made note on whether or not the utility has experienced a high turn over of personnel, specifically utility clerks. Notation was also made on the amount of training the utility has received under the State Training and Employment Program (STEP), including Utility Clerk, Power Plant Operator and Bulk Fuel Tank Farm Operator training. Based on these considerations and overall staff experience with the utilities in areas of documentation and communication, a score of 1-5 (best to worst) was assigned for each utility. Data Analysis Field assessment and PCE management evaluation data was entered into a Microsoft Access database. Numerical scores were aggregated into two summary categories: 1. Power System Condition. This category includes field assessment scores for powerhouse, generator, distribution, and environmental conditions. Scores range from 0 (best condition) to 1005 (worst condition). 2. Operations, Maintenance, and PCE Management. This category includes field assessment scores for reading meters, keeping daily logs, and maintaining equipment (80 points maximum) in addition to PCE ratings scaled up by 5 (20 points maximum). Eleven of the utilities do not participate in the PCE program, and therefore could not be rated. In these cases PCE scores were computed based on percentile operations and maintenance scores from the field assessment adjusted to a maximum of 20. The overall score ranges from 0 (best) to 100 (worst). Results Figure 1 plots condition score against OM&M score for each facility. Power system assessments are presented by facility and ranked from worst to best condition in Table 2 and by best to worst OM&M scores in Table 3. Scope of Work for Rural Power System Assessment 12 CONTRACT DOCUMENTS ALASKA ENERGY AUTHORITY CONTRACT NO. VILLAGE POWER SYSTEM CIRCUIT RIDER, EMERGENCY RESPONSE AND ASSESSMENT SERVICES This Contract is entered into by and between the Alaska Energy Authority with offices in Anchorage, Alaska, ("the Authority), and (to be inserted by the Authority) with offices in (to be inserted by the Authority) ("Contractor"). WITNESSETH: For the consideration set forth below, the Authority and Contractor hereby agree as follows: SECTION | - STATEMENT OF WORK 1. Scope of Work The Contractor, in a good and workmanlike manner and to the satisfaction of the Authority, shall furnish all labor, tools, equipment, supervision, insurance, transportation, and incidentals, except as specified in writing to be provided by others and shall do all things necessary to perform circuit rider and emergency response services in accordance with work orders issued by the Authority, hereinafter "Work" as further described herein. All Work shall be performed in accordance with the terms, conditions and other requirements of this Contract. 2. General Information A. Purpose and Program Background The purpose of the Circuit Rider and Emergency Response Program is to assist village electric utilities in the routine operation and maintenance of their electrical systems. The Contractor shall provide services to groups or individual electric utilities in the region set forth in subparagraph B under this paragraph. The Rural Power System Upgrade (RPSU) program provides for capital improvements and technical assistance to rural electrical systems to eliminate safety hazards and enhance efficiency. Information from the power system assessment will be used for prioritizing RPSU activities. The Contractor shall make a minimum of one visit (or circuit rider trip) during the fall/winter to communities in the region set forth in subparagraph B. below whose electric utilities have requested such services from the Authority. The Authority will notify the Contractor of the requirements in the specific communities by issuing a properly completed Contract Work Order, ITB Attachment II. Work to be performed under this contract, shall be as set forth hereunder in Section |, Paragraph 3, Description of Work. Circuit Rider and Emergency Response/Repair Contract Regions The Contractor shall provide circuit rider and emergency response/repair services for region (s) awarded. General Requirements (1.) | Scheduling Requirements (a) Initial Power Plant Assessment/Circuit Rider Visit: Upon receipt of the executed contract and initial work order (based on the bidders lump sum price bid), the Contractor shall contact the communities within the specified region to schedule the visits in advance to ensure that the power plant operator and/or utility manager will be available when the contractor arrives. The Contractor shall provide the Authority a work schedule within one month of contract/initial work order execution. (b) Additional Circuit Rider Visits: Upon receipt of a work order for a specified village utility, the Contractor shall contact the community to schedule a circuit rider visit in advance to ensure that the power plant operator and/or utility manager will be available when the Contractor arrives. The Contractor shall begin the Work within two weeks of the date a work order is issued. (c) Emergency Response Visits: Contractors will be expected to schedule emergency response visits as soon as reasonably possible after a work order is issued. If a Contractor for a particular region is unable to respond in (4.) (5.) what is deemed by the Authority to be a reasonable length of time, the Authority may cancel the work order and make alternative arrangements to provide emergency response services. (d) Minor Repairs: The Contractor will generally be expected to schedule minor repairs in conjunction with circuit rider visits. If repairs cannot be made during circuit rider visits due to unavailability of parts or supplies the Contractor will notify the Authority, and the Authority will determine if a second trip to the community is required. Work Orders All Work hereunder shall be authorized through the issuance of work orders. Payment for Work performed by the Contractor will be made to the Contractor only if the such Work was authorized in advance by the Authority through the issuance of a work order. Emergency Response Emergency response activities cannot be clearly identified in advance. In general, emergency work performed under this contract will only include measures that will restore power quickly, and will not include reconstruction of equipment or facilities. Major Repairs No major repair work will be performed under this contract. A major repair is defined as Work outside of normal circuit rider activities that exceeds $5,000 in parts and labor costs. If state funding is requested by the village utility for major repairs and this funding request is approved by the Authority, resulting work will be the subject of a separate, competitive procurement. Responsibility for the Cost of Parts and Supplies The cost of parts and supplies needed to perform routine maintenance activities will be borne by the village electric utilities. It is, however, the Contractor's responsibility to coordinate with the village utility on availability and/or delivery schedules of parts and supplies prior to making visits. (6.) If the Contractor determines that a part is required to make a minor repair and the village is financially unable to pay for the part, it may be billed to the Authority with the Authority’s prior approval. Prohibition against Performing Program Activities on Facilities owned by the Contractor Village electric utility systems owned and/or operated by the Contractor are not eligible to receive services under this contract. Prohibition against Sale of Equipment, Parts, and Services to Participating Village Utilities Under no circumstances will the Contractor be allowed to sell equipment, parts, and/or its services to participating village utilities while on State business. 3. Description of Work A. Circuit Rider Program Services Upon receipt of a work order to perform circuit rider services in a particular community, the Contractor shall perform the following services on site and in cooperation with the village power plant operator and/or other personnel: (1.) (3.) The Contractor shall instruct the utility's power plant operator in recording operating data on system performance using the forms in Contract Attachment |. These forms shall remain on-site for use by the utility. The Contractor shall determine utility personnel's proficiency in meter reading, ability to perform minor maintenance tasks, and personnel's ability to complete other routine requirements of a good preventive maintenance program (the above may not be necessary if the Contractor has previously provided services to that particular utility). The Contractor shall provide training to utility personnel during the visits as the Contractor deems necessary to bring the village utility's procedures in conformance with standard utility practices; The Contractor shall review power house operations, utility plant conditions, and the utility's system maintenance procedures. As necessary, the Contractor shall make recommendations on (4.) (5.) (6.) modifying these procedures to conform to standard electric utility practices; The Contractor shall supervise and instruct village utility personnel in performing routine maintenance activities and minor repairs; and During the visit, before departing the community, the Contractor shall meet with the plant operator, the Utility Manager or other person designated by the community. At this meeting, the Contractor shall inform the community of any system operating problems and required corrective measures, any parts required for minor repairs, any modifications needed to the utility's preventive maintenance procedures, and answer the community's questions, etc. After completing circuit rider services under a work order and upon return to the Contractor's home base, the Contractor shall prepare and provide to the Authority a brief, written report describing the activities that took place during the visit. At a minimum, the report shall include copies of field notes for each community relating to the following topics, as well as a regional summary of the activities undertaken during that visit, including a listing of which communities have Life, Health, Safety issues, preventive maintenance procedures problems, unbalanced loads, etc.: (a.) physical plant: comments on the general condition of the utility's physical plant at the time of the visit and any recommendations made by the Contractor to village utility personnel to change these conditions, (b.) plant operations and maintenance: comments on the Contractor's initial review of the village utility's plant operating and maintenance procedures, including any Contractor recommendations made to utility personnel to modify these procedures. Comments on utility personnel's level of proficiency in meter reading and performing routine maintenance procedures. A description of any preventative maintenance items completed or minor repair work supervised on the circuit rider visit, (c.) identification of major repair needs: identification, description and estimated cost of any equipment needing major repairs, (d.) forms: comments on the Contractor's review of forms completed by the power plant operator (Contract Attachment I). (7.) Upon request from the community that minor distribution line maintenance is required, such as load balancing, service drop repairs, etc., the Contractor shall, on their scheduled trip, have a lineman available for such minor repairs. B. Emergency Response Activities Emergency response for village electric utilities will be performed on an "as requested" basis under the terms and conditions of Authority work orders that are issued before work is initiated. Work orders for emergency response will be distinct from work orders for circuit rider services. Work orders for emergency response will be initiated under the following circumstances: a. If the village utility contacts the Authority directly with an emergency response request, the Authority will issue a work order to the Contractor for a particular region. Before the work order is issued, a cost estimate for the emergency response will be established based on the conditions of the emergency. b. lf, the village utility contacts the Contractor with an emergency response request the Contractor will notify the Authority and seek written authorization to respond through a work order. The work order will establish estimated costs and set limits for the response. Facsimile documents will be accepted as original documents in all matters related to emergency response; Cc If during the course of a circuit rider visit, the Contractor identifies minor repairs that need to be completed to keep the village utility's system functioning properly, but these repairs are beyond the scope of the visit the Contractor will notify the Authority and seek approval of a written work order to cover costs and spending limits associated with the minor repair work; and d. If an emergency condition in the village requires an immediate response and the Contractor for that region is unable to respond in a timely fashion, the Authority reserves the right to make alternative arrangements for handling the response. c. Power System Assessment Upon receipt of a work order to perform power system assessments, the Contractor will visit the candidate community to gather and record information regarding the powerhouse, generation equipment, distribution system, life/health/safety issues, waste heat, and outages specified on Attachments II. The Contractor will provide the information, photographs of system components, and any supporting field notes to the Authority for each community in the form of a neatly bound document. After completing power system assessment services under a work order and upon return to the Contractor's home base, the Contractor shall prepare and provide to the Authority a brief, written report describing the activities that took place during the visit. At a minimum, the report shall include copies of field notes for each community relating to the following topics, as well as a regional summary of the activities undertaken during the visit. Physical plant: comments on the general condition of the utility's physical plant at the time of the visit and any recommendations made by the Contractor to village utility personnel to change these conditions. Contract Term This Contract shall be effective upon signature by the Contractor and the Authority, and shall expire June 30, 2001. Assessment reports will be due by November 30, 2000. Contractor Personnel Contractor personnel shall be fit for and skilled in the Work or classification to which they are assigned. Contractor Equipment and Facilities Contractor shall provide and use only such equipment as is capable of safely, efficiently and satisfactorily accomplishing the Work. Inspection and Acceptance The Authority shall have the right of access to and inspection of the Work and Contractor's facilities at all reasonable times during the Contract term, and Contractor shall provide proper facilities for such access and inspection by the Authority. Inspection by the Authority shall not be deemed to indicate acceptance of any Work. Deliverable items shall conform to Contract requirements. Final inspection and acceptance shall be made by the Authority Representative. 8. Site Inspection Before starting Work, the Contractor shall make a thorough inspection of the Work site and its surroundings so that it may be familiar with all conditions relative to the Work, including, but not limited to, structures, equipment, water, excavated material, and fill 9. Safety Contractor shall take all necessary precautions to maintain the Work site free from hazards likely to cause injury, illness or death to persons or damage to property. All accidents or occurrences resulting in injuries to Contractor's employees or third parties, including all OSHA-recordable injuries and illness, shall be verbally reported by Contractor to the Authority's site representative within four (4) hours of occurrence and reported in writing by Contractor to the Authority within 24 hours of each occurrence. 10. Safe Work Area The Authority reserves the right to suspend Work if, in the Authority's opinion, it is not safe for Work to continue. Such suspension shall remain in effect until the Authority deems that it is safe to resume Work. Contractor shall not have any claim against the Authority for compensation for lost time or productivity due to a suspension of Work for safety reasons 11. Defective or Non-Conforming Workmanship If any Work is determined to be defective or not in conformance with the Contract, the Contractor will be notified in writing and shall, at Contractor's expense, immediately remove and replace or correct such defective Work. Failure of the Authority to discover defective design, materials or workmanship shall not relieve Contractor of its obligations under this Contract nor prejudice the rights of the Authority thereafter to reject or require the correction of defective work in accordance with the provisions of this Contract. 12. Applicable Regulations and Law The Contractor shall comply with all applicable federal, state and local laws and regulations in performance of the work, including: Compliance with Executive Order 11246 of September 24, 1965, entitled “Equal Employment Opportunity," as amended by Executive Order 11375 of October 13, 1967, and as supplemented in Department of Labor regulations (41CFR chapter 60). 13. 14 15. Compliance with the Copeland ~‘Anti-Kickback" Act (18 U.S.C. 874) as supplemented in Department of Labor regulations (29 CFR Part 3). Compliance with all applicable standards, orders, or requirements issued under section 306 of the Clean Air Act (42 U.S.C. 1857(h)), section 508 of the Clean Water Act (33 U.S.C. 1368), Executive Order 11738, and Environmental Protection Agency regulations (40 CFR part 15). “Buy American” provision: “In accordance with section 215 of the Clean Water Act (33 U.S.C. 1251 et seq. And implementing EPA regulations, the contractor agrees that preference will be given to domestic construction materials by the contractor, subcontractors, materialmen and suppliers in the performance of this subagreement. (Contractors must use domestic construction materials in preference to non-domestic material if it is priced no more than 6 percent higher than the bid or offered price of the non-domestic material.) Environmental Monitoring The Contractor shall monitor its Work to prevent environmental degradation. Each Contractor and subcontractor employee shall be trained concerning environmental requirements and regulations. Environmental monitoring of the actual Work shall be done by both the Contractor and the Authority. Should methods or practices be noted as the Work progresses which result in detrimental environmental effects. the Contractor shall change its methods and take any necessary corrective action as approved or directed by the Authority. Protection of Environment Contractor shall take all necessary steps to comply with State of Alaska regulations protecting the environment. Contractor shall not perform any operations outside of designated work area without obtaining specific written authorization from the Authority. Contractor shall be responsible for environmental damage resulting from its operations including cost of repairs or restoration to the satisfaction of the Authority and/or other governmental authorities. Cleaning Up Contractor shall keep the Work site free at all times from accumulation of material or rubbish resulting from Work, and upon completion of Work shall thoroughly clean the premises and remove all rubbish and waste to the satisfaction of the Authority. Initiation of cleanup by Contractor shall not, in itself, constitute an admission or assumption of liability by Contractor 16.
