The information is divided into two sections: the individual test sheets for each metering point tested and a general report, which briefly covers a number of items APA should consider changing. We would be pleased to submit a proposal providing any or all of the changes recommended. A special thanks to Dick Ballard is in order for the hospitality extended during our visit and particularly for the travel arrangements he was able to set up on such short notice. International Way * D 207 + Portland, Oregon 97222 (503) 659-3441 THE WATTS DOCTOR ALASKA POWER AUTHORITY Metering Audit Summary Between May 29 and June 4, 1984, Utility Systems and Applications, Inc. provided testing, calibration and verification for 26 metering points at Alaska Power Authority facilities in Wrangell, Petersburg, Ketchikan, Tyee and Swan Lake, Alaska. The following report, along with the audit sheets for each metering point, detail our findings, observations and recommendations. I. METER AUDIT CRITERIA AND PROCEDURE Each metering point was tested and evaluated in a standardized manner, which included some or all of the following procedures and techniques: A. Meter Test and Calibration i. Each KWH meter was isolated from its circuit and “as found" tested for Full Load, Light Load, Power Factor and Balance. In addition, those meters equipped with demand registers were checked for Demand Zero Point, Demand Rise Rate and Demand Reset Time. Za Each meter was adjusted as necessary to operate within the following tolerances where possible: a. Full Load and Light Load: at least +/- 0.3% b. Power Factor: at least +/- 0.75% Cc. Balance: no more than 0.5% variation among elements Due to defects, some meters could not be adjusted to meet the above tolerances; this is discussed in Section II A of this report. B. Magnetic Tape Recorder Packages The KWH and QH meters associated with these packages were tested as noted in Section A above. In addition, the pulse initiators were checked for proper operation and the pulse per revolution rate was checked against Nameplate rate. The pulse values were also calculated and marked in the appropriate place on the recorder face plate. Identification Where necessary, the meters were given additional identification markings and the dial multiplier was calculated and marked on the multiplier tag. Current Transformer and Potential Transformer Ratio and Quality Verification. Where possible, each C.T. and P.T. was visually inspected and nameplate data checked for ratio and quality. Whenever there was sufficient loading and accessibility, primary current was compared to secondary current on the C.T. circuit. Current Transformer Burden Check The burden test is basicaly a proof test to determine how well the C.T. can provide constant current with increasing loads. "Good" C.T.s are those in which little current drop occurs when high resistance (up to 6 ohms) is inserted into a C.T. secondary circuit. "Bad" C.T.s show a Sharp drop at low currents with small additions of load. This test also indicates whether there are any "shorts" in the C.T. secondary circuit. Phase Angle Analysis Where there was sufficient loading, phase angle readings were taken to verify correctness of wiring and power load factor. In addition, the meter disk was timed and KW demand calculated and compared to actual load current and phase angle. Meter Seals Each meter, except those in the magnetic tape packages, was sealed with a pressed lead seal. The seal mark number pressed into these lead seals is "80". Magnetic Tape Replacement Magnetic tape replacement instructions were given to selected personnel at each metering point where a recorder was in service. Tks GENERAL COMMENTS A. E. Meter Tests A major source of metering error encountered during the audit concerned Westinghouse switchboard type meters. All but two of these meters were approximately 5% slow. We were not able to bring several of these into adjustment. In trying to determine why these meters were slow, it appears that sometime in February Westinghouse installed LED potential indicating lamps on these meters. In order to do this, they would have to change the potential coil on each meter element. These new potential coils had different field strengths, which made the meters run slower (5%) and some of these meters did not have enough adjustment left to fully correct for this. Several other meters have little or no adjustment left. Due to this problem, many of these meters should be returned to the factory for rebuilding. Current Transformer Quality Several installations did not have 0.3 metering accuracy class current transformers for the KWH metering. The C.T.s that are in service are relay class and may or may not be close to ratio at metering currents, Unnecessary Potential Transformers The two station service meters at Swan Lake were connected to the secondary of the P.T.s (277 to 120) but these are 277 volt meters. Improper Metering Several installations were metered 3-phase 3-wire, but should be 3-phase 4-wire. These occur at Wrangell switchyard and Petersburg. "In" and "Out" Metering Several installations have "In" and "Out" metering, but the "Out" meter is wired the same as the "In" meter. The meter at Wrangell switchyard was changed, but the Petersburg and Tyee were left at request. There is no “Out" metering at Bailey Substation, so when Ketchikan feeds power to Swan Lake, this power cannot be registered. Magnetic Tape Recorder Metering Packages Two of the three packages did not have provision for testing (test switch) and on the third, the test switch is incorrectly wired and cannot be used in testing. In these packages, it is not possible to seal the individual meters because they do not have individual glass covers. If you were to seal the package cover, the magnetic tapes would be inaccessible for monthly changes. Pulse values on all the magnetic tape recorder packages are 100 KWH or Q-Hour per pulse. Some meters have to turn 15 disk revolutions for one pulse. These are very low pulse rates which give a demand definition of 400 KW. Pulse rates could be ten times as fast and still not be close to tape saturation. This would greatly improve demand definition . Because the meters in these packages do not have separate covers, care needs to be taken to keep dirt out of the package. An additional digital recording package should be considered at Bailey Substation. Demand Definition of Mechanical Demand Register Special register ratios have been ordered to give multipliers of 1000 on many of the meters. As a result, many of these have poor demand definition and cannot read be read closer then 500 KW. IIl RECOMMENDATIONS The following is a review off the Recommendations listed on the Audit Test Sheets. A. B. Cc. Wrangell Substation 1) Verify accuracy class of all current transformers. If magnetic tape package C.T.s are not 0.3 accuracy class, they should be replaced. 2) Several of the switchboard meters should be returned to the factory for rebuild. 3) Install test switch for magnetic tape recorder package. Increase pulse initiator output by at least a factor of 10. Wrangell Switchyard 1) The C.T. ratio should be verified. 2)) The metering is 3-wire and should be replaced with 4-wire metering. 3) One of the meters should be returned to the factory for rebuild. 4) Register demand definition is poor and a magnetic tape could be installed to improve this. Petersburg Substation 1) Two meters have incorrect demand register scale plates. 2) One switchboard meter has the incorrect cover, which makes it impossible to reset the demand without removing the cover. 3) The metering is 3-wire, but should be 4-wire. The metering on the magnetic tape package should be changed to 4-wire as it appears this is the billing meter. (This will require installation of three P.T.s). Consideration should be given to installing 4-wire metering on the other two circuits also. The customer will have line to ground loads in the future. 4) None of the current transformers are 0.3 accuracy class and should at least be replaced on the Magnetic tape package metering. 5) 6) 7) 2) 3) 4) 5) Swan 1) 2) 3) 4) The "Out" meter is wired for "In" power. A test switch should be installed to enable convenient testing for the magnetic tape package. The pulse rate should be increased at least a factor of 10 on the magnetic tape package in order to improve demand definition. c.T. ratio and accuracy class needs to be verified as C.T.s were inaccessible on the station service metering. The generator C.T.s are not 0.3 accuracy class and are relay class. The station total metering is 3-wire but the system is 4-wire. This metering should be changed to 4-wire for best accuracy. The test switch should be rewired to enable easier testing for the magnetic tape metering package. The pulse rate to the magnetic tape should be increased by at least a factor of 10 to improve demand definition. Lake The potential transformer should be removed from the metering circuit for both station service meters. They are not necessary and create inaccuracies in the registration. Install test switches or "slide" kits to enable easier testing of station service meters. Station service C.T.s are not 0.3 accuracy class C.T.s. Due to loading of P.T.s and wire length, a separate potential cable should be run to the generator meters. Iv F. Bailey Substation 1) "Out" metering should be installed at this location. 2) The current transformers are not 0.3 accuracy class and should be replaced. 3)) A magnetic tape recorder should be installed at this location. CONCLUSION Most likely, all of the metering at present is plus or minus 3% of actual as we left it. This can be improved to approximately plus or minus 0.5% by making the changes as recommended. When billing is occuring, these installations should definitely be repaired. The meters themselves, with the exception of a few, were left better than plus or minus 0.38. A jumper was found missing on breaker 5] indicating KW meter potential neutral. This was repaired. Voltages measured then at 121, 121, 121 respectively. Phase angle then measured at 12, 13, 12 degrees respectively. This affected KWH metering and transducers on breakers 50, 52, 53 and 54. Meter was found to be approximately 5% slow and there was not enough full load adjustment available to properly calibrate the instrument. Therefore, it was left at 99.48% registration on full load. Unable to locate information on C.T. accuracy class as nameplates not accessible. ** RECOMMENDATIONS *** Meter should be returned to factory for repair as dampening magnet must be changed. Verify accuracy class of current transformers. See File 1984-19 for Q-Hour test results. There is no test switch for the package, which makes it difficult and time consuming to test the meters in this package. Since these meters do not have individual glass covers, much care needs to be taken to keep dirt out of the meters. Before the magnetic tape is changed each month, the panel should be opened and the cover dusted before removal. The contro! room should be kept as clean as possible at all times. Pulses from this meter are fed to channel B of the tape recorder. Pulse Mp=1250/81 which gives a KWH/pulse of 100 with a C.T. ratio of 300 to 5 and P.T. ratio of 60. This gives demand definition of 400KW. Mag tape battery carryover found not connected. This was connected. Because of the type of cover on this package, it must be sealed every month when the tape is changed. Meter package potential return was not connected. See File 1984-15 for details. *** RECOMMENDATIONS *** Install test switch for this package. A pulse initiator with an Mp 125/81 would give a demand definition of 40KW and should be installed. Verify accuracy class of current transformers. With an Mp of 125/18, C.T. ratio 300 to 5 and P.T. 200 to 1, pulse rates for the magnetic tape are 100 KWH/pulse for channel "B" KWH, and 100 QH/pulse for channel "C" Q-Hour. Demand definition is only 400 KW with this pulse rate. The battery carryover was connected on the recorder. Any phase to ground load reflected through the system due to all WYE-WYE transformer banks will not be registered on the unmetered leg. This meter along with the Q-Hour meter in File 1984-34 is connected to a magnetic tape recorder via pulse initiators on the meters. The pulse value for both of these meters is 100 KWH/pulse with an Mp=125/36, a C.T. ratio of 200 to 5 and P.T. ratio of 600 to 1. With this pulse rate demand definition is only 400 KW. Channel "B" is the KWH channel and channel "C" is the Q-Hour channel. The battery carry over was connected. Although this installation has a test switch it is not wired properly to enable meter testing from it. *** RECOMMENDATIONS *** The metering should be changed to 4-wire metering for best accuracy. A pulse initiator with at least an Mp of 25/72 should be used which would lower demand definition to 40 KW. The test switch should be rewired enabling easier testing of the magnetic tape metering package.
