The survey measured opinions and attitudes concerning the building of a transmission line between Sutton and Glennallen linking Copper Valley's service area to the Railbelt powerline. Research typically involves estimating the characteristics of a designated population. Because of the costs of conducting a census of all items in a population, and the adequacy of sample results, sample statistics were used to make statistical inferences concerning population parameters. Three hundred and thirty-four (334) Copper Valley Electric service area residences were interviewed between October 16th to 22nd, 1995. Interviewing was conducted by telephone from randomly generated telephone number lists. The sample size of 334 was chosen because it provides an error rate within the Copper Valley population of 4.98% at 95% confidence. This means that we can be 95% sure that the empirical proportions reported in this survey lie within 4.98% of the true Copper Valley population proportions. Distribution regionally broke down as follows, based on the distribution of residences in both areas: CATEGORY FREQUENCY PERCENT Glennallen Area............... i. eee ee 41.9% Valdez Area..............2005.% 194........... 58.1% TOTAL 5 0.6 os me 6s) 16S Gis ww oe wl oN w 9s S340 a6 woe ms 100.0% SURVEY HIGHLIGHTS Support for Intertie On first asking, the Sutton-Glennallen intertie is favored by 55.0% of the population, opposed by 12.0% with 33.0% of the population undecided. Once the three messages have been imparted, the support for the intertie increases to 76.3%, an increase of 21.3 points in the support percentage. The issue is popular among Copper Valley residents, especially so after the messages have been communicated. Who's moving? Page 3 of the crosstabs illustrate the answer to this question. The left hand column represents just those respondents who favored the issue on first asking. Of these respondents, 98.4% favored the issue on second asking, i.e. only 1.6% of the favor was "turned off" by the messages. The middle column represents the opposes on first asking. Of these respondents, 19.3%, or just under a fifth, were turned around, i.e. changed their minds and said they favored the issue on second asking. A further 12.1% changed to Don't knows, i.e the messages made them think. Only 68.6% of the opposes stayed firm. The right column shows the big movement. Of the Don't knows on first asking, 60.4% decided they favored the line on second asking, with only 7.8% going the other way and deciding they oppose. Which message is creating the movement? Also on Page 3, among the favors (left hand column), all three messages are popular, $35 million loan scores 87.1% more likely, Chugach covering 80% scores 87.7% more likely and Rates will decrease scores 94.6% more likely. Similarly, the oppose column shows relative equity between the three messages, $35 million loan scores 36.4% more likely, Chugach covering 80% scores 41.1% more likely and Rates will decrease scores 48.4% more likely. Having said that, those that have made up their minds at the start aren't moving much with hearing the messages. The Don't Know column is the big one. In this column, $35 million loan scores 49.1% more likely, Chugach covering 80% scores 62.1% more likely and Rates will decrease scores 84.9% more likely. Rates are the strongest motivator for changing one's view on this issue. Copper Valley Electric estimates that rates in Valdez and in the Copper Valley area will decrease by an average of 15-18% as a result of the line being built.
