WHEREAS, Ahtna, Incorporated is the Alaska Native Claims Settlement Act Corporation for the Coppcr River Valley; and WHEREAS, eight of the nine ANCSA Village Corporations within the region have merged into Ahtna, Incorporated: and WHEREAS, Ahitna, Incorporated is concerned with the economic health and well being of the Copper River Valley and its many shareholders and descendants of shareholders who live in the region; and WHEREAS, residents of the Copper River Valley pay the highest unsubsidized rate for electricity in the State of Alaska; and WHEREAS, these high electrical rates stifle meaningful development opportunities in the region, and means limited employment opportunities for Ahtna, Incorporated shareholders and their families; and WHEREAS, state sponsored funding has been provided by the Alaska State Legislature for the construction of a Sutton to Glennallen electrical Intertie; and WHEREAS, a dependable, reasonable priced source of electricity for the Copper River Valley will significantly enhance economic development options, including tourism development, which were development options supported by Governor Tony Knowles during his campaign for governor and in his State of the State address in January of 1995; and WHEREAS, Governor Knowles has specifically stated his support for expanding tourism opportunities in the Wrangell-St. Elias Mountain region; and SENT BY: 10-23-95 + 1:24PM ; AHTNA, INC. NOW THEREFORE BE IT RESOLVED that the board of directors of Ahtna, Incorporated expresses their full and complete support for immediate construction of the Sutton to Glennallen Intertie. AND BE IT FURTHER RESOLVED that the board of directors of Ahtna, Incorporated asks Governor Knowles to support and expeditiously and vigorously pursuc construction of the Sutton to Glennallen Intertie. This resolution confirms our long standing commitment to complete this transmission line project. We anxiously await to hear a decision. Sincerely, ae David Hutchens Executive Director DEMOCRACY IN ACTION ARECA RESOLUTION 95-1 WHEREAS, the Alaska Rural Electric Cooperative Association, Inc. (*ARECA”) is a trade association representing electric utilities that supply power to over 350,000 Alaskans; and WHEREAS, ARECA supports the construction of vital transmission lines throughout the state to provide necessary infrastructure to enhance the basic quality of life, to develop rural areas, and provide for growth in our great state; and WHEREAS, for many years ARECA has supported and lobbied the state Legislature for financial assistance in the construction of the Sutton to Glennallen transmission line project that will bring lower cost Railbelt power to the Copper River Basin and the City of Valdez: and WHEREAS, ARECA and many other Alaskans were successful in getting an appropriation for this project during the Eighteenth Legislative Session; which was signed into law by Governor Walter Hickel on May 13, 1993; and WHEREAS, Copper Valley Electric Association, Inc. (“CVEA”) has strived to support and comply with all of the actions required by the State of Alaska to secure the funding for this vital project; and WHEREAS, the Department of Community and Regional Affairs Commissioner Edgar Blatchford found the feasibility study to be in compliance with Alaska Statutes and ruled on July 5, 1994, “_...both the study and the plan of finance were satisfactory within the meaning of Section 4(d), Chapter 19, SLA 1993”, and WHEREAS, Governor Tony Knowles appointed an Inter-Agency Committee in May, 1995, to further review the feasibility of the project: now therefore, BE IT RESOLVED, ARECA is respectfully urging the Governor and the Inter-Agency Committee to make a timely decision in favor of this vitally needed project, not only for the benefit of the consumers of CVEA, but for the future economic development of our great state. Adopted unanimously by the membership on August 24, 1995.
