I, William R. Snell, being first duly sworn, deposes and
states:
1. I am the Executive Director of the Alaska
Industrial Development and Export Authority.
2 In April 1995, Governor Tony Knowles appointed
Commissioner John Shivley, Department of Natural Resources;
Commissioner Mike Irwin, Department of Community and Regional
Affairs (DCRA); and myself to lead an interagency review of key
issues in connection with the Sutton-Glennallen intertie project.
os In late July 1995, on behalf of the review
committee, the Alaska Industrial Development and Export Authority
engaged an engineering/consulting firm, CH2M Hill, to assist the
committee in reviewing potential changed conditions affecting the
1994 Copper Valley Intertie Feasibility Study commissioned by
DCRA. I anticipate CH2M Hill will be issuing its report by
September 30, 1995. The committee will evaluate this report, and

other information and comments on the intertie project which have
been gathered in completing its review. I anticipate the
committee will complete its review by October 15, 1995.
4. After the committee completes its review, it is my
understanding that the Department of Community and Regional
Affairs will use the committee’s work in issuing a supplement to
its decision of July 5, 1994 regarding the intertie.
