HomeMy WebLinkAboutChenega Bay BFER (AEA) 1991TRIP REPORT - CHENEGA BAY BULK FUEL & POWER PLANT May 7, 1991 Date: May 13, 1991 Tos Project File Thru: Gary Smith Nd From: Brian Gray MS Re: Design Visit for Bulk Fuel Emergency Repairs and Preliminary Site Investigation for Power Plant Trip Report: Tuesday, 5/7/91 Tim Whitcomb, Chip Sterbenz, and I departed Anchorage at 8:30 AM on a charter flight arriving in Chenega Bay at 9:30 AM. We met IRA Council President John Totemoff at the city office. I discussed the possibility of a new power plant and potential sites with John. Chip and Tim surveyed the existing bulk fuel storage facility and prepared design sketches for repair of the piping. Chip also looked at the existing generation equipment. We departed at 1:00 PM arriving in Anchorage at 2:15 PM. City Bulk Fuel Facility: The existing bulk fuel facility consists of 6 horizontal tanks on steel skids within a diked enclosure. One tank was used in the past for gasoline storage but the entire facility is now used exclusively for diesel fuel storage, primarily for the power plant, with some fuel dispensed into 55 gallon drums for residential heating. Three of the tanks are connected to a common header with rubber hoses. The header connects to a fill pipeline to the dock and to a service station style fuel transfer pump. Fuel is transferred to the power plant day tank (across the road) using a rubber hose. All piping is threaded black steel. The piping and ground exhibit signs of leakage and spillage. The dike is not very high but an impound basin is located behind the tanks. The area appears to be lined with a black plastic membrane, possibly XR-5. We were previously led to believe that the tank farm was in danger of tidewater erosion but found no evidence of any significant threat (the tank farm is separated from the bay by a heavily forested bank approximately 50’ high.) The following deficiencies in the tank farm were noted: aS Tank spacing inadequate (approximately 2’ between tanks.) 2. No emergency vents on the tanks. Also no manholes or water draw nozzles on the tanks (not required.) Bie Bronze valves used for connection to tanks. 4. Manifold and fill pipeline in poor condition and leaking. 5. Liner not liquid tight (the impound basin had no standing water during a period of heavy rains and snow melt.) Also the drainage to the impound basin needs to be improved with some trenching and the dike needs to be built up slightly. Of these problems, the only one that fits the scope of our Bulk Fuel Emergency Repairs Program is the poor piping. Replacement of the fill pipeline is not mandatory based on the statement of John Totemoff that the fuel supplier has been driving a truck up to the tank farm for delivery recently. Another option would be delivery by barge directly to the tank farm which would require about 400’ of hose. Chip and Tim prepared a design for replacement of the existing header with a new welded steel header connecting all six tanks and including new steel valves and stainless steel flex connectors. The project budget estimate for the piping repairs is $11,630. John Totemoff expressed an interest in future use of the bulk fuel storage facility for commercial sales to boats. A complete upgrade of the tank farm to all applicable codes and regulations should be performed prior to using it for commercial sales. Potential Power House Site: Based on my site investigation and discussion with John Totemoff, the preferred location for a new power house is adjacent to the tank farm on the same side of the road. The land appears to be owned by the local native corporation. McClintock Land Survey and Planning Co. (694-4499) prepared a land ownership map (Job #89-138) of Chenega Bay for North Pacific Rim. The location would require approximately 120’ of direct-bury cable to tie in to the existing main transformers, 75’ of fuel oil piping to connect to the new manifold, and about 100 cubic yards of gravel fill. Gravel is available at the local corporation gravel source but it contains a lot of large cobbles so a small rock crusher would probably be required. A fork lift, a front-end loader, a dozer with backhoe, and a dump truck are available locally. The site is approximately 150’ away from the existing community building which is heated with 2 forced- air furnaces so the potential for a waste heat system exists. Existing Generation and Distribution System: After the power plant fire in December of 1989, 2 new engines were installed and they appear to be functioning properly at this time. The following concerns were cited by John Christiansen, who had been maintaining the power plant in the past: he There is a need to balance the three legs of the electrical system. One of the legs is overloaded and is causing the system to overload and the generator to shut down on high heat. The leg going to the school seems to be properly balanced, but that the other two legs are very unbalanced, with one of them carrying almost no load. 2. John said that there are no as-built drawings of the system in the community so the location of the existing lines is unknown (Hans Jensen thinks there should be as-builts of the system somewhere. ) 36 Several of the meters and pedestals in the village are in need of repair. The meter on the side of the community center is non-functional. John also noted that the system is significantly easier to maintain now that the waste heat recovery system has been removed. There have been fewer malfunctions of the system. There are sufficient transformers in the village to deal with anticipated expansion in the next several years. If the expansion does occur, John felt the generating capacity would be inadequate, as it is marginal at the moment in the winter months. Pete Komkoff is currently dealing with the maintenance of the generators. Pete and John made statements to the effect that they are being more faithful in their maintenance since the new engines were installed. It was suggested by John Christiansen that the auxiliary generator that is in Chenega be brought to Seward on one of the local seiners at a cost of approximately $800.00. It might be a good idea to wait until we find out if we will be assisting with construction of a new power plant because the temporary power would be quite useful during construction. I called Katrina with Representative Kubina’s office on 5/9/91 to tell her that the bulk fuel facility was not in danger of tidewater erosion and would not need to be relocated as part of the power plant construction, therefore the project cost would be considerably less. She indicated that they might only be able to get $100,000 to $150,000 and wondered if the project could be done in phases. I told her that would be a possibility. Remove the existing tank valves and header and dispose of. Install new steel valves. Record the manufacturer and model of all valves for incorporation into the as-built drawings. Install new welded steel header as indicated on the attached drawings. Prior to use of header, pressure test with minimum 50 PSIG air and visually inspect joints and flanged connections using a foaming soapy water solution. Do not air test lines containing residual petroleum products. Dig shallow drainage ditches between each tank from the front to the impound basin to direct flow into the basin. Build up the existing dike around the tank farm with gravel to a minimum height of 12". Note: these would be good tasks for the local laborer. Mark up the attached drawings in the field, if required, to indicate any differences between the design and the actual installation. Also, get dimensions of tanks, spacing between tanks, size of diked area, and size and location of tank openings (fill, vent, etc.) Take color photographs of the entire completed installation. Upon completion of the project, provide this information to Tim, along with valve data, for preparation of as-built drawings. CHBYBGS1 LEGEND. MATERIALS: in Piping - Minimum schedule 40 black steel with welded or flanged joints. Gasket material for flanged joints to be compatible with petroleum products. Flex Connectors - Stainless steel corrugated inner tubing with braided wire outer shield. 150# flanged ends. 12" minimum live length. Valves - Flanged end steel, semi-steel, or ductile iron gate, plug, and check valves listed for use with petroleum products. Culverts - Galvanized steel corrugated metal pipe or minimum schedule 40 black or galvanized steel pipe. Piping Supports - Treated wood timbers, steel, or concrete. INSTALLATION: General - To the greatest extent possible, install pipelines above grade. Support piping above grade at 10’ on center. Where burial is necessary for road crossings, install in culverts. Pitch piping to drain to one end. Minimize low-point traps. Routing - To the greatest extent possible, install along route of existing pipelines. Where new alignment is necessary, utilize existing easements/right-of-ways to the maximum extent possible. Flex Connectors - Provide flex connectors at connections to tanks or manifolds, road crossings, branch pipeline connections, and other locations subject to potential differential movement. Fill Point Connection - Provide female camlock coupling, gate valve, and check valve at the fill point connection. Install secondary containment device (bucket or barrel) below fill point connection. III. TESTING/CLOSE OUT: 1. Testing - Prior to use of lines, pressure test with minimum 50 PSIG air and visually inspect joints and flanged connections using a foaming soapy water solution. Do not air test lines containing residual petroleum products. Where manifolds are tested against existing isolation valves, 10 PSIG air may be used. Documentation - Prepare as-built drawings in AutoCAD format from field records. Drawings to include plan view of entire installation with locations of flex connections, flanged joints, valves, road crossings, etc. and a schedule of materials used including valve manufacturers and models. Provide color photographs of the entire completed installation along with as-built drawings. (When I talked with Mr. Totemoff 4 or 5 weeks ago he had refused to discuss anything with me and said he would call back "sometime". ) Mr. Totemoff thought that any fuel that was spilled was caused by Human error and not leaky fuel lines. He also thought that there may be some concern regarding their fuel transfer system and he would talk with the fuel handling people and get back to us in the near future.
