RESOLUTION NO. 2023-3
INSIDE PASSAGE ELECTRIC COOPERATIVE, INC.
February 3, 2023
ENTITLED: AUTHORIZING THE CEO/GENERAL MANAGER TO APPLY FOR
GRANT FUNDING FOR WATER SUPPLY CREEK HYDRO CONSTRUCTION
WHEREAS, Inside Passage Electric Cooperative (IPEC), the City of Hoonah, and the Hoonah
Indian Association (HIA) support additional hydroelectric power in addition to the existing
Gartina Falls Hydro project in order to provide better electric rate stability through reduced fuel
costs; and
WHEREAS, the construction of the Gartina Falls Hydroelectric project in 2015 has reduced
diesel fuel consumption and provided clean, renewable energy to Hoonah; and
WHEREAS, grant funding is limited from the State's Renewable Energy Fund. (REF) to $4
million per project, and IPEC already received $461,474 for final design of the Water Supply.
Creek (WSC) hydro project from the REF; and
WHEREAS, HDR Engineering expects to complete the WSC final engineering design by the end
of March, 2023;
WHEREAS, the State Renewable Energy Fund has grant funding available for hydro construction,
and the next round of grants was due early December 2022, and IPEC submitted a grant proposal
for $3,538,526 with the knowledge and support of IPEC's Board of Directors; and
WHEREAS, federal grant programs are becoming available for renewable energy projects,
including from, but not limited to, the Office of Indian Energy's Energy Deployment on Tribal
Lands grant, and the Department of Energy and United States Department of Agriculture's Rural
Utilities Service grant programs passed through Congress.
NOW, THEREFORE, BE IT RESOLVED, that the IPEC Board of Directors authorizes the
CEO/General Manager to apply for grant funding for the Water Supply Creek hydro construction
and to execute grant agreements for the project with the goal of reducing and stabilizing electric
rates to IPEC's members through renewable energy projects.
