Subject: Support of Alaska Renewables Renewable Energy Fund Grant Application for
Little Mount Susitna Wind Design
Dear Alaska Energy Authority:
On behalf of Chugach Electric Association, Inc. (Chugach), I am writing in support of the Alaska
Renewables grant application to Round 15 of the Renewable Energy Fund (REF) to help fund a
portion of the design of the proposed Little Mount Susitna (LMS) wind project.
In fourth quarter 2021, Chugach issued a request for proposals (RFP) for power purchases from
renewable generation projects to help meet Chugach's goal of adding 100,000 MWh per year of
renewable generation to its system. As a result of the RFP, Chugach has entered into an agreement
with Alaska Renewables to conduct interconnection and integration studies of the proposed LMS
wind project. These studies are underway and are expected to be completed in second quarter
2023.
The financial support from the REF for the Little Mount Susitna wind project will help reduce the
overall project cost. As proposed, this project would approximately double the amount of energy
Chugach currently receives from hydro and wind resources, increasing our renewable portfolio
from 19 percent (in 2021) to about 39 percent. This project would significantly reduce Chugach's
reliance on Cook Inlet natural gas, reduce carbon emissions and, properly structured, stabilize
electric rates.
Chugach is supportive of funding that can help this project succeed while providing affordable
power to Chugach members. Alaska Renewables has demonstrated that they have a capable team,
and we are confident in their commitment to building a successful project.
